THE METROPOLITAN' POLICE
OUTRAGE IN LOUISIANA.
Washington, Nov. 3.—The accounts
Grant parish, Louisiana, of outrages
ttributed partly to negroes and partly to
ho Metropolitan Police, create a profound
feeling in official circles. The details are
not fully believed.

'd by our people, of which political capi
tal might be made to our disadvantage—a
[hope we iutond to disappoint.

lice foroo from Now Orleans, has pro-
lucad, and is now producing, injurious
ill'ects upon a portion of tho population
>f Grant and the adjacent parishes. Dad
legroes commit crimes, assured in their
own belief of immunity from punishment
by the presence of thoso uniformed men.
But it is duo to tho negroes, whom wo
have no desire to harm, to kuow. aud duo
to ourselves to say, thut we understand
the government under which we live is

well as tho black, that tho white pooplo
ave at least as many rights as tho black,
ind all have tho same duty of obedience
to low to observe, aud if thoso having or
[claiming authority do not dispense equal
' justice to both races, wo shall take care
of ourselves and of thoso to whom we owe
protection.
Kesolved, That onr attitudo of com
plete passiveness under this invasion by
tho Metropolitan Police force is not to bo
onstrued by our follow-citizens of this
State, or of the United States, as an
iacquiescence in or voluntary submission
jto the usurped Stato Government uow
dominant here. We rather point to this
[extraordinary aud unusual proceeding as
the best evidence that they who are uow,
have lately been endeavoring to per
suade the President and tho Northern
beople that wo of Louisiana are yielding
Jboorful obedionce to authorities we do
lot recognize as valid, do not believe
ir own assertions, and think they cau
prodneo a seeming submission by the
fear of military violence. Wo shall not
interfere with this military demonstra
tion, aud we nro uot terrified by it.

humanity and opposed to oppression be
requested to publish, which resolution
was adopted.

LAGER BEER.
Owiug to the inferior quality of lager
beer manufactured iu breweries of New*
York aud vicinity, retail dealers have been
shipping large quantities from Western
cities for use here, and the breweries
feeling the heavy decrease in their trade,
on Saturday assembled in convention to
seo what Rtops could be taken to retain
their custom. They were assured they
could do so if they would manufacture a
better article, which they agreed to do,
but will advance the price from $0 to $10,
they maintaining that as good an article
cannot be manufactured for less. The
advanced prices take effect this week.

Pawn Brokers Driving a Good Busi
ness.
New York, Nov. 3.—As an evidence of
tho hard times in this city it is stated that
the pawn brokers are doing four times
the amount of business they were doing
a few mouthB ago, and owiug to the
scarcity of money are giving less than
one-third of the value of articles pre
sented.

New York, November ff.—Irving who
has been confined on the charge of com
plicity iu tho Nathan murder, has at last
made a confession which is now in the
hauds of Superintendent Matzel, who has
perused it, and has detailed several men
to work on tho hints and suggestions con
tained in the document.
Brick Layer* on a Strike.
Some forty or more brick layers and
masons resisted tho reduction of 124 per
cent, iu their wages by their employers
this morning, and turnod out on a strike.

Washington, Nov. 3.—Dr. Lindorman,
director of mints, shows the products of
gold sixty millions; silver, twelve and
a quarter millions. Ho thinks the depre
ciation of silver and the appreciation of
United Status securities will enable the
Government to buy silver with gold, and
pay out silvor at its nominal value. Tho
operation would uct the Treasury about
ton per cent. Tho report favors the re
sumption of tho New Orloans mint. It
says tho amount believed to be
uecossary to place the New
Orleans mint iu condition for coinago
operations nnd for its support during the
fiscal year, was iucludod in the estimates
of appropriations for tho mints and assay
offices. Should the necessary appropria
tions be obtained for tho purpose the es
tablishment cau probably be put in opera
tion iu about three months time, aud af
terwards used fully aud employed in the
mauufacturo of stamped bars nud the
coinago of silver.
U. S. SUPREME COURT.
REVISION AM TO THE LEGALITY
OF MONEY IMMUED IN THE
MOUT1I DURING THE WAR.
Washington, November 3.—The Uui
tod States Supreme Court decided in the
case of South Carolina ex rel Wagner
against Stoll, County Treasurer, from tho
Supremo Court of the Stato, involving tho
qnestion of the validity of tho issues of
the bank of tho State during the war.
The charter for the bank, which was frarn-
od in 1812, provided that its issuos should
be receivable for taxes, but tho County
Treasurer now refused to receive them ou
the grounds that they were issued in aid
of tho rebellion, and were therefore no
tender. The Court below sustained the
objection, and the judgment was for the
Treasury. On a former argument of the
caso in this Court, tho judgment was af
firmed, but upon a reargumont had at
this term there is a ehango of opinion
and the judgment is uow reversed, the
same Judge writing the opinion and the
Court holding that as the faith of the State
was pledged for those bills, the holders
were entitled to roly upon that credit, and
to its protection. Tho credit of tho Stato
could not be withdrawn without an open
aud clear declaration to that effect, atul
such a declaration was not made until
18G8, by tho repeal of the charter, which
was too late to reuder the bills uo tender
in tbe present case.
One other case was decided by the de
cision of this.
Justice Hunt delivered tho opinion.
Justice Bradley dissented.

o'clock on tho 1st to same time on the
2nd, there were soveu deaths from yellow
fever and four from other diseases. For
tho week there were 80 deaths from yel
low fover aud 17 from other diseases. De

Memphis, Novomber 3.—Noon—Thore
were four yellow fevei deaths to-day, and
five from other causes. There nro seven
new cases.

HAIL HOADS PAYING DIVIDENDS
YESTERDAY.
Philadelphia, Nov. 3.—Tho Camden
aud Amboy liailroad are paying interest
to-duy on the five million loan of tho Del
aware and llaritan Canal and Transporta
tion Company. The North Pennsylvania,
Oil Creek and Alleghany ltiver, and
Elmira and Williamsport liailroad Com
panies are paying dividends aud interest.
The amounts they pay aro small. The
Pennsylvania liailroad has yet made no
declaration of a dividend, and tbe stock
holders are becoming anxious.

Knoxville, Tens., Nov. 3.— Ou ac-'
count of a general reduction of wages, the
employees by the East Tennessee, Vir- |
ginia and Georgia liailroad Company, eu- !
gineers, firemen, machinists and black
smiths, have quit work. Home delay in
trains resulted, but tho company has suc
ceeded in supplying the places of tho en
gineers nnd firomen, so ns not to interfere
with the passenger sorvice. The compa
ny ordered a 20 per cent, reduction of
wages. The employees were willing to
short time, but no decroaso of per diem.
Tho company will not recode. Tkero has
been no demonstrations by tbo employees.

New York, November ff.—Tho Treasu
ry of tbo Chesapeake aud Ohio liailroad
Company has issued a circular to the bond
holders, in which it says the only way to
re-establish the credit of tho company is
to fund its entire floating debt, the in
come to be paid out of the net earnings
of tho road. Tho company has author
ized the issue of seven per cent, twenty
years income bonds to tho nmount of
twelve millions to be used in relieving
the iloatiug debts, and in funding tho in
terest that may accrue ou its Rix per cent,
bonds.

New York, Nov. ff.—Tho Pacific Mail
Steamship Company to-day received a
dispatch from their agent announcing the
wreck und complete loss of the Rtcnmcr
! Ariel, which has boon running between
| Yoknhoma and Shanghai. The passon-
( gers were saved. The Ariel was one of
tho oldest steamships of the company,
and was valued at fifty thousand dollars.
