DAILY ENQUIRER-SUN: COLUMBUS, GEORGIA, SATURDAY, OCTOBER 24, 1874. tho Voter* of the Fourth Con- ftrcnntonAl District. The district executive committee would poctfully call attention to the follow- g facts: The election on Tuesday, the 3d of No- juber, will be maunged just as the late ato election, l»y a justice, ordinary and o froe holders, or if they do not act by o’clock a. M., then three free holders open the polls at the Court-house, e polls remain open from 7 a. m. to . m., and at other precincts from 8 m. to 3 P. M. ho superintendents take tho oath pro- ibed in the code of Georgia, and the ~rs’ oath will be found in 1,27(1, 1,275), ,280 of the code. The manner of conducting is precisely like state elections. 3, As to Toting the act of Congress of ISy^nd 1872, require the “votes to bo itteh, or printed ballots,” but do escribe the color of paper, nor pro- devices, Arc., as has been rumored, same question was raised at tho Inst •Motion and the NationaL Democratic Committee telegraphed thatahere was no such requirement as to white paper, devi ces, Ac. At least the committee after careful investigation find no such law, and aro informed that no Buoh require ment exists. 4. From 180(1 to 1873 Congress has passed several acts to “enforce the civil rights of citizens,” and it is a misde meanor And high crime pnnishablo by fine from $500 to $’>,000, and from 0 months to (5 years imprisonment, to vio late these acts. The uot of Congress prohibits, nndor malties named, any use of “force, Illation, threat, bribery or othor in order to hinder, dolay, prevent or obstruct any citizen from voting, or from becoming qualified to voto, by offer ing to comply with the legal requisites as to voting,” and any offer thus to quulify ia made by Congress an adequate qualifi cation for suffrage. The Radicals are vig ilant, and aro now spying through Geor gia. Let every man feel that he lias it in hU power to benefit his State by prudence the one side, or to injure it by irupru- ico on tho other. Let us carefully ird against any violation of tho lottor spirit of the act of Congress, and 'by disarm our euemios, who merely uu excuse in so-called outrages to int the sovereign will of the people prolong tho despotic rule of Radical ralism. _ ero is a mistaken idea abroad regard- ||j|| supervisors of elections for members JpCon gross. Under the first act super- rs could challenge, arrest, count bal- aud control the election generally ; t nnder the amendment of June 10, 2, supervisors have “no power to mnko ests or perforin other duties, except to tness all the proceedings of the officers ldiog the elections.” These supervisors were at first required bo two, of different political parties, ointed by a United (States judge in ioh of over 20,000 inhubitunts, on peti- u of two citizens iu good standing ; t they can low bo appointed in any unty, or any voting precinct, on the plication of ten citizens—merely to tness tho managers hold the election. Tho counties did nobly in the Octobor otion, as shown by tho official voto be- w, but let uot this easy victory lull ns to aputby, for the foe is wily and luny feat us in Novembor unless we come t again iu full strength, and thus for- r kill Radicalism iu the 4th Congres- lial District: Democrat. Onco again, O, Georgians, strike for vic tory! W. O. Tuggle, For Dist. Ex. Com. -Tho Sumter Republican gives an no- -ouufc of the pursuit of n party of cotton hiovos, and a fight with them, in Schley ouuty, on Wednesday morning last. A ogro man employed on the plantation of *r. Taylor Baisden discovered a wagon aded with cotton leaving the gin house, ere were several men with it. Ho in- t mod Mr. Baisden, and Mr. B. and the ogro mau, after arming themselves with uns, followed after the wagon and hieidto. They overtook them at the houso f Mr. Wm, Tiner, aroused that gentle- an, and ho joined them. Tho thieves ado fight, and one of them presented a ovolver at Mr. Baisdon, but was shot by hat gentleman. The others then fied, *nd three, who were on horseback, effect ed their escape. Tho othor three, includ ing the wounded man, were captured, The thieves were all white men. Raw Head and Bdoody Bones Poli tics.—If wo can believe the bulletins is- Huod from the office of the Attorney Gen eral, who seems to have added tho duties of court-newsman to his other functions as general superintendent of elections ami commander of the troops, rampant rebels nr? hnrrying the whole South with sword, pistol, ritle, and rawhide, shooting and scourging Republicans, and making tho country a hell upon earth. Bnt these armed hands invariably disappear upon close enquiry. We search the scene of bloodshed and desolation, and find every thing serene and prosperous. Dead men come to life and make affidavits. Mar- fyrs put away tho crown and tell us they have uot earned it. But Republican pol iticians go on chattering all tho same about a reign of terror, tossing their arms in wild excitement, and clamoring for • ‘“more troops.” It will not do. The peo- pie of the North aro not fools.—New York Tribune. Married Iu Mid-Air. ■ THE CEREMONY REPEATED ON TERRA FIRM A. Cincinnati, October 20.—Charles M. Coultou, ticket taker, married Mary L. Tho bal loou was gaily decorated, and rose majes tically, and landed in half an hour. The nuptial party drovo to tho Cathedral and wore remarried, to satisfy the bride, by Father Quinn. They held a reception last eveuing. This is the first bona-fide mar- xiage in mid-air on record. —Commodore Vaudorbilt, aged 70 years, will retire from active busmens, it is stated, in November next.
