It will be perceived that he goes
through the form of vetoing several items
in the bill, but gives his reasons for
doing so in only one case—tbst of tbe
interest on the Bonds created before the
4th of July, 1868—“ that it discriminates
nnjustly between tbe creditor, of tbe
Stale.'' The meaning of which it, that
beoaose tha Legislature hat not provided
for paying the interest on Bollock'
fraudulent end illegal issues, he would
not allow the interest to be paid on those
that are known to be honestly due by the

Tbe first section of the bill, which
wholly vetoed, provides for the payment
of the salaries of the Governor and State
House olfioers, Judges of Supreme and
Superior Courts, tee. The printing fund
named in the section is $15,000. The
13th section appropriate $1,000 to the
principal keeper of the penitentiary; and
the 16th $800 to the Clerk of the Bnpremi
Court for stationery, reoord books and

vides. To illustrate: The printing fund
which he vetoes is $15,000. The amount
of thia fund under the old law is $35,000.

In the Constitution, at yesterday morn
ing, we find a letter from Henry Clews A
Co., addressed to tho editors of that pa
per, whioh is one of tho curiosities of
modern fiuanciul literature.
In it they say they undertook to nego
tiate the securities of the Brunswick and
A'bany Railroad Company, “deeming
tha enlarprise oaa of great intrinsic
merit.
This allegation does not speak well for
their good sous". They ought to have
known the geography, products and re
sources of the country through whioh
the rood was to paas. They could have
known it if they had mode the effort, or
had desired such knowledge. They ought
to have known that an enterprise requi
ring e State snbsidy or indorsement of
323,000 per mile to put it through oould
not possibly be one of "great intrinsic
merit,” and that if it possessed snob "in
trinsis merit,” tbe snbsidy was not need
ed; and that, in either cose, the State in
dorsement of $33,000 per mile was ob
tained by corruption and fraud. They,
also, knew well, that the Governor and
Legislature were of the carpet-bag scala
wag stripe; and if they hod ordinary dis
cernment, knew tho whole crew were
aiming) to plunder us. They ought to
have known that all this would be over
hauled some day, and all fraud, swind
ling and wrong-doing would he property
dealt with.

but too glad of an opportunity to “ go
in” with Uie Ring of plunderers, and as

to the earth with Grant's bayonets

Mow, Clews A Co. eould not hare been
i guarani at tha time that ws were being
robbed and our substanoe devoured by
theee very bonde and their koldere. They
knew that whatever aeeistauce they gave
in selling these bonds would be so much
aid in a swindling scheme. They apnld
not hat know lhaltheeeboala werejhet-
der, and that the sale of them would be a
fraud either upon the people of Georgia
or the pnrehaaers of the bonds They
knew, also, that Bullock bad issued these
hoods oentrary to tha ptoviaioaa of law
and the Cputitsition. They wen kept
poOed on all these things; but, inotqpd
of fbeedieg the facts laid before them,
they aided the eehemes of Bullock and
Henry Clews seems to have no more
regard for truth than if the article w
worthless, Slid doubtless it is, in hi, esti
mation.
Shortly sfter Bollock fled from justice
Dr. Angier called upon him, ss the aguut
of the State of Georgia, for information
concerning the bund, of the tttate, which
he, as Bullock's agent ought to have
been able to give. Clews, in reply, as
tbe readers of Tan Sow will recollect,
denied being the agent of the State. Our
readers, also, will reoolleot, that we pro
duced Clews' own letters, written before
that time, in which he claimed to be the
agent of the State.
When Mr. Crosby, Clews’ lawyer, was
here, we had a conversation with him,
and inquired why it was that Clews had
made this denial in the face of his own
avowals. He said Clews was the agent,
bnt not ike financial agent of the State—
thus drawing a distinction that seemed
to ns quite ridiculous.
In the letter of Clews A Co., published
in the Constitution of yesterday, in speak
ing of the Brunswick and Albany Rail
road bonds, they use the following lan
guage:
We had no interest in the securities
different from what we hayo in all simi
lar knaiaess submitted to onr care, viz:
tluktonr reoommendation sbonld be justi
fied by the reenlt to investors, anil oar
just commissions fairly earned.
Here they seek to moke the impression
that they did not belong to the plunder
ing bond ring; that they were not in the
conspiracy of Kimball, Bullock, Blodgett
and others, to defraud the t.eoplo of
Georgia out of millions of dollars. Thir
is abont the coolest piece of impudenoe
we have lately seen. Wlist will the peo
ple think, when we tell them that Mr.
Clews was then, and now is, a stock
holder and on officer of the Brunswick
and Albany Railroad! We have been
permitted to examine s number of letters
and telegrams addressed to Dr. Angier,
conclusively establishing this fact
On the 2d July, 1870, at a meeting of
the Board of Directors of the Company,
held st its oifioe, Mo. 33 Wall street, New
York, it was “unanimously resolved tbst
Henry Clews, Esq., Treasurer, be and he
is hereby appointed egent of this Com
pany, to receive from the Treasurer of
the State of Georgia the bonds guaran
tied by the Btote," tea. A certified copy
of the full resolution is mode on a letter

