thei ensus taken by the military authori
ties of the negro population in ColumburJ
we gather the follow.ng facts: Of the lie
gro'a in the city there are 2,230 males,
2,849 females—total, 5,079. Of this ntirn-
1,214 aro under ten years of ago, 704
between ten and lift- en, 2,891 between fif
teen atid sixty, and 180 over sixty.
The whole amount of property owned
them is $63,400—averaging $10 50 to
«ch negro. Of those who owned any
property five dollliTfi was the lowest
amount, and $7,000 the greatest. Many

give me ten bushels of wheat for it. And
the man in Iowa said, no! for I can buy

to buy something else; or I can buy two
ploughshares, and 1 shall be so much the
more rich. It is a waste to give twice as
much for a thing which can be got for the
balf. Then the man in Pennsylvania went
to L r ncleSam, who ruled that land and
the land of Iowa, and said, when tho man
in England sonds the ploughshare, you
must not let the man in Iowa have it, if
he docs not give you six bushels of wheat.
For if the man in England sells plough-
hares here, I cannot soil mine, for his are
more cheap, and there shall be no work
for the men of our trade, and your land
shall get poor. But if tho man in Iowa
finds that he has to give five bushels of
whuat ior the ploughshare to the man in
England, and has to givo you six bushels
of wheat to let the ploughshare come into
your land, then he will buy my plough
share instead, and ploughshares shall be
made here instead of coming from Eng
land, and your land shall get rich. And
Uncle Sam said, yes. And when the man
Ihwa saw that he would have to pay
eleven bushels of wheat for the plough-
hare from England, he bought it of the
man in Pennsylvania. By which he lost
five bushels of wheat, with which he had
meant to buy a blanket for his bed; so
that he was cold all tho winter; but the
man in Pennsylvania laughed in hit sleeve
and grow fat.
Now. was it not a waste of labor, and a
less to Undo Sam, to make a ploughshare
in Pennsylvania, when half of the labor
would have brought one from England ?
And whon, too, the rest of the labor might
have gone to make something else, which
the man in Iowa would have bought with
the rest of hia wheat, go that tho men in
Pennsylvania would have had work just
the sumo as if they made ploughshares.
Was not tho man in Pennsylvania an
unjust, greedy man, and Uncle Sam a silly
old mail to lot him have his own way ?

that tho heavy rains of Sunday and ye»-
torday would havo the otfect of causing
somewhat a freshet in tho UiMnuIgee, we
paid a visit rivorward Wednesday evening,
and found tho stream wide and angry, and
perceptibly on tho increase.
Tho sudden rise and the rapidity of tho
current—filled as it is with drift wood,
has somewhat endungered the safety of
tho city bridge, now being built. A por
tion of the si udbiding on the up stream
side of the bridge, and near the center
pier, has been carried away by the mass
of drift cast against it, causing that por
tion <ff tho superstructure to swag. This,
though an inconvenience, does not natu
rally intorlere with tho work. Strenuous
efforts aro being made to repair tho dam
age, mid should no further accident hap*
pen, tho work will rauidly progress. It
is thought that, with favorable weather,
the bridge could be completed in eight or
nine days.
As soon as the stream begins t<» subside,
much cotton will bo shipped from this
point, and tho latter part of tho week may
prove as brisk as the first threo days havo

The boet sugar factory at (JaUworlb, 111.,
is in full blast, and destined to be success
ful. Tha company is called "The Ger
mania Beet Company." They own five
or six sections of land, and intend going
nto tho manufacture of sugar next season
on a gigantic scalo. They havo sent to
Germany for throe hundred mechanics
and laborers, and intond to operate noxt
season with eighty teams of mules and
forty teams of oxen. They are now build
ing two hotels and sinking a coal shaft,
besides putting up fifty houses for tho ac
commodation of their hands.
Tho Salem (N. C.) Press states that
Capt. Wilson, of Yadkin county, a Con
federate officer, was brought to that place
recently, by order of tho military author
ities ol that county, under indictment for
shooting, or causing to be shot, several
citizens in that county in March last. He
was committed to j*il for trial at our next
Superior Court.

For the purpose of protection of the persons
ami property of tho citixcns of this place during
the Christmas wcok, the following regulations
have boon thought expedient, by both Military
aud Civil Authorities:
I. All persons found upon the streets after
9.30 p. M., timu Dec, 24th, 1866. to Juuuary 2d.
1866, will be arrested und brought before the
said authorities to givo an account of them
selves.
II. No persona shall he exempt from this reg
ulation except military and civil officers,
duty, including the Muy<>r aud Aldermen, who
are supposed to he on duty at all times Added
to this, all Pbyhicians are exempt and arc
quested to apply to the Mayor for passes to
cover the timo.
III. There shall be six stations, id different
parts of the city : each station to be the head
quarters of the Putrols und Police assigned to
it. When u person violating the 1st paragraph
of this order is arrested, he shall be conveyed
to the head-quarters of the district in which he
is arrested and he subjected to the inspection
of the officers, civ il and military, on duty a
that post. *
IV. It has, for powerful reasons, been con
sidered best for all fuloona and bar-rooms, and
places vtneiu uquor is sold, to he closed during
all the time above alluded to. This order is
percmptui> a.id will be obeyed. In default a
Gne of $100 will be enforced, and also take pos
session of the bar-room.
It will he seeu ut once by all order-loviug and
law-obeying citizens thut these regulations.il
properly enforced, will have the effect of pre
venting disturbances of any magnitude in the
city. Let every person, both citizen and sol
dier, consider himself hound to use the influ
ence ho may have, to secure peace and quiet
during the tiuio above alluded to. It is not the
intcution of the authorities to curtail any of
tho liberties of the citizens, except in cases of
extreme necessity, und this seems to demand
such a *jhr«e.
