customary for the Legislature to appro
priate 820,000 annually, as a “Contingent
Fund," to be '.nsed by the Governor, in
bis discretion, to meet such expenses as
may not be otherwise provided for by
law. Govetuors, in letter days, very sel

bud a portion of it left at tho end of the
year. Not bo, however, with Bullock.
He nsed it up almost as if it wore noth
ing; and his plundering Legislature,
passed tlio famous India Rubber, or 20th
section, in tbe Appropriation Act, under
which lio squandered the people's money
nssfcssly to a most frightful extent.
The Legislature, st its bite session, in
providing for the expenses of tho Gov
ernment next year, appropriated tho usu
al amount—820,000—tor coutiugeut ex
penses. Already, since the adjournment,
nearly half that amount has been drawu
and expaaded by Acting Governor Cun-
ley—most of it, wo believe, to meet
claims arising nndor Bollock’s adminis-

terian Church yesterday presented Dr.
Wilson, their pastor, with one hundred

two dray loads to deliver it to the Doc
tor’s residence. Our friend J. It. Wal
lace was appointed a committee of one
to purchase ahd deliver the articles to
him, which duty he performed with hie
usual good judgment—all sold to him for

Hall was opened a few weeks ago, Mr. A.

Frozen to Death.—On Friday morn
ing alnmt 3 o’clock, policeman 0*Shiclds
found a negro man about 30 or 35 years
old, on Marietta street, in a from and

Road Steamers.—The Legislator*
its late session, granted a charter to the
Georgia Btenm Road Wagon Company.
We are told that a number of reliable
men in Middle and Southern Georgia
have taken stock in tho company to the
amount of $50,D00. Hon. H. L. W.
Craig, of tho House, is an active mem
ber of this company, the organization of
which will be perfected daring the ap
proaching adjourned session of the Leg
islature. Col. G. W. Lee, who firs, sug
gested tho formation of the Company, is
in communication with D. D. Williams &
Co., Broadway, New York, for the pur
pose of bringing one of these steam wom
ens to Atlanta and putting it to running.
This Company, we understand, do not
want any Btatc aid. This feature wc
like.
Wo shall say more ubout these road
steamers in our next issue. It may be
that they will do away with the utility of
narrow gauge railroads.
Paid Them.—We mentioned some time
ago, that Bullock Had, without any au
thority of law, employed Messrs. Peck &
Gramling to oonstruct au addition to the
Executive Mansion—kitchen, servants’
rooms, etc.,—which, in the opinion ef
some, was not necessary. But whether
necessary or not, Bullock hod no authori
ty to hire any one to build it. Bullock
nbsconded and left tho contractors un
paid—their bill amounting to neatly
$3,000. Since the adjournment of the
Legislature, Acting Governor Conley has
drawn upon the contingent fund and paid
this claim. As remarked elsewhere, the
contingent fund for the whole of next
year, is nearly half exhausted since the
adjournment of the Legislature.
The Vote in Dade..—Dade county
gavo Col. Smith 113 votes at Trenton and
GO at Rising Fawn—no one else voted
for.
Illicit Distilling.—The cases of the
two Lance brothers, M. Lowe, M. A.
Berry aud — Hampton, for illicit distil
ling, was heard before United States
Commissioner W. B. Smith yesterday.
Tbe Lance brothers, M. Lowe and M. A.
Berry were discharged. Mr. — Hamp
ton was bound over.

yesterday. Justice Butt had a few civil
cases. Justice Johnson disposed of a
case of assault and one of larceny. Justice
Smith had a pair of Africans before his
Court for living in adultery. At last ac

Almost a Fire.—Tho explosion of a
kerosene lamp in Col. Tom. Hill’s bouse
on Deoptur street, last eveuing about 7
o’clock, came very near burning the
building.
United States Court.—A very im
portant case is now before Judge Efs-
kino—that of tho daughters of James
Loyd vs. M. C. Fulton.
In 1861 Mr. Fulton bought of Mr.
Loyd tho old Washington Hall lot, in
tliis city, taking a deed aud giving his
note for part of tho purchase money.
That note is still unpaid. Suit has been
brought upon it, and judgment obtained
in the United State* Court, and property
at several points levied upon aud adver
tised for sale. At Savannah, Judge Ers-
kino granted a restraining order for Pul
ton’s relief till be could be heard upon a
motion to exempt liis property from levy
aud sale, upon the ground that it was in
herited by his wife, aud is, iu fact, her
sole property.
When Mr. FuUon purchased the Wash
ington Hall lot, tho “vendor’s lio V* was
in force, bo that the note given was, and
still is, a lieu upon that lot for its pay
meu t—tho amount of which is now some
thing near 820,000. Mr. Wm. Markham
i* *t present the owner of th* lot, which
he did not sell with hie other property,
becauso of this incumbrance.
