London, Docomber 1.—Tho ship Ton- Inwuiida, from New York, arrived at lOurdiff at an early hour this morning, [bringing intelligence of tho dreadful dis aster to the steamship Ville do Havre, tvhich left Now York November 15th. for Havre, under command of Captain Sur- Iimmt, at 2 o'clock. On tho morning of film 23d of November tho Villo de vre coJJidod with tho British ship ohoarn. from London, for Now York, aud sunk shortly after. Two hundred ( and twenty-six of tho possengere on the Hleamship lost their lives. The Tol- uwanda rescuod eighty-seven of her pas sengers and crow and brought thorn to f Cardiff. London, Dec. 1.—Dispatches from Car diff briug the following additional par ticulars of tho loss of the steamship Ville I)o Havre: »She was struck mid-ship by the Loch earn and was sunk in twelve minutes after the collision occurred. Tho Lochoarn imme diately lowered three boats, which ren dered all tho servic it was possible for them to do. Fifty-three of the crew wore saved, including the captain. Among the , passengers rescued were toil women. Among the passengers on the Yille De Havre wore .Judge l'eekham and wife, of Albany, N. Y.: Mrs. Edward Curtis and maid: Captain C. Hunter and wife: Miss Caroline Hunter; Mr. Cramer, of Water ford, Saratoga county, N. Y. ; Thomas H immotid, wife and throe children ; Mrs. Mary Bulkly, of Now York, accompanied by her daughter, and by Miss Wagstafl',of Long Island. Mrs. Bulkly is among the saved, but tho young ladies aro under stood to have boon lost, as Mrs. Bulkly telegraphed that aho alouo was saved. Prominent Gentlemen on Hoard. There was also among tne passengers tho following mombors of the late Evan gelical Alliance returning to their homes: . Rev. Antonio Carras, of Spain; Prof. E. Prouir, of Genova, Switzerland: Hev. N. Weiss, of Paris; Emille Cook, of Paris; Mr. Lorrier Alfrod Barbausou, of Bel gium Logatiou at Washington, was also a passenger; Charles B. Wail and Juliar Wail, children of tho proprietor of Bre- voort House, wore passengers. The son was saved but tho daughter was lost. Jas. Bishop, of Bishop Sc Co., 02 Broadway, is saved. Mr. Breden, first cabin passengor was lost; bis daughter who was with him is saved. Francisco, first cabin passenger, is saved. Mr. 1L A Wilthan, jr., was saved in perfect health. Tile \ntuber Saved. Bar rett, Miss Camolia Edgar, Mrs. Bulkby, Mr. and Mrs. Wru. H. Swift, Mr. and Mrs. B. MoCreery, Mr. Cramer, Henry Bel knap, and Logrand, probably Baugrand. THE YILLE 111' HAVRE. New York, December 1.—The Yille du Havro carried no stcorago passengors She had 130 cabin passengers—crow about 150. Cupt. M. Sirmont, the commande of tho Villo du Havre, is the fleet com mo loro, aud has boou in tho service of tho lino since its organization. Judge Peckham, who was among the [ lost passengers, was one of tho most prominent members of tho Judiciary in New York State, and was Judge of tho l Court of Appeals. The cause of this fearful disaster is that tho ship was 12,000 tons burthen aud drawing twenty feet of water. She was la inched at Glasgow, Scotland, in Novem ber, 1800. Her dimensions are, in length, 230 feet, beam was tliirty-fivo feet Washington, November 30.—The Sec retary of the Navy, in his report, gives a general detail of the conditiou of the ua- vul servieo, and concludes as follows : “The forogoiug is a report of tho coa lition, situation aud movements of the lulled States Navy, for the past yoar,and under tho commencement of the present month : siuce that time, however, events havu taken place which rnako it proper that tho Navy Hhould be put at once upon a footing for active service. It is by no means the provinco of this Department, as such, to tuko part in tho conduct or discussion of any diplomatic question, nor should its attitude at a time when serious international difficulties ore possible, bo held to indicate anything more than a determination to bo part of a Military Department of tho Government to bo propared for action should the necessity for action arrive. PREPARATION)! GOING ON. This is tho present condition of affairs, nudsuchis the attitude of the Navy Depart ment. 1 have felt it to be my duty under existing circumstances to take promptly every means iu my power to put our available force in tho best possible condi tiou for immediate and active service. AM tho power and moans of the Depart ment are now directed to this end, grout- ly aided ut every point by tho enthusias tic activity of officers of every grade of the