Augusta, October 1C.—Hon. A. II. Stephens addressed the citizens of Augus ta, and spoke for two hours and a half, llo roviowed the history of the govern ment from its foundation to the present timo, showing that the great struggle has always been between centralism and con stitutionalism. That the pasaago of the Civil Rights Bill would work groat evil, and destroy the public school system of the South, He referred to President Grant and would do bini justice. He had done his duty. As to the third term ho had no objections to that per sc. He saw no reason why a Prosidont who executed the laws faith fully should not ho elected for a third term, if the people desired it. IIo had looked into the question, and saw no sense in abusing President Grant for his action in that affair. He spoke hopefully of the future of tho republic, and advised his hearers to oboy tho laws to suppress lawlessness, and be true to tho Constitution and Union as established by our fathers. IIo proclaimed himself a Jeffersonian Democrat, and snid he had great faith in tho triumph of these principles. Stephens had nn immense audience, and spoke with clearness and vigor, exhibiting no signs of weariness. strong* Statu bou< Nkw York. October 16 —Monoy oasy at 2).j @3percont. Sterling strong at 6.
