As Mr. Asbburn, on behalf of tbn "Na
tions! Union men" (exclu.ivoly so-called)
of Georgia, appears to have gotten
through with his defonce of the loiter of
Sfitnpty and other communications of a
like character to the Northern pross, we
are disposed to let his article of to-day
pass with but little comment, especially
as it contains no points to which we havo
not already replied. His figures of speech
may bo very striking and faithful, but we
cannot exactly see their point, or, if wo
do see it correctly, it is that secession
must be acknowledged to have boon un
constitutional and treasonable in 1801, bo-
cause, unless it is so acknowledged, .Jeff.
Davis and his supporters cannot bo ar
raigned and convicted of treason ! A
pretty sequence to his oponing declaration
that principle* live forovor and cannot ho
affected by tho mutations of circumstan
ces! Fearing that the law may not be
strong onough on his side, he wnnls to
extort from tho rebels a confession of
guilt and then convict them of treason by
their own confession. This scorns to ho
the roasou why ho is not satisfi :d with tho
solemn and plenary abjuration of tho
right of socession for the future, made by
tho Convention, but insists that it must
bavo a retroaotivo scope and atiaint with
treason tbo action of a former Conven
tion
Our correspondent Ims himself furnish
ed us, in tho extract from the New \ork
Evening Post, with another pretty good
answer to his complainings against tho
talk and the feedings ol" many of "the
robels," and wo regard tho onu as a pretty
good offset to tho other. \\ o also con
aider tho J'ost's article as n pretty stiong
hint to such “Union men’’ as /Mr. Ash-
burn that they had hotter go to work at
home, and stop filling the papers of tho
.North with highly colored representa
tions of a robo>lions spiril and purpose
still existing at tho South. At all events,
wo aro glad to see that tho Post and other
moderate Republican papers aro resolved
to judge our pooplo by their arts, and
not by such reports of individual feeling
and expression as may lx* communicated
for tho exasperation of Northern senti

party trick is intended by this reported
change of tho programme. Most of tho
{Southern Representatives elect will pro
bably bo absent from Washington at tho
opening of tho session, having boon ml*
vieod by well-meaning friends that they

their claims. Wo confess to apprehen
sions tiiat the radical Republicans aro
aiming nt and may make party capital by
calling tho roll of Southern Representa
tives. If thoso Representatives nro called
and fail to coinc forward and Lnko the
oath, this relieves the radicals from tho
responsibility of rejecting thorn o*n tho

Stato*. They can thus avoid making u
direct issue with the President's plan of
restoration, and at the same time ofl'ect

Ono more item, and I am done. I said
that tho object of the Convention was in
dicated by tho appointment of commis
sioners to draft laws to govern tho freod-
mon. To this you reply, or say, J “yot
tick to it that the legislature designs to
enact two codes.” 1 supposed that the
Convonlion looked to tho propriety of
having two codos. As for thinking what
tho action of the legislature would bo on
this or any other question, 1 disown any
such intorforonco. I have no objection to
tho pnssago of an astringent vagrant law
or act, to operate against vagrancy, with
out respect to porsons or color.

gpeech ; but it can do no more than that.
It cannot change tho public sentiment; it
cannot turn secessionists into Union men ;
that can only be done by continuous agi
tation in the pr«as, and in public speeches,
by which the people shall be instructed os
to thoir Iruo internets.
If any man in tho South replies to Ibis,
that such discussion would not be permit
ted there, wo say to him, It is permitted; free
speech can never henceforth bo interim red
with in any part of tho Union ; and if any*
where tho local authorities should fail of
their duty to protect overy citizen in the
exorcise of this right, tho arm of tho Gen
eral Government will he used at onco to
secure llmt protection. The Goneral Gov
ernment cannot make a minority a major
ity-hut it can, and will, and must, pro
tect tho minority in tho fullest exorcise of
the right to criiicifo, to assort, and to lay
its policy boforo all tho people.

Mr. Editor: Light and darkness coruo

seasons pass away, parties rise and fall
men die, but principles live, and will con
tinuo to live so long as tlicro are minds to
think, tongues to speak or pens to write
Though this be a fact, yet we think it pos
sible that your mind is so biased on tho
side of your late theory of '‘State alio*
giance,” that you cannot recognize any
thing but “personal grudge,” hatred
malice, revenge, and all there damnable
spirits that secession has enabled you to
»eo iu thoso who report tho true senti
ments of the great body of tho people of
Georgia. This new mirror, which you
have but recently found in Georgia's old
Constitution, reflects tho features of “old
John Brown” in all the acts and doings of
every national man. This, therefore, was
B monstrous Constitution. It first author
ixed you to stand sentinel over the national
crib and warn old Joe Brown of the
consequences of breaking open said crib,
but after Georgia’s Convention of 1861,
Mid old Joo could use tho secession key
(constitutionally) to open the door; you
ontered with him and remained till the
nationals' sheila commenced bursting, and
for fear, in another effort to seize Fort Fu-