service, difficult of accomplishment as our purpose at first seemod. Difficul ties and even apparent impossibilities are found to fade away beforo determina tion and organized activity, and the Navy is already iu such a conditiou that these to whom our interests and honor aro now entrusted may be relieved from tho embarrassment of a situation where a just determination might bo dis regarded beciruso thought to be power less, or decout consideration be mistaken for fear. It is neither necessary nor pro per that l should enter hero into the de tails of our preparations. FO\DITIOX OF THE NAVY. To Hay that a rospectable force war vessels and monitors already ou the sea, and concentra ted at the station nearest the scene of possible difficulties : that our whole available iron-clad lluet is iu hand ; that every wooden war vessel that will float active preparation at tho various naval stations, and will bo ready for sea, fully fitted us fast as proper moans can be p vided for them, and if the necessity for actiou should couie beforo tho time for it arrives, all there is of tho American navy which can be put ulloat on the Atlantic ocean will bo in condition and position to take its proper part. Inadequate us this force may bn doomed to the responsibili ty and proto unions of a government like ours, atul greatly ut disadvantage as we certainly will be in respect to the number and character of vessels in contest with the fleets of any respectable naval power. I believe that the activity, skill, science and experience of our navy will be found equal to any difficulty which courage dares to meet. They are thoroughly imbue d with tho spirit iu the defails and iu the warlike duties of their profession ; skilled in the use of ull the terrible weapons which science has provided for modern warfare, and of tho mode of meeting the crisis without shrinking from danger. Thus prepared and in this spirit, they are ready to moot any of their country ^adver saries with the means with which their country provides them. In taking tho actiou above referred to, the Navy Department has already in curred considerable expense, aud has been forced to assume some responsibility in timo of peace; but convinced of the wisdom of prompt and decided ac tion, T have not shrunk from these res ponsibilities, nor hesitated, with the ap-I provnl of the President, to uiuko warlike ; preparations in the interests of peace and 1 humanity. 1 confidently rely for sup- | port in this altitude upon the patriotism and good sense of tlio American people and : CONGRESS. Stephens occupies a front soat, bus crutches with him, wears his hat, and looks quite frail. He attracts much atten tion. Wood and Maynard conducted Blaine to tho Chair. He is now speaking. Many bills were introduced, nmong which was ono making Italian padronos felons. The bill introduced by Mr. Edmuuds, to provide for tbo distribution of the sum awarded to tho United states by tli« Gc- ueva tribunal of arbitration, is tho same bill which was leportod favorably by the Senate Judiciary Committee Just January. It provides for tho appointment by the President of five commissioners to adjust and doturmino tbo amount of compensa tion due to the ttevmul olairunntH for dam ages arising from tho depredations of the Rebel cruisois bo discharged out of the indemnity fuud awarded by tho Gen eva tribunal. Tho allowances of the com pensation are to bo made only for claims directly resulting from the damage caused by tho Alabama and Florida and their tenders, und by the Shenandoah after her departure from Mnlbourno, Februa ry IStb, I8b5. No cluirn should bo admitted for any loss for which oomponsution lms been received from in surance, but allowance may be made for the difference between losses sustained atul insurance received. No claim shall be allowed iu behalf of any Insur ance Company or insurer except for tho exoess of losses ovor premiums or gains arising from war risks. Philademiuia, Nov. 2'J.—This morning Judge Finlottor charged the jury in the libel case of Chief of Police Jones against Joseph Rood, a journalist. Tho charge was temperate, but in tho main adverse. It recognized tho right to publish fit aud propor information concerning public af fairs. Tho jury retirod about 10 a. m. and remained out all day. At G r. m., the jury not having agreed, a mossago was sent to tho Judge's privuto residence, and an answer was reoeivod from him that tho jury might render a sealed verdict whenever they wore ready with it.
