a time cornea when great speculative ope
rator* arc failing, money goes up and
bonds go down, a*d the bauka hold or in
dividual* oaorete, and the currency is then
practically withdrawn from circulation
and all values decline. At *uch a time
surely the interest bearing bonds of the
nation, of which we hold iu this country
more than a thousand millions, ought to
be as available aud courertnble as the
nott-intercst bearing greenback! Why
