Ala; Christmas.—It ia a fact of universal perceptibility that old Santa Claus—who for four or five years pa?t has hoen send ing only ahabby "substitutes” to the South—is coming this Christmas in pro pria persona, and it bringing an unusual load of good things wherewith to make merry the holidays. The old fellow has hung out his banner all over Broad street, and has paiaded in the shop windows the most attractive heralds of his approach. Many a juvenile heart has been made glad by the pleasing sight, and the pure but ardent anticipations of childhood are intensely aroused. Who does not sympa thize with the youthful crowd in the pleasant emotions which the occasion pro duces, and revert with melancholy grati fication to tho good old times when our joys were as unalloyed and our aspira tions as sinless as theirs? “Ob manhood! could thy spirit kneel Beside that sunny child, As fondly pray, as purely feel, With soul A9 undented— That moment would eneirole thee With light and love divine, Thy soul might gate on Deity, And Ileavon itself be thine!” Prominent among tho caterers for the gratification of those little folks is W. H. H. Phelps, who has put all his Boes to work for them, and whose Hive is well stocked with everything that can gratify the palate or tho sight. Old Santa Claus has a big dopot at the “Hive,” beyond dispute. Ho has also an attractive "Emporium” at Messrs. Sappinoton, Dews & Co.'s, whose tempting bill of fare may he found by consulting our advertising columns. Mr. Pkask has a largo stock of hooks suited for Christmas gifts for people of any age; and no gift could be more ap propriate or permanently valuable. Messrs. S. & J. Palmer & Co. have elegant suits of clothing for the little boys; and Messrs. G-. M. Rknfrok & Co. have tho wherewithal to make "a merry Christmas” for "children of a larger growth.” , Wo are also advlsod that Mr. E. S. Swift, 163 Broad street, has good things for Christmas In his well selected stock. But it is perhaps invidious to particu larize. As we have said above, Christmas is "spreading itself” all over Broad street, and we hope that tho favors of the season may bo so generously distributed that all will get'a sharo. Business-like.—Yesterday was appa rently another great business day in Co lumbus. Wagons navigated tho muddy streets in numbeis so great as almost to amount to a barricade, and pedestrianism on tho sidewalks was a difficult and tortu ous procedure. In viow of tho scarcity of money in the country, we do not suppoeo that tho businoss transacted was on any thing like as large a scale as in former times, hut tho "map of busy life” pre sented on tho streets guvo gratifying proof that trado is "on its feet” again, and that tho surrounding country,far and near, seeks its old market. PROCEEDINGS OF COUNCIL. REGULAR MEETING. December 19, 1865. Present His Honor tho Mayor and a full Board. The minutes of the last meeting were road, and Aid. Wall moved that so much as related to the fixing the salary of Deputy Marshal at $1,000 be reconsidered; whioh was agreed to. The minutes wore then confirmed. The oath of office was administered to J. M. Bivins, Ksq.. Aid. elcetlrom the6th Ward,who then took hia seat. The committee on accounts recommendod tho payment of one in tuvor of Muscogee Home Association ; which was ordered paid. The contruct committee reported that thoy had received two bids for doing the city print ing, and recommend that the oontraatbe award ed to the Enquirer ns being the lower hid. The bids were read, ana tho propoeiticn of the Enquirer to do all the regular printing of the city fur the present official year was accep ted. Tho Cemetery committee recommended that the Sexton’s lees be as follows : For interring a white adult $8 00 *• " “ child under 12 years of age — 6 00 " " a negro adult 5 00 *• " ** child under 12 3’oarB of age 3 00 which were adopted. The Treasurer submitted his report from 1st to Uth; which was recoived and reforred to Finance committee. The Bridge- Keeper reported $282-13 as amount of tolls collected for weok ending 15th inst. The special committee appointed to examine the Bridge, reported that they had done so in conjunction with Messrs. L. J. Morton. B. E. Wells and A. B. Bostick, and concurred in iheir opinion, that the present bridge is "fully equal’’ to the old structure, and would therefore re commend that it be received from the contrac tor, reserving iv sufficient amount out of the sum now due him, to pay for painting it and other contingencies. They also rocommended that the painting be deferred till tho coming.Spring, as by that timo, they believed the weatner-boarding would be seasoned, and in better condition to receive point than now ; such paiuHfig to be done by Mr. Gray ut any time tho Council may deem best to have it done. The committee also tender to Messrs. J. L. Morton. B E. Wells and A. B. Bostick, the thanks of the City Council for tho interest they have taken in this matter, their advice and im partial decisions. Gray, tor the City Coun cil of Columhu« report: Tli.it we but t) performed the duty requested, and find that Mr, Gray has built a Bridge which we consider is fully equal to the old Bridge, and has complied with his contract, with the follow ing exceptions : The Bridge to be painted ; the kitchon on the lot completed, and a well bouse to be put up on the lot occupied by the Bridge- Keeper* All of wnich is respectfully submitted, J. Gray the balance due on bis contract for building tho Bridge, reserving the sum of two thousand dollars until the same be painted: adopted. The follow.ng accounts wore ordered paid— Long. The bonds of the Treasurer, Clerk, Marsnal, Deputy Marshal, Warflnger, Hospital-Keeper, Clerk of the Market and Sexton, were submit ted and approved. Aid. Salisbury moved that the salary of the Deputy Marshal beJM.000. Aid. Wall moved $1,200: adopted. On motion bf Aid. Wall, the committee on Bridge and Wharf were instructed to examino and report some plan for enlarging the wharf. Aid. Sappington moved that all floes collec ted on Thursday Iasi from parties for hitching horses to the trees on Broad street, be refunded to them : which was lost. By Aid. Ivey—Resolved, Thot a committoe of three be appointed to draft a Code ot Rules regulating this body ; adopted—nmi Aids. Ivey, "} Com. .... ibafy appointed that committee. By Aid. King—Resolved, That the City At torney be instructed and required at once to prepare a full and complete revision of tho City Ordlnattcirs, and to make such changes and improvements as the altered status of the ne gro demands; and that uon portions of tho revised Otdiuaucos as relates to subjects under the jurisdiction of the Standing Committees, bo referred to the appropriate committees as fast as prepared; and that said c immittees hare power to make such changes and alterations as they tnay deem proper.
