Wahiiixoton, Doeember !>.—Tho State
Department refutes the information re-
gMdiug 11,0 startling nows from Cuba.
They Unew nothing at midnight. The
iciited IT-aas reports that Captain
'ellar resigned. In explanation lie
The delivery of the Virginius to the
Duitod States will cause frightful eomrno-
flpus and catastrophes. Throughout the
ijand complete order prevails; in the
meantime, volunteers, by privato means
•re buying war vessels.
Jhe Voi tie Cuba declares that Seuor
Soler, Minister of the Interior, has for-
vMduil his resignation.
The volunteers would consent to plac
ing tho Virginius in the hands of a neu
tral port for arbitration, but will nut let
her come here directly to a United States
port. Tho authorities cannot count on
the Bupport of the people in carrying out
this protocol.
Key West, December C.—The Lacro-
nitta, of Ilavaua, says the time has come
when true Spaniards must prepare to
fight. They will conquer or die. True
Spaniards will refuse obedience to the
home government for tho restoration of
embargoed property to Americans, and
adv isos readiness by land and sea for
fight. All between fonrteon and forty
most bo enrolled. All traitors and libera
tors expelled. The article concludes with
a cli dlouge to the American pcoplo to
fight.
Thu Ossipe and Monitor Muhapoc arri
ved, nine days from Fortress Monroe.
Eighty-three more naval recruits arrived
from New Orleans to-night.
London, December o.—A dispatch says
that the Captain General of Cuba hns
declined to execute theFish-l’ulo Protocol,
which causes dullness in American stocks.
Sugar nfluat dll and 8. Erie 38§.
The reeling in WnsliiiiRton.
Wasiuxoton, Doc. 6.—Nothing definite
can bo obtained hero regarding Cuban
affairs. Fish and Polo are equally reti
cent. Tho ubsenco of American vessels
from the port of Havana is part of the
programme. Their presence there under
present ciroumetanoes would be consid
ered a menace. Our government will not
consent to tho delivery of the Virginius
tc a neutral power, but will consent to re
ceive her on the high seas. Tho admin
istration seems inclined to deal very
gently, and will avoid hostilities if possi
ble. They claim that silence, regarding
the dotails is providential, ns the admin
istration will not adopt harsh measures to
enforco the protocol without, Congres
sional sanction.

THT. LONDON TIMES ON THE TIB-
GIN US AFFAIR.
London, Dec. 8.—Tbo London Times
publishes an official list of llritislr sub
jects takon prisoners on the steamer \ ir-
giuius and executed. Tho limes com
menting says: The F.ritish government
while demanding the surrender of the
survivors, must carefully avoid commit
ting itself to tho proposition that the
Seizure of tho Virginius was illegal.
THE GALE AT DETROIT.
DAM A(.l TO HOUSES AND STEAM
BOATS.
Chicago, Deo. 5.—The gale of Wednes
day night caused considerable daningo in
Detroit, and 100 foot of the brick wall of
the new Michigan Central Cur Works was
prostrated, and the whole roof blown oft.
Tbo iron roof of tho Central freight
depot was blowu into tho river. Steamer
Burnsides was blown against the steamer
Mackinner, damaging her to tho extent
of $40,000. Steamer Keweenaw was
blown up tho river a mile and a hint, and
beached. Two tugs were lost, and their
whereabout** are unknown. Propelle
Washington, December 5—Senate.—
No session.
Jlouse.—Tho following bills wore in
troduced :
To abolish the lax on tobacco, snuff and
cigars.
Providing letter carriers for cities of
10,000 inhabitants.
To eomploto the James ltivor & Kana
wha Canal.
liy Laughridgo, of Iowa—Tho bill which
passed tho Senate redeeming the loan of
1858, after quite a sharp discussion as to
whether it should bo paid in gold or legal
tenders—the Democrats arguing for legal
tenders—was referred to the Committeo
on Ways and Means. It was put ou its
passage by Mr. Dan, who argued that it
should bo paid in the onrrenoy of the
wolld.
ltsiuey (colored) of S. C., offered a
resolution abolishing tho Committee on
Froedmens' Affairs, Referred to the Com
mittee on llulee.
The nomination of Judge Williams, as
Chief Justice, was referred to the Com
mittee on Judiciary. This is contrary to
tho usual custom of the Senate with re
gard to Senators and ex-Senators whose
nominations escape a committee investi
gation.
Tho Senate elected Sunderand as chap
lain.
So minai'.Y-
Tbe committee will take up the Louisi
ana case Mouday.
Pnrtisaus are very busy.
Scuator Morton to-night sent for coun
sellors Billings and Dibble. After tho in
terview, the two goutlemen went in search
of Judge Durant, who is snsposed to he
retained in Pinchback’s interest. They
also consulted Carl Schurz, who consoled
thorn by the remark that there would lie
twenty speeches in the Senate before any
definite action. The hopes of either of
tho aspirants will be long deferred.
