Washington, Oct. 13.—President Grant
ii an interview, said he thought that the
panic generally throughout the country
differed essentially both in cause and ef
fect from any similar event of which he
had any knowledge. When such oveuts
have heretofore taken place distrust has
boen occasioned as to the currency in
circulation. Every one in possession of
currency would rush to the banks with it,
or spend it in the most liberal manner ;
hut now currency, iusteadof being depre
ciated, is actually becoming daily nioro
valuable, lie thought he saw in passing
events the first stops towards repudiation,
for the reason that panics generally occur
when the country lacks prosperity, such
as from a failure of crops, over purchases
from abroad, etc. In this instance the
panic has occurred in the midst of the
groateat general prosperity.
Our Exports.
He believed he was correct in say
ing that our exports since the be
ginning of the present fiscal year
have exceeded our imports—that too,
at atimo when, compartively no
cotton, the largest single item of oxport,
was moving. Every thing we produce
is in great abundance, and the demand
for it abroad is beyond the supply wo
bavo to spare.
Our Ftiotorfes.
Our manufactories are prosperous, and
many niticles that have been imported are
to a large extent, rot only being produced
at home, but we arc actually competing
in the supply of foreign markets, llio
aid recently rendered iu the purchase of
a:i unusually large number of bonds w as
not so much real as moral. The fact is
tho mouey corporations of the country
had become stampeded, and in turn
startled and stampeded the whole country.

them iu some way the fright would have
become more general, and the conse
quences to the country more fatal. As
it was, ho roally believed the offoct was
going to bo beneficial iu many ways to
tho country at large, though the cost to
some individuals, deserving of a bolter
fate, may bo severe. A return to a spo-
eio basis cau never be effectod except
l>y a shrinkage of values. This always
works hard to a large class of peoplo who
keep all they ore worth in margins. This
shrinkage has now taken place, disas
ters to individuals have already overtaken
them, and he t-incorely hoped tho advau-
take might be retained, iu order to reach
a solid tinaucial basis, for tho currency
has already appreciated to about par with
silver.
Silver Should Circulate.
He wondered that silver is not now
pouriDgout. When this should take place,
His theory was that the country could ab
sorb from two to throe hundred millions
of it. This would prove a great benefit
in several ways ; it would supply a mar
ket for a number of years for a product
of our mines, now becoming a drug ; it
would take the pluoe of forty millions of
fractional currency, about the amount of
change that experience has proved to bo
necessary for tho transaction of business,
and will become tho currency which will
be boarded in small amounts. He be
lieved that if silver ore was more in cir
culation greenbacks would never be at a
discount for silver. All fluctuations
from that point would bo in appreciation
of value of our tho paper money.
As to

the President said he had thought much
upon the subject, and if he were now en
gaged in writing his annual Message to
Congress ho should recommend positive
orders to re-issue the $11,000,000 of re
serve; a free bank law, with the same
protection to billholdcrs as now; a re
peal of the clause requiring a reserve for
the protection of depositors; a per cent-
age of the other reserve to be in gold, and
that increased in a regular rate until the
whole reserve would be in gold. This
could be solely effected by requiring
such institutions to save the whole or a
large proportion of the gold interest paid
to banks on their bonds held by the Treas
urer of the United States for the protec
tion of billholdcrs. He also favored an
absolute prohibition to the payment of in
terest ou deposits.
The President did not contend that be
would be right iu these recommenda
tions, but they embraced tho views which
to his unaided reflections had brought
him. There was no question but that
much demoralization and injurious specu
lation aDd gambling was caused by tho
accumulation of capital in largo centres
during a portion of the year, when mon
ey is not required for tho moving of
product by the payment of interest oil
deposits. This loads couutry bankers,
merchants and others to deposit in city
bonks, principally iu New York, to make
their money earn something during the
poriod when they do not wish to use it.
Hanks paying iuterost on deposits can not
afford to hold the money idle, never gam
bling ou faucy htocks. millions of which,
as an investment would not support a
family, oven in tho most economical man
ner, tho building of railroads, that
are not wanted, and which can
not, for years to come, pay running
expenses, etc. Such gambling aud spec
ulation had, he trusted, received a blow
from which, he hoped, they never would
recover. The President said that uuless
his mind tliould undergo a change, he
would give au institution in which every
body would havo great confidence, and
which would bo within the reach of every
ouo who cau approach a money order
post-office. He should recommend tho
payment of four per cent, to depositors,
and tho conversion of deposits either iuto
outstanding United States bonds or into
new four and a half per cent, bonds, aud
the taking up of a corresponding amonut
of those outstanding.

