Nothing had been received up to a late hour this afternoon to cause the apprehension that that part of the protocol will not be carried into effect. The statement is unreservedly made that the Spanish officials are acting in good faith. ‘Washington, December 4—Senate.— The Committee on Elections, before which the case of Gen. McMillan and the Pinch- back case comes, consists of Morton, Car- nter, Logan, Alcorn, Anthony, Sumner, Itcholl, Hamilton und Salisbury. The t two are Democrats. The Radicals ox- ess groat confidence that Tinchback will seated. The others do not think so, less after long delay and elaborate dis- saion. Senator West has boon placed on the emmittoo of Transportation. Foreman, of West Virginia, introduced (l bill to complete the water line from the Ohio to James river. : i Stevonsou introduced a bill regarding political disabilities. V} Tlie Secretary of War was ordered to Communicate tho facts regarding the sale of the Harper’s Ferry property. v Tho bill for tho redemption of the loan Of 1858 pasHed. A new commitee on civil service and retrenchment was ordered. The credentials of McMillan and Pinch- back wore referred, upon motion of Mor ton, to Committee on Privileges and Elections. House.—A eommitteo of seven has been ordered on back pay and salaries. A dozen bills havo been introduced, which are to bo referred to tho eommitteo when named. There is sharp sparring over the Salary ■Committee. Tho parfy lines are com pletely broken iu this contest. Among tho bills introduced was one by Morey, of Louisiana, and Field of Michi gan, abolishing all pay and allowances to members. Another by 13acok abolishing allowan ces for the President’s household expen ses. The Salary Committee can report at any time. ^ “Thut is not true !” was beard several ’ times during the debate. Among the bills introduced are : Re pealing tho bankruptcy law ; repeal of tho iron-clad oath ; payment of half the revenue tuiiff iu legal tenders ; removal of all fourteenth amendment disabilities ; favoring the recognition of Cuban bullig- orency. There are a vast number of j other bills. The new Committee on Civil Service and Retrenchment is presided ovor by Mr. Wright, of Iowa. Boutwell has been taken off of tho Committee on Privileges aud Elections, aud assigned to the Commerce Committee in place of Alitobell. The Committees on Military Affairs, Naval Affairs, Judiciary Appropriations, Patents,Revision of the Laws,Revision of tho Rules, and two or three minor Com mittees remain unchanged. Boutwell is also put on the Committee on Claims, in pluco of Dennis; and Davis aud (ioUlthwaite are tho two additional mem bers of the committee, which was author ized to bo enlarged by the Scuato to-day. Morrill, of Maine, is aasignod to the Committeo on Indian Affairs, in place of Sherman, and the latter takes a pi ice on the now committee. Stockton and McCroory, Democrats, are added to tho Committeo on Foreign llolu- tions. Sumner and Morton are tho two new members of tho Committee on Edu cation and Labor. Boutwell also has a place on the now committee ; and Sum- uor goes on the Conimiltee on Privileges and Elections iu place of Bayard. The latter as above stated, taking the chairmanship of the Committee on En grossed Bills. Saulbbury takos tho place of Boutwell on tho Privilges and Elec tions committee. Stoveuson, Democrat, is removed from the committee on In dian Affairs, und given a plRce in the civil service and retrenchment. Washington, Dec. 4.—A critic states that Mr. Surnnor lost several orticles of value while ho was entertaining his col ored friouds who. had serenaded him. Mr. Stephens called on the President to-day, who, on account of the venerable gentleman’s difficulty iu ascending the stairs, came to tho reception room on the ground floor, where the two gentlemeu had a cordial interview. Abel Owon, Ku-Klux, pardoned. The Senate Committee on Foreign Re lations is the old committee, except Stock- ton and McCreory. Merriman is on the Committee on Post Offices. No important changes in other committees. It is noticed that Carpenter has no chairmanship. Ho is, probably, excused on account of his duties ts pro tempore President. The list of the committees of the Sen ate, electod to-day, shows no change in the chairmanship of auy important com mittee of that body, tho only ono being in the Committeo on Engrossed Bills, w hich is given to Mr. Bayard, in the place of Casserly, resigned. This is the second Democratic committee of tho Senate, that party being allowed two, tho othor being the Committee on Private Land Claims, of which Mr. Thurman retains tho chair manship. Natal. Washington, Dec. 4.