Tho legislature o( Georgia, at our last accounts, contempla ted a roc*** until tin* middle of .January, hoping that by that tiuin tho coniont of the Federal Government to the inaugura tion of Governor Jenkina could be ob tained. Wo hope, however, that more favorable advice* from Washington, re ceived before tho adjournment, may obvU nte this postponement of lho restoration of civil government. Nkw York, Dec. 1, 1866. Mr. Editor: As you and your roaders are so far away off in Georgia, perhaps you do not hear as much of the great out side world as yuu did in former dtys; and it has occurred to mo that possibly you ■night find seme interest in a few rumbling thoughts, if it wore only for the sake of variety. I cannot undertake to give you any full and detailed account of the act ings and doing, of "llii. great centre of civilization and commerce,”^as Bennott would say. Ho might perhaps properly call it "tho great centre" of a good many other things not quite as good. I shall therefore content myself with giving you some of my impressions of the general as. poet of things. Much Interest is felt here as lo the action of tho approaching Con gress in reference lo the Southern States. My own opinion is that lliolr Representa tives will not be admitted. Tho success of the Republicans in tbe recent elections have, in my opinion, settled that. I can not guess what influence President John son may be ablo or willing to exert, but I think lio Inis ovidontly very much weak ened upon that subject since the elections. Tho Republicans, not only through their papers, blit in their public meetings, are violently uiging their rejection. Un less you seo their papers generally, you would bo surprised te know how much bitterness and hostility of feeling exists towards the Kouthern peoplo. They vory seldom pormitto pau the opportunity of applying to them the terms “rebel end traitor," or to taunt them and say sotno- thing to embitter or to pander to tho al ready embittered feelings of thoir roaders. If the Southern people are boyond dis pute peaceablo and quiet, disposed tosub- mit to tho laws and go lo work, it is the “lettingdown of tho chivalry;” if any of thorn complain or do or .ay anything ex- prossivo of the belief that they are enti tled to any rights, or that they arc not humblo, absolute slavos, It is "the arro- ganco and the audacity of llio traitors.” Those are about the mildest and most friendly forms in which they speak of the poople of tho South, except the “loyal freodmen," for whom they have an over flow of kindness—in words. Much of this is found not only in Republican, but in Democratic papers. It is true there are many people here who are anxious to seo restoration of good feollng, based upon equality and justice, and who feel kindly to tbe South; but tho best ovldcnoe that •uch is not tho fueling of the groat major! ty, is to bo found not only in the result of tho elections, but in tbo fact that tho De mocratic and professedly neutral and tho so-called religious papers either have these leelings of hatred, or consider a show of them nocossary to tboir acceptability with tbeir roaders. The only oxcoptiou to this which has fallon undor my observation is tho Now York Daily News. That paper not only advocates tho fullest justice to llio South, but defonds her ponple ugainst the villainous false charges which arc con tinually made against them in tho other ptDert by their unscrupulous correspond ents. Thore are two subjects discussod almost daily in tho papors, in which most of them seem to agree; one of them is that the Government shall require Groat Britain to inako reparation forthwith for the rav ages of the Alabetne; the other, that she shall drive Maximilian out of Mexico.— They will probably blow over without a war, as, in tbe first case, it will taka a long negotiation to settle wbat claims, if any, Great Britain ought to pay; and as to the other, the moet sensible part of the poopio of the country will find tbomsclvos at a loss to know what business it is of theirs whother tho people of Mexico make lor tbemselvos one sort of a government or another. 1 imagine tile Government will not bo in a hurry to got into a war with anybody, with a debt of three thousand niiilious of dollars hanging over her and with a weight of laxc* of which many of to make sure of whet little they have laL If I might he allowed to tender thelh of advice, tl would be to exercise for Til* present tbe ino?t rigid economy; to make all they can and pave all they can. Here tho tendency of everythin* but gvldis downward, and, in my (pinion, lutuh edr - tinue to be so. Next fturing money will buy a great deal more of everythin* in the WHy of tho necessaries and comfort* of life than now, and 1 am afraid many of your people will need all they can get, under the inert favorable circumstance*. • Your*, dsc... / From the Macon Telegraph.