Every few days wo receive a letter from
some Southern Stato, or son some poivon
who has resided there, complaining of tho
secession sentiments which are very gene
rally and ononly expressed there by re
turned rebel officers, soldiers and others.
Our correspondents, who are Union men,
find thoso utterances unpleasant to their
oars; they feel themselves insulted by
them, and they would like, in soino way—
they do not precisely know how—to put a
stop to tho annoyance.
They compluin of it as a wrong, that
men freely go about the streets ol Now
Orleans, or othor Southern cities, cursing
tho Yankeo*, lauding secession, praising
doff Davis, and speaking disrespectfully
of tho Union. But what is to bo done in
tho matter? There are fools in every
community, and New Orleans appears to
have an uncommon number of them,from
all accounts. If tho Government should
undartnkoto stop tho mouths of all tho
fools, it would have its hands full. And,
alter all, what is the uso of stopping their
mouths? Tlmt doos not change thoir
minds. They will rotnain ot tho i
opinion still; and, indoed, if they are
irovonted from uttering thoir disunion
mldordash, they will have a real griev
ance—tho first in their livos—which would
he a godsend to them !
Thero in ono way, which woroeommond
to our conespondonts, which will have iu
effect oven upon the fools: If any man in
your hearing curses tho Yankees, do you
immediately curse tho robels; if anyone
speaks disrespectfully of tho Union, lot
him know instantly that the Union is his
master.
In short, lot Union mon insert tbotn-
selves as loudly us secessionists; let thorn
remember that they are in the Svnitli not
by sufferance but by right; that they arc
there as conquerors, who have not only
right but might also on thoir sido; and lot
them exercise on every occasion, to the
fullest extent, tho right of free speech.
Hut, our correspondents will rejoin,
Hi\>lic sentiment is not with us; tho mu*
, ority of the people are secessionists ; we
are in a minority. Well, the World and
othor Democratic journals of the North
vill tell them that the minority have asa
red and inalienable right to be heard,and
to mako ns much noise as they please. A
minority in the Northern Stales, in our
experience, has always been more noisy,
more offensive In its utterances, more do-
mon Strati VO in every way than tho ma
jority. Let it bo so in tho South too. it
is, ss Mr. Elijah Purdy not long ago as-
mred his fellow Democrats, a very stupid
business to bo in a minority. We, who
have had our turn at it, heartily ngreo
with him. “What tho Democratic party
now needs is powei,” wrote the venerable
ingenuous sachem, and that is no doubt
precisely tho sentiment ol the Union men
in Louisiana and elsewhere. Well, tho
Democrats in this State, wanting lo regain
the office* set up a tremendous about; they
held meetings all over the State; they
employed the most effective speakem they
could got ; coulontcd with tho great comic
genius of Mr. John Van Ruron, aiul tbo
pathetic powers of Mr. llorulio Seymour,
they imported that eminent *ur, Mr.
Montgomery Rlair, and caused him to
perform in different parts of the State*

aster occurred west of White House. A
coal train going up broke in halves; the
rear end ran hack down tho grade, and
the Express, which wub coming round tho
curve at all speed, ran into it. Tho engi
neer and fireman jumpod off'and were not
hurt. Tho first passenger car ran through
the baggage car, and all that wore killed
and wounded occupied this car.
Tho passenger and sleeping cars wore
not damaged. Tho killed aro terribly
maimed, and aro scarcely recognizable.
New York, Nov. 30,—Gen. Grant was
not satiflod with tho growth ol' loyalty in
New Orleans on his recent trip there.

Bishop Potter, of Now York, had an in
terview with tho Secrotary of War yester

Washington, Nov. 29.—A special dis
patch to tho Herald says : It is understood
that an effort will bo made by tho Now
York delegation, at tho organization of
Congress, to divide tho clerical honors and
emoluments with Pennsylvania, which has
so long enjoyed a rnonoply of them.
A struggle to depose Mr. McPherson,
Clerk of tho House, will undoubtedly bo
mado. Several candidates for tbo clerk
ship are boing talkod oyer by members al
ready here, and it would seem, from their
earnestness, that McPherson has moro to
do than simply walk ovor the courso. Tho
name of lUchard M. Sherman, of Oneida
county, N. Y. is montioned in connection
with the aforesaid position.
Tho officers of the Pension Bureau nro
convinced that there are a largo number
of porsons in Now England and the West
ern States who are palming themselves off’
upon pooplo entitled to pensions as li
censed agents of tho buroau, who aro en

Whorens the Into Convention did ordain, that
the Provisional Governor should provide for the
formation of one or more Militia or Volunteer
companies in each of tho counties of tho State*
to actus a police force, to suppres4 violence, to
preserve order and to aid tho civil officers in
the enforcement of tho laws, under such regula
tions as might be eona : stcnt wifh the lawe of the
United States. Now therefore. I, James John
son, Provisional Governor of the Stato, do hore-
by authorize ond request the people of this
State to ofgnniM. according to law, in each o *
the cHUntte* oj the State, a voluntoer company f
for the purpotc of aiding the civil authorities
in the execution of law and the suppression o
violence.
And it is hereby further declared, that such
companies, when so formed uudorganized, shall
ho auxiliary uud subordinuto to the civil offi
cers; that they shall arrest no porson, and
search tho house of uo person, without a legal
warrant regularly issued by some magistrate
having authority, and shall in no case inflict
any punishment except by the judgment and
diroot ion of a duly qualified civil ofiieor. hav