On the 4th August, 1870, Mr. Clews
wrote Another letter to Dr. Angier,
whioh he signetl as “Treasurer and
Agent” of the Company. Telegraphic
dispatches dated the 4th, 0th, 7th, 8th
and 0th August, and othen besides, were
addressed to Dr. A., aud signed by Clews
as Treasurer of the Company.
The oharter grautiug aid to the ltoad,
requires the coiupuuy to execute a mort
gage to the State upon the entire Rood
and all its property and effects. This
mortgage was cxeoutod on tho first day
of October, 1869. It is signed by Chos.
L. FfOflt, President, aud Henry Clews,
JVvasurer.
When Mr. Crosby was here he dis
tinctly stated that it Wiu* tho purpose of
Clews & Co., to pay off, without delay,
all the indebtedness of the Brunswick &
Albany Railroad, and the Cartcrsvillo aud
Van Wert Railroad, as soon as tho same
oould l>e definitely ascertained, aud press
forward the work on both to completion,
aud that their own interest in the said
roads, cc mpellod them to teko charge of
and complete tho biuuo without delay.
These statements of Mr. Crosby were
eagerly seized upon by a fow of the
presses in the States which seem to be in
the interest of the Ring, so far as to de
fend and apologise for them on every
Occasion, and loudly heralded as “good
Rows!”
And yet Clews A Co. have tho impu-
donco to tell the public they had no in
terest in those fraudulent, awindling
bonds, different from other securities
sold by them on commission!
We are not yet douo with this letter.
Clews A Co. cannot disconnect them
selves from the plundering Bond Ring.
They are among the original conspira
tors and are still playing tho same hand.

dent of the Henate, and two by the
Speaker of the Honso of Representa
tives, who shall have full power and au
thority to examine and ascertain the
number of bonds which have been is
sued os hereinbefore recited in the pre
amble of this act, and the aggregate
amount thereof ; and so far os they have
btcn sold or hypothecated, by whom
s i.d, the amount of money paid, to whom
paid, when paid, for what purpose nego
tiated, and all other facts connected with
tne history of said bonds, and to report
the some to the General Assembly at its
next session.
Bection 2. Be it further enacted, That
said committee so appointed, be author
ized and required to meet and sit in the
city of Atlanta during a term not exceed
ing sixty days, commencing March 1,
1872, for the purpose named in the first
section of this act, and said eommittee
are hereby invested with full power and
authority to examine witnesses under
oath, to send for persons, books and pa
pers, and to exercise such other power as
may be necessary to carry into effect tbe
provisions of this act
Section 2. Be it farther enacted, That
it shall be the duty of said committee,
immediately after the appointment to
give notice of tbe time auu place of sit
ting bv publishing this preamble aud
act, at least two months prior to their
sitting, in two newspapers in the city of
Atlanta, two in the city of New York,
two in the city of London, and one in
the city of Frankfort
Section 4. Be it enacted further, That
all persons holding bonds of the State of
Georgia, or beariag the indorsement of
said State, issued since July, 1868, are
hereby required to report the same tosaid
committee for registration on or before
the first day of April, 1872, and apon
failure so to report said bonds, and to
submit the same for registration, the same
shall be deemfed vrima facie t • have befen
illegally or fraudulently issued.
Section 5. Be it further enacted, That
the Treasurer of said State be, and he is
hereby prohibited from paying any in
terest on any bonds issued, negotiated
or indorsed by the State since the 4th
day of July, 1868, until said committee
shall have made their report And the Gen
eral Assembly shall otherwise direct.
Section 6. Be it further enacted, That
nothing contained in this act shall be so
construed os to pledge the State of
Georgia to the payment of any bonds
issued or indorsed by the State since the
4th day of July, 1868, by reason of said
bonds being registered os prescribed in
this act, should it afterwards appear that
the same have been illegally or fraudu
lently issued.
Section 7. Be it further enacted, That
the Governor be and is hereby author
ized and required to draw his warrant
npon tho Treasury, in favor of said com
mittee or such persous as they may des
ignate for an amount sufficient to defray
tho expenses of publishing this pream
ble, and such other printing as may be
necessary to oarry into effect the pro
visions of this act.
Section 8. Be it further enacted. That
all laws and purts of laws militating
against this act be and the same are here
by repealed.
