For the purpose of protection of the persona •nd property of the oitiiena of this plaee daring the Christmas week, the following regulations herebeen thought expedient, by both Military end Civil Authorities: I. All persona found upon the streets after 30 p. u., from Dec, 24th, 1865. to January 2d, 1866, will bo arrested and brought before the uid authorities to give an account of them* Hires. II. No persons shall he exempt from thisreg- glation except military and civil officers, on duty,including the Mayor and Aldermen, who are supposed to be on duty at all times. Added to this, all Physicians are exempt and are re quested to apply to tho Mayor for passes to irerthe time. III. There shall bo six stations, in different parts of the city; each station to be the head* quarters of tho Patrols and folios assigned to it. IVlieu a person violating the 1st paragraph of this order is arrested, be shall be conveyed to the head-quarters of the distriot in whioh he ii arrested and be subjected to the inspection of tho officers, civil and military, on duty at that post. IV. It has, for powerful reasons, been con sidered best for all saloons and bar-rooms, and places where liquor is sold, to be closed during all the time above alluded to. This order is peremptory and will be obeyed. In default a ficeof 1100 will bo enforced, and also take pos ition of the bur-room. It will bo seen at once by all order-loving and iw-obeying citizens that these regulations, if properly ouforced, will have the effect of pro moting disturbances of any magnitude in the city. Let every person, both oltisen and sol dier, consider himself bound to use the influ- he mny have, to secure peaoe and quiet during the tirno above alluded to. It is ftot the intention of tho authorities to ourtail any of the liberties of the oitisens, except in oases of extreme necessity, and this seems to demand tch a course. By order of FRENCH WOODALL. Our citizens foresee the necessity of prevent ing the town from being overrun, and perhaps plundered, by the freedmen of the surrounding country, and they desire to prevent it. But, in view of the stand which tho military authorities have to take,it is necessary that the citizen should consent to some curtailment of nis own rights in ordor to put the blacks undor proper restraint. As the military author ities cannot and will not make distinc tions on account of color, it seems neces sary that uniform regulations should ap ply to all classes. We hope that every body will co-operate in socuring the ob servance of the orders issued, and that in stead of the most troublesome Christmas week (which many have apprehended with good reason) we 6hall have one of the most quiet and orderly winter holi days ever known.