Secretary llichardson, in speaking of the
use of tho legal tundcr reserves and tho
prosent amount of circulating notes,
says he would oppose any bill for perma
nently increasing the legal tender circu
lation nbove the present standard, as well
as a bill permanently fixing it nt three
huudred and fifty-six millions. The Sec
retary of the Treasury must at all times be
able to pay tho appropriations of Con
gress or biispeud payment until he can
acomuulate currency for that purpose. If
the limit is fixed, tlion the Department
will l>e obliged to suspend payments ou
all warrants when the currency balance is
exhausted.

years. lie was Auditor of the Circuit

quently of Baltimore City Court, for noar-
ly 47 years.

Carolinian, Associated Press courier, who
carriod the report of the Modoc execution
from Fort Klamath to the telegraph sta
tion at Jacksonville, Oregon, made the
distance, ninety-two miles, in Bix hours
and fifty-five minutes, over a mountain
roud of more than usual roughness, em
ploying three well selected horses for the
journey. Tho last forty-two miles he
accomplished in exactly two hours, beat-
iug his principal competitor by thirty
minutes, and gettiug control of the wire,
which was necesaurily occupied in tho
transmission of the Associated Press re
port until it was too late to forward anv
other. *

ANOTHER EVIDENCE OF UNCHRIS
TIAN CHARITY.
New York, October 13.—The publica
tion in this morning’s paper giving letters
of Dr. Tazer, late Missionary Bishop of
Zanzibar, addressed to Bishop Porter, of
this Diocese, and the Dean of Canterbury,
finding fault with tho latter for participa
ting in connnuuiou service in the Presby
terian church in this city.
Dr. Tazer says this conduct of the Dean
will bo nccepted in this country as suffi
cient rensou and justification for Episco
palians attending tho attractive services of
the Catholic church, and may bo cited to
pronouuco to the Presbyterians that the
Episcopal church is the haven of rest for
those tossed by the multiplicity of doc
trine, a delusion aud snare.
Thore are 300 applications at St. Peter s
Orphan Asylum. The Sistors of Mercy
are providing for them so far as able, but
are compelled to turn many unfortunate
children away.
Little Hock, October 13.—Two fatal
cases of yellow* fever at Augusta, opposite
here. Augusta is quarantined.
Shreveport, October 13,—The tele
graphers are nil well.

A general reduction exists throughout
tho city. The police force has boen great
ly reducod. The City Railroad has been
compelled to reduce the number of its

After proceeding a short, distance Ad
miral Lobos' Moot, consisting of tho Vito
ria, Almunsea, Villa do Madrid, Cieromnf,
and two paddle wheel steamers, were met,
and an engagement instantly begun. The
fight lasted two hours, when the Insur
gents wero defeated and driven back to
Oartagonn, their vessels being badly dam
aged. Tho Lusurgcnts showed great spir
it, but bandied their ships badly.

New Orleans, October 13.—The ship
Tasmania arrived at the .southwest pass
to-day. She passed the ship Lady Russel]
from Liverpool for Mobile, with all her
masts gone, but with spar rigged forward
aud aft, aud wanted uo assistance. Ou
tho seventh she came across the ship Isle
of Sky, for Now York, with rudder and
masts gone, and every sail aud rope car
ried away. The crew had been throe
days without water, and nearly all were '
disabled. The Captain of the Tasmania
took them aboard and brought them to
thi.1 port. Before leaving the Isle of Sky,
tho captain and the crew* fired the vessel.

New York, October 13.—The steamship
George W. Clyde, at Key West, October
8, from Galveston to New York, reports
that, on the Gth, during a severe hurri
cane Capt. Coles, another officer, and one
seaman wero washed overboard and
drowned.
—In the southwestern portion of Kan
sas considerable bands of wild horses are
said to roam. They are matchless in Rpced
and beauty. Hunters not (infrequently
attempt to crease them, with a view to
capture, by well directed shots through
the upper part of the neck.

Very few cases of fever are reported up
to noon. An important feature now no
ticeable iu tho disease is that it soon
turns its course to recovery or death.
Many of tha cases attacked a woek ago
ore ou tho street, while those attacked
oarlior are still confined to their rooms.
The mortuary report, from noon yes
terday to noon to-day, shows a list of 4*2—
of which 3(5 died from yellow fever and
six other causes.
Trains leaving the city continue to be i
crowded.
