toms, and internal rdHnuo and other offi
cer* of the Treasury Department, as are
authorized by law, and pul in execution
the revenue laws of the United Status,
within the limits aforesaid, lu making
the appointments, preference should bo
given to qualified loyal persons residing
within the district where their respective
duties uro to he performed, but if suitably
residents uf the district shall not be found,
then persons residing iu othor Stales or
district* shall be appointed.
Fourth—That tne Vostmast'r General
proceed to establish pout routes, and put
into execution tbe postal laws of tho Uni
ted Blates within said {State, giving loyal
residents preference of appointment, but
if suitable resideut* are uot found, tbeu
appointment* from other States.
Fifth—That tbe District Judge for the
district in which North Carolina is inclu
ded, proceed to hold court* within said
State, in accordance with the provisions
of tbe act of Congress. Tbe Attorney
General will instruct the proper officer* to
libel and bring to judgment, confiscation
And sale, all property subject to confisca
tion, and enforca the administration of
justice within said State in all cases within
cognizance and jurisdiction of th* Fed
eral courts.
Sixth—That th# Secretary of the Navy
take possession of All public property be
longing to tho Navy Department within
