CIRCULAR.
Colpmbos, Ui.. Deo. 19, IMS.
For the purpose of protection of th* persons
and property of tho citisens of this plaoe daring
the Christmas week, the following regulations
hare been thought expedient, by both Military
and Civil Authorities:
I. All persour found upon the streets after
9.3d 1*. m., from Deo, 24th. 1865. to January 2d,
1866, will be arrested and brought before the
■aid authorities to givo an account of them-
■olves.
II. No persons shall be exempt from this reg
ulation except military and civil officers, oa
duty, including the Mayor and Aldermen, who
are supposed to be on duty at all times Added
to this, nil Phyricians are exempt and are re
quested to apply to the Mayor for passe* to
cover the time.
III. There shall be six stations, in different
parts of the city; each station to be the head
quarters of the Patrols and Police assigned to
it. When a person violating the 1st paragraph
of this order is arrested, he shall be eonveyea
to tbe head-quarters of the district in whioh he
is arrested and be snhjected to tbe inspectimt
of the officers, civil and military, on duty a
that post.
IV. It has, for powerful reasons, been con
sidered bi*t for nil snloons and bar-rooms, aud
places wbero liquor is sold, to bo closed during
} all the time abova alluded to. This order is
perempmrj and will be obeyed. In default a
fin0 of tlOO will ho mforced, and also take pos
•essiuu oi the oar-room.
It will be seen at once by all order-loving and
law-obeying cititeus that these regulations, if
properly euforced, will have tbe effect of pre
venting disturbances of Hny magnitude in the
oily. Let every person, both citizen and so!
dier. consider him»*lf bound to use the influ
ence he muy have, to secure peace and qaiet
during the time above alluded to. It is not the
intention of the authorities to curtail a ay of
th* liberties of the citizens, except in cases of
extreme necessity, aud this seems to demand
such h course.
By order of
