to-day, Davis, of Ken ucky, offered reso
lutions declaring that, as rebellion no
longer exists, the writ of habeas corpus
S (‘stored in every State. Rofened to Ju-
ieuvry Committee.
The Senate lias amended and passed tho
House resolution for tho appointment of a
joint committee of fifteen from each
House, to enquiro into the condition
tho late Confederacy and report as
whether they are entitled to representa
tion ir. Congress.
In tho HnU'O. Raymond presented tho
credentials of tho Tennessee delegation.
Stevens objected, saving that Tennessee
was not known to the House. Tbo objec
tion was overruled.
Sevcial members advocated their imme
diate admi-sion. The credentials, bow
er, wore referred to tho Joint Committee.

The Kev. Dr. "Wilson then took for his
text the 1st verso, 13ih chapter of Joshua—
“There remainoth much land to bo pos
sessed”—and proceeded in an eloquent
and forcible manner to address tho mem
bers of tho Assembly and congregation
present, lie gave a history of the present
condition of the Presbyterian Church,
South, depbrod the devastated state of the
Southern country, and the paucity of
means and laborers in proportion to tho
rich fields spread out for religious culture.
Ho also gave his reasons why this Gonoral
Assembly should ondeavor to maintain an
organization separate and distinct from tbo
Presbyterian Church North. That a nu-
22,000 balos, exporters taking 7,000, and
speculators none. Prices were buoyant,
and fully half penny dearer for Ameri
can. In Manchester h ghcr prices were
demanded.

Wo have been asked whether it was
true, as rumored, that the Secretary of
the Treasury, in his lain report, recom
mends tho imposition of a tax of ten cents
per pound on cotton. We have carefully
examined the report, and find that it con
tains no such recommendation. On the
contrary, it aL unds with liberal sugges
tions in reference to the people of the
Mouth : instance the following recommen
dations of tbo Sec-etary :
In view, thorelore, of tho recent and
present condili n of tne Southern States,
the Secretary r/’cotr.mpnds:
First. That the. collection of internal
revenue taxes which accrued before the
establishment of rovenuo offices in the
States recently in rebellion bo indefinitely
postponed.
Second. That all sales of property in
those States, under the direct tax law, be
suspended until the States shall havo an
opportunity «d' HSEunjing (as was done by
the loyal State.-) tho payment of the tnx
assessed upon them.
Third. That all transactions in such
Slates, which may be invalid by tho non
use of stamps, be legalized as lar as it is
in the power of Congress to legalize them.
What action, if any, should bo taken
for tho relief of person* in those Stales
■whose property has been sold under tho
direct tax law, and is now bold by tho
Government, it will be lor Congress to
determine. Th 1 Secretary is decidedly of
tho opinion that liberal legislation in re
gard to the taxos which acertfed prior to
the supreesion of the rebellion will tend
to promote harmony between tho Govern
ment and tho people of those Stales, will
ultimately increaso the public revenues,

He also thought that tho claims of our
colored population upon tbo Church
should not be overlooked, but should re
ceive the (mimeet attention of the Church.
He hoped the ©vangeliz ition of cur own
people should bo first accomplished, tho'
tbo demand* of foreign missions should
not bo ignored. Tho religious wsMfe of
tbo Indiana on our border* sbouNHlso
command attention. These Indians had
generally cast in their lot with tbo South,
and like ourselvo* had euffored the same
disappointment.
In tho scarcity ol young men to take
the places of ihcsein the ministry who had
gone and wore going, wo could look foruo
help from the North; not one hundred
minister* reared ill that atmosphere of fa
naticism could bo found, who would bo
acceptable to our people.
The Reverend sneaker closed with ex-
boitation to tho ministry to be zealous in
their labors for tho advancement of
Chr stV Kingdowr, and not let secular
care* divide the attention which should be
solely,devoted to the salvation of rnon.
Tbo exercises were concluded with
prayer and the singing oftho hyin: “Zion’s
King shall reign victorious."

resolution consolidating the offices of Sec-
rotary of StHteand Surveyor General, and
fixir-g the salaries of State House officers
ut $2,000 each, und that of Librarian at
$1,000.
Tho amendment made by the House to
tho resolution ranking an advance to offi
cer* and member* of the General Assem
bly, which appiopriate i $20 000 to the Lu-
untie Asylum for tho year 1805, was con
curred in.
Mr. Graham moved un additional
amendment to the resolution, appropri
ating $25,000 to the Blind Asylum at Ma
con. Adopted.

At 12 o’clock, the hour appointed iu the
joint resolution, the member* of the Gen
tile appeared in the Hall lor the purpose
of assisting in inaugurating the Governor
elect. The General Assembly Laving
beon organized, Frcpideut Gibson, oftho
Senate, in the chair, Mr. Jenkins, arm in
arm with Provisional Governor Johruon,
and followed, in procession, by the joint
cornmi ten of arrangements, State Uouso

and other distinguished visitors, entered
the Hall and was conducted to the Speak

emotion than 1 have ever teen him evince

ry of our State, commanded so much of
attention und elicited so much of sympa
thy. Tho condition ol tho country, the
surrounding ciicuiMUnces, tbo speaker
himself and hi* grave, s demon delivery,
seemed to impress every hoart. Kvory
word found a lodgment, and every senti
ment was echoed back to the nubia patriot
who uttered it. At the conclusion, Mr.
Jenkins took the usual oath of office, and
was proclaimed Governor of Geoigia for
the ensuing terra by the President of the
Senate
Tbe Senate then retired, and, on motion,
the House adjourned till to morrow morn-
ing 10 o'clock.
