CHINESE.
In an arliole reoontly' contributed to
the FortnighUy Review, by Sir John Bow-
ring, appear some traits of Chinese char
acter. Sir John’s travels and residence
in China made him acquainted with the
habite and foibles of this people, and his
descriptions are given in a very inter
esting and attractive narrative.
It is not uncommon in China, when a
orimiual is sentenced t> death for his of
fenses, to obtain a substitute, who, for a
reasonable compensation, say five or ui
hundred dollars, will act as tho prisoner's
proxy in undergoing the death penalty.
The authorities readily permit the sun-
stitution, because by thoir laws, so jus
tice is vindicated in the person of some
body. it is a matter of supreme indiffer
ence whether ho is the offender or not:
“On one uocasion six Englishmen were
brutally murdered at a small village on
tho Pearl River. The English govern
ment insisted on tho punishment of the
murderers, nnd six men wero publicly
boheadod. It was very certain they had
nothing to do with the crime, and the
Chinese knew it, but Doing unable to
catch tho true murderers, tlioy thought
tho English would bo equally os well
satisfied, ns they would have been under
similar circumstances, with tho lives of
six other men.
Soma Chinese troops once fired upon
the British settlement of .Shanghai. No
injury was done, but the net was of a
character which might have led to seri
ous eonseqacnces. A complaint was
made to the great mandarin. On enter
ing his tent the Englishmen found six
Chinese soldivrs kneeling by Ins side.
Close at hand was an cxeoutioner. and
the huge, heavy swords wero visible,
which h« usually used in his work. “It
was iiuito light to complain,” said the
mandarin: “it was quite fit those who
had committed the outrage should be
visited by the punishment. Inquiries
have been made and it was quito likely
the men present wero guilty; at nil events
they wero in tho neighborhood. Utter
the words und their bends shall full lit
yourfoet.” Both tho mandarin and tho
terrified soldiers were much astonished,
the lutter equally so, when the English
asked tho release of the men, because
inwilling that the innocent should suffer
vicariously for the guilty. Tho manda
rin dismissed the soldiers, merely telling
them that they owed their lives to the
clemency of tho “outside Imrburimui/’
When the French embassy was going
up to Peilio, an outrage was cOfnmlttad
on a Frenclimnu by u Chinaman, who
was arrested mid condemned to death.—
A deputation waited on the ambassador,
bringing with them an old man, whom
they wished lo bo hanged instead of the
one who hud committed the offense. They
said it would ninke no difl'erence to the
ambassadors whether the old imuiortho
young one was executed. Tho Jeutli of
either would show that punishment would
follow injuries of that kind, done to tho
French. They were told that European
usages required that the criminal should
Buffer for the crime. The next day they
eaino to offer u “better bargain' 1 to tho
nniliassiidor, and brought two men to of
fer in expiation of tlm offense of one.
They have manufactures of false nosos
in Cliiuti, hut nuiio of false teeth. A man
darin who was anxious to learn something
about the making of tooth, produced to
Sii John Boivring a box full of artificial
■loses, of various sizes and colors, with
whioh ho supplied tho defeots of his own.
Ho said he used one sort of a nose before
und ufter his meals, mid insisted that the
Chineso ingenuity was greater than that
of tlio English.
It used to be helievod in Clnua that no
pure metal was produced outside of the
Culustiul Empire, nnd that the coins
brought from afar would in process of
time, bo converted by natural moans, in
to base metal, or snmotliing worse. A
person was charged with Btouling lus
master’s money: lie did not deny haring
tho custody of tho dollars, but swore
they had been eaten by whiteants. Ko-
shan, a Chineso sage, was directed by the
Emperor to give his opinion as to tho
quality of tho silver brought to Cliiua by
foreigners, und those are his words:
“’1 he foreigu nioitoy brought l>y these
other nations is all boiled mid reduced
by quicksilver. If you wrap it up and
lay it asido for several years without
touching it, it will he turned into moths
aud corrmiing inseots, and the siivor
cups mudo from it by those barbarians
will chungo into feathers."
Probably Keshan hail read in our
scriptures that “moth und rust do oor-
rupt," und of tho “riches" whioh “umdo
lo themselves wings und fly away."
John W. lilcKoo, a rivor correspond
ent of tho Cincinnati Commercial, is re-
sponsnblo for tho following Cairo “joke i"
"A rebel Lieutcuuut, Thomas F. G.,
a stoauiboatman, was captured near Ed-
dyville, tho beginning of tho war, and
owing to some hitch in tho exchange of
prisoners. Tom was kept a prisoner on
parole, at Cairo, about eight mouths, ro-
Dorting himself regularly at the Provost
Marshal’s office ovory niorniub at uino
o'clock. After several months his means
began to run low, und the Provost Mar
shal, who Imd taken a liking to Tom, ex
erted himself to prooure a situation iu
which Tom could earn enough to keep
himself from being compelled to eat pris
on rations. The situation was found on
one of the wharf-boats at Cairo, os freight
clerk. It has always been the oustom
to oliargo tweuty-tivo cents for allowing
“ingle horses to cross on tho wharf-bouts
at Cairo; and ope night a Federal officer
crossed over with a horse, aud on being
notified of the rule by Tom, handed out
a fifty cent piece. Torn did not have the
change, and told the officer to wait a min
ute while he oould go to the {office for it.
The horse becoming restive, the officer
would not wait for so small a sum, and
passed on in a few seconds after Tom’s
disappearance, and oould uot afterward
be found. The next morning as Tool
was on his way to report himself at (lie
Provost Marshal's office, ho met the ow
ner of the horse, nnd stopping him, han
ded him the quarter change. The oyes
of the Federal officer dilated, aud after
giving vent to a low whistle of astouish-
went, he exoluiiued, "well, well, is it pus-
«bi# there is one honest man in Cairo ?"
You will nerooive that the point of the
joke whioh pinched Cairo the hardest
was that the “one honest man” in the
oity was a rebel prisoner."’
