funds for the relief of Houthorn pastors,
and requesting the acceptance of the same.

from owning fire-arms und carrying con
cealed weapons:
Suction 1. That it shall not bo lawful
for any freed man, muln to, or free person
df color in this Nute, to own fire arms, or
carry about his person a pistol or other
domily weapon.
Ski. 2 That utter the ‘JOih day of Jan
uary, 18*16, any person so offending may
ho urrested upon the warrant of any act
ing Justice of the Peace, ami upon con
viction fined any sum not exceeding one
hundred dollars, or imprisoned in the
county jail, or put to lubor on tbo public
works of any county, Incorporated town,
city or village, for any torm not exceeding
three months.
Sku. 8. That if any gun, pistol or other
deadly weapon bo found in the possession
Of any freedmon, mulatto, or froe person
of color, the saino may by any Justice of
the Peace, Sheriff or constable, be taken
from such freedmen, mulatto or free por
tion of color; und if such person is proved
to bo the owner thereof, tho same shall

be sold, amt tin* proceeds thereof paid
over to such freedman, mulatto, or person
of color owning the same.

38 to 11. According to tbo correspond
ence of tho Cincinnati Commercial, (rad
ical paper,) all of the Democrat*, and
Senators Doolittle and Dixon, of tho lie-
publican*, voted agninst it. Senator Doo
little spoke most earnestly against the
original House resolution, which he
doomed an effort to dissolve tho Union by
an act of Congress. llo alluded to the
caucus which originated it, and said that
it was so carefully arranged beforehand,
that in three minutes after that caucu>>
convened Mr. Slovens was retiring at the
head of a committee which, in a few min
utes later, reported the resolution, lie
charged that Mr. Stevens did uot dare
wait for the annual message of tho Presi
dent. At tho conclusion of his speech,
Senator Doolittle said that the people
would surely sustain tho President and
his policy, and that it was the duty of
Congress to bespeak him words of faith,
courage and confidence. ,
Major General Swayne, assistant com
missioner of tbe Vrcedmen's Bureau for
Alabama, has published a circular notify
ing judicial officers and magistrate* of the
State that their duty to act ns agents of tho
Bureau continues, by constitutional pro
vision, to the clote of the vesaion— not to
the time of tha late adjournment bf the
Legislature. They are instructed, in ov*
ery case in which a freedman is a parly,
to take for their method of proceedure tho
the laws of the Slate, except so far as those
laws make a distinction on account of
color.
We see in tho Augusta paper* an adver
tisement by Messrs. Branch, Sons dc Co.,
at tbo Georgia lUilroad Bank, inviting
parties wishing to sell Confederate Slates
Bonds of tbo ono hundred million loan to
