ple said brother Whipple should not

year, for she could move him, and .she
would do so when she got ready. I asked
her if Mr. Whipple was guilty of criminal
initercou-ie with this girl. Bbe said he
wifl ; and that was not the first time he
luid been guilty for months previous.

make her acknowledge that Mr. Whipple
had criminal intercourse with her; she
also stated that the girl denied any such
intercourse.
Mr. Whipple said to me, that as a Chris-
tian and as a Mason, that the entire aocu-

AGAINST ALICANTE.
Madrid, October 20.—An Insurgent
squadron from Cartagena was sighted off
Alicante Saturday night. As part of the
troopi have been withdrawn from the
town there are fears that it will be un
able to resist in case requisition* are
made by the Insurgents. General Mar-
ciouz will probably soon retire from the
command of the Army of the North on
account of bad health.
London, October 20.—A Times Car
tagena special says: Contraras and a
majority of the Junta are aboard the In
surgent fleet which was seen off Alicante.
It is supposed the fleet was attempt
ing to escape to some point on the Afri
can cost. The report of the sinking of
the frigate Fernando El’Cathalico is con
firmed. It is believed tli it all on board
w’eie lost although it was reported at. first
that umuy took to boats. Tho sailors of
the British squadron are searching
the waters where the frigate wotit down.

Washington, October 20.—It was an
nounced several days since that the com
missioners of the United States and Mex-
can Claims Commission had selected Sir
Edward Thornton for the office of Umpire,
and that ho had accepted the charge
upon the condition of his of obtaining
the assent of his Government. This hav
ing beeu accorded, his acceptance is now
made final, and he has signed tho re
quired declaration cf office. In making
the tender of office the commissioners take
occasion to assure Sir Edward that
while they consider that any gentleman
ight bo proud of the endorsement of
the government in whose services he has
spent so many yoars of his life, their con
fidence is particularly directed to him by
tho high appreciation of his personal
worth aud intelligence. They urge his
acceptance of the trust as tending to
convince tho people and Government of
the United States and Mexico of tho sin
cere desire aud purpose of the Commis
sioners to effect a just and honorable
arbitration of the question referred to the
Commission. Sir Edward, in accepting,
acknowledges tho compliment of the
nomination, and pledges himself to a
conscientious discharge of tho duty de
volving upon him. There is hut one feel
ing, and that is of entire satisfaction as
to this choice, which is regarded us pecu
liarly happy.

POLICE DETECTIVES.
New York, Oct. 20.—It is said charges
have boon preferred of the most serious
character ngainst various members of the
detective squad at police head-quarters.
The principal of those charges is under
stood to be bnsed on an alleged collision
between two detectives and Geo. McDon
ald, the lately convicted forger in London.
It is alleged that McDonald was allowed
to retain a largo amount of money which
should have been seized and delivered to
Mr. Dakosta, representative of the Bank
of England in this country. McDonald,
it is said, made an affidavit embodying his
knowledge of the case, and sent it to Da-
costa, who laid the matter before the Dis
trict Attorney. A list of tho charges were
prepared by the Assistant District Attor
ney and forwarded to Police Commission
er Dureyea.

Memphis, October 20.—The streets aro
crowded with vehicles to-day, and the
sidewalks aro thronged with pedestrians.
There is now more activity than there Ivan
been for tho past month. Disease is rap
idly yielding to tho cold weather. The
mortuary report shows there were twenty
deaths from yellow fever and six from
other causes ; total tweuty-six.

THE WAR.
Washington, Oct. 20.—In the Supreme
Court of South Caroliua, Trustees vs.
State and County Treasurers, in error to
the Supreme Court, of South Carolina
was the argument of cases in tho question
whether the bills issued by the Bank of
tho State of South Caroliua, issued during
tho war, wore so fur issued in aid of tho
rebellion as to justify the county Treas
nrer in refusing to receive them in pay
ment of taxas, notwithstanding the char
ter of the Bank inado in 1802 especially
provided thoy should be so received.
Whore formorly decided tho Court was
against the validity of the bills as tonure
for taxes, with two dissonts. Tho case
waf argued by Judge McGeoth and Mr.
Boyce for tho State, aud Mr. Cham-
borlain for note holders.

recommend a canal or open cut behind

They recommended that arch trusses be
hereafter prohibited in bridges over navi
gable rivers.
—A tow of thirty-live canal boats load
ed with grain broke loose from the steam
er Alida yosterday morning about eight
o’clock, near Yesbolanks, Westchester
county, Now York. It is supposed that
twouty-fivo or thirty of them wore sunk
opposite Stony Point with nil on beard.

AWARD OF DAMAGDM.
Louisville, October 20.—In the case of
Meaux against McKinney and others, for
some days beforo tho U. 8. Court hero,
tor an alleged Ku-klux outrage in 1808, iu
Mercor county, Ky., tho jury returned a
verdict for $.*»() dumnges for the plaintiff,
who claimed to hare suffered greatly at
the hands of ten unmasked Ku-klux who
attacked his house. Tho defendants aro
prominent citizens of Mercer county, ami
tile a bill of exceptions.

Mary E. Poe had 20 passengers aud 800
tons of freight. Among her cargo were