—Tho United States steamer F/anklin, carrying thirty- nine gnns, and the iron-clads Ajax and Terror, tho former carrying two, and the latter four guns, will bo ready on Mon day to join tho North Atlantic squadron. London, December 4, 5 a. m.—The Times, iu a leader on President Grant’s message, says : The excessive privileges in regurd to freedom from search claimed for vessels bearing the American flag, would confer immunity on nn open pirate. Such pre fer sioin are, indeed, short-sighted for n mercantile nation. We cannot for a moment believe Con gress will udopt the suggestion to prohibit the national banks from paying interest on deposits. We do not agree with the President’s financial remarks generally, and think ho is wrong in attributing tho recent troubles to the peculiar character of tho currency. The advice to return to specie payments would be more satisfac tory if tho President had told the country how to do it. The article praises the message for its moderation of tone in general, and on the Cuban question in particular. England will unreservedly support a policy which requires thut Spain must really, as well as nominally, control Cuba. Tlic Dully News. The Daily Netcs says tho President's language concerning the Virginius affair, is moderate and dignilied. Tho Telegraph. The Daily Telegraph sees in the de mand for abolition of slavey in Cuba a menace which will greatly increase the difficulty of Oantellar’s situation. The Standard. Tho Standard thinks the only result tho threats against Spain will have, will be to hinder an adjustment. CUBA? AFFAIRS. A FALSE ALA KM—THE VIRGINIUS AVENGED-TWO HUNDRED SPANISH SOLDIERS SHOT WITHIN SIGHT OF SANTIAGO. Philadelphia, Dec. 4.—Captain Bar rett, of tho Yazoo, telegraphs bis princi pals contradicting the report attributed to him of the alarm of American eitizens at Havaua. Everything was quiet on the Cuban coast when tho Yazoo left. New York, Dec. 4.—The Sun says a private letter has been received in this city, showing that tho Cubans have partly avenged the murder of the patriots taken on tho Virginius. On learning of their execution, Maximo Gomez attacked and captured a number of Spanish fortified camps in the vicinity of Santiago. He made over two huudred prisoners, and marching them close up to Santiago shot thorn in full view of the Spanish fortifica tions, and then sent in word to Burricl to come out und bury them. Burriel left immediately for Havana. A Promise. Havana, Dec. 4.—Admiral Scott has been informed, from Santiago, that the commander of volunteers has promised to use no further violence towards the Cuban prisoners without informing commander Brain.o of the Juniata. SPAIN. BOMBARDMENT OF CARTAGENA. Madrid, December 4.—It is reported that tho Spanish mission at Washington ban been offered Figures. Tho bombardment of Cartagena by the Republican battery continues incessantly. Four huudred houses in the city have been destroyed. At the request of Gen. Cebalios, com mander of the Government forces, the foreign fleets have withdrawn from the harbor. FUNDS ABSTRACTED. A FORTYTIIOUSAND DOLLAR ROB BERY IN MEMPHIS. Memphis, December 4.—There is con siderable exoitoment here over the discov ery that $40,000 in oonuty warrants have beon abstracted from the safe of the coun ty Trustee, after having beon paid, but not collected. Tho Trustee, Mr. A. Wood ward, has been absent some two weeks, and many rumors are afloat. A CALAMITY. A FALLING HOLME KILLS A N UM BER OF WORKMEN'. Pateuhon, N. J., December 4.—Spear's four story frame building in Passac City, foil this a. m., burying a number of work men and passers-by under tho ruins. Three persons have been already brought out dead.
