AFTERNOON SESSION.
^ In the Souate to-day, Bogy, reporting
U private bill from the Committee on In-
dian Affairs, took occasion to severely
oriticise the administration of Indian
affairs, and pronouuced the whole legis
lation a farce from beginning to end.
The House bill increasing the number
of enlisted men in the navy to 10,000 was
f©ported, but Sherman opposing the bill,
it went over.
There was a long debate on the House
Ml to repeal the bankrupt law.
, Edmunds moved that it be referred to
the Judiciary Committee. He was satis-
fled of the impolicy of au absolute repeal !
of the bill, but. thought that the committee
tlfeuld be able to prepare a bill which
Would relievo the present law of its ob
noxious features, and would at the same
time protect the interests of both creditor
and debtor.
Frelinghuysen was also opposed to its
absolute repeal, and wanted it referred.
During the discussion on the motion to
refer, the morning hour expired.
The general disposition indicates a re
peal.
Fenton made a long speech outlie
finances, arguing in favor of immediate
contraction of the currency and reduction
of the Government expenses.

The special naval appropriation bill, of
four millions, was passed in the House
to-day.
Stephens, of Georgia, said if he had
been present yesterday be would have

TWEED AUAIX—ANOTHER CON
TRACT-FIRE-FOU.
New York, December 17.—John Mc-
Bryde Davidson testified that he applied
to Tweed iu 1871 for the contract, for
supplying the iron work to the Harlem
Court-house,and was referred to the Gov
ernor, who directed him to make out a
bill, and ho did as directed: never saw
the bill aftor that: never got money or
supplied goods. Ex-Mayor Hall identified
his signature to the warrant for the
money.
Van Dikes' Hotel, in Catherine street,
was slightly damaged by firo this morning
and a guost named Notan was burned to
death.
Sovoral accidents occurred in this city
during a demo fog this morning.

ALABAMA.
ENPIJENION OF NENATOH HATCH.
Montgomery, Dec. 17.—The Senate
last night uuseuted Hatch, Senator for
Hall couuty, elected last spring to fill a
vacancy. It seems that when Hatch was,
three years ago, postmaster at the county
site of Hnll county moneys were missed
from the mails, and Hatch made affidavit
and accused Sanborn, his clerk. Af
ter Sanborn had been jailed
several mouths un investigation
pressed Hatch so close that he wrote a
confession of his own guilt, which was
published, and agreed with the Bpecial
agent l’etherbridge to pay up. The suit
was commenced in the Unitod States
Court, and Hatch was turned out of office,
Hatch then run for the Senate, aud wai
elected by a large majority; but on
tho above showing the Senate declared
him ineligible. 11c is a Republican.
There was a long debate iu the House
on an amendment to the salary bill, strik
ing out the words, ‘‘during his present
|©rm of office,' 1 as applied to the increase
•of the President’s salary.
The Salary Dill Faasad.
There was another field day in the
House on the Salary bill. After the hill
had been amended by requiring the resti
tution of the back pay received by those
)members who had also been members of
'the last Congress, a substitute was adopt
ed, iu spite of the opposition of the
friends of reduction aud of tlie Commit-
toe who had charge of the bill.
i The substitute makes the salary of
members $(>,000, with an allowance for
Actual traveling expenses, but it has no
ifotroaclivo effect.
. There was great coufusiou and excite
ment in the House during the last three

THE SPANISH SHIP TO BE SOON
RELEASED.
New York, Deo. 17.—The coal barge
Upland, which was accidentally suuk in
front of the gates of the dry dock at the
Brooklyn Navy Yard, preventing the
Spanish iron-clad Arapiles from going
out. was surveyed to-day by the directors,
preparatory to commencing the work of
raising her. The contractor for supply
ing coal will have to bear the oxpensos of
raising her, as tho Government holds she
was sunk through carolessness. The
Oaptum has writton to Admiral Rowan
expressing an earnest desire to get away.

THE ILLINOIS AGRICULTURISTS
HAVE A MEETING.
Chicago, December 17.—Tho second
annual convention of tho Illinois State
Farmers’ Association commenced at De
catur yesterday. The President of tho
Association delivered an address review
ing the growth of the Society aud its
results to the members since their first
meeting one year ago. Only about forty
countios were represented. Iu November
every one of tho one lmndrod aud two
counties in the State lmd its clubs, and in
a majority of the counties the farmers
carried their ticket at the last election.

TEMPERANCE TICKET ELECTED.
Atlanta, December 17.—At tho munic
ipal election hold to-day at Stone Moun
tain, the mayor and council pledged to
grant no more liquor licenses, were elect
ed by a handsome majority. The election
was warmly contested on both sides.

THE PATRIOT*.
Havana, December 17.—The proposed
enrollment for military duty of all men
between 18 and 45 years of age, one
fourth of whom are to be conscripted for
active service, is guining advocates. The
Diavio says : We are now at tho 15th of
December, and have raised no means and
done nothing new to crush the rebellion,
let us give fresh impetus to the winter
campaigu if we would advance on the
road to the pacification of the Island. The
enemy will gain time and territory, and
we will have just cause to deplore our
criminal vascillatiou. Without great and
united movement on our part, the war
will drag on as it has to the present hour.
It has consumed annually from ton to fif
teen thousand soldiers and forty million
dollars. When wo find ourselves fallen,
never to rise again, we will bitterly re
gret our short-sighted lack of preparation.
The Vo7.de Cuba shows that the pro
longed resistance of Oartegena is draining
tho resources of Spain and weakening her
power, that Castellor is not strong enough
now It) oppose tho exactions of foreign
governments, which nearly all tend to
tho destruction of Cuba, aud the longer
his declining power is respected and
obeyed in Cuba the greater is the proba
bility that tho object of those foreign
demands will be ac complished.
Several letters appear in the evening
journals, addressed to tho Captain Gen
eral. and calling on him to declare tho
island in n state of seige and to enroll citi
zens.
A steamer from Cadiz arrived to-day
with oight hundred soldiers and one hun
dred and fifty seamen.

—John E. Owens, the comedian, was
seriously injured during tho performance
