The New York correspondent of the
Morning Herald gives the substance of n
conversation which is alleged to lmve
taken place between President Johnson
and a prominent Democrat on the Monroe
doctrine. Tbo Democrat seems to have
urged the President to ndhero to that
primo article of Yankee laitb, and Mr.
Johnson replied to the following « tU*et:
“My mission is the Union. 1 feel that
if I can, within my term of office, restore
all the Slates to their former relations
with each other and with tho Union, and
can bring about as well a harmonious, if
not an absolutely fraternal feeling be
tween Noith and South, l shall have mer
ited tho applauso of my countrymen and
earned an honorable place in history. To
the restoration ot' the Union—in spirit as
well as in fact—1 shall permit no foreign
question to interfere with tin* full devel
opment of my scheme for such restora

tirely loyal to tho Government, hut who
are uncompromisingly opposed to tiny in
terference on the part of tho General
Government with municipal affairs. The
Legislature will in all probability only
acknowledge the slip us of the irerdmen in
tho Union to bo only that of the free ne
gro previous to the war.

tho negro, but a determination to keep
him in an inferior position to the white
