Barrett, of the Sunday Herald, is seriously nick. —Between 300 and 400 men have been suspended from the Brooklyn Navy Yard. Debt statement: Decrease a trifle un der $ 125,000; iu Treasury $83,000,000 in gold; currency $10,500,000. —Senator Yulee, of Florida, denies that he is buying up slave claims, hoping that Congress will some day redeem them. —Specie shipments from New York to Europo, per City of Montreal yesterday, $100,0(H), including $30,000 engaged on yesterday. —An unknown vessel was ran down by the oyster tug May Flower, in Chesapeake bay. Five were drowned. Two clung to the rigging, and cue died of expoenre. —The committee of Jay Cook Sc Co.'s creditors say if the claims preferred against individual members of the firm are pro^n, there will hardly be anything left for the creditors of the firm. The meeting was orderly and will be con tinued. [ —In the Court of Appeals at Albany, N. Y , Evarts, counsel for Beeohor, ap peared for the bill of particulars, which would doubtless be vasty. Roger A. Pry or, counsel for Tilton, plead against the prematuro violation of the vastiness. The court took the papers. —The report of the Commissioner of Education, shortly to be submitted to Con gress, estimates the aggregate scholastic population of the 37 States and 11 Terri tories, between 0 and 14* years, to be 10,- 228,000. In expenditure per capita of school population, Massachusetts heads the list at $21.74. North Carolina re ports only 35 cents per capita of school popnlation. FOREIGN. —A London rumor is that the Cxar is insane. —The storm on the eaatern coast of Scotland and England has abated. News of wrecks of vessels and loss of life con tinue to be received. —Chester Campbell, alias Anderson, in jail at Ottawa, Canada, for forgery, shammed sick yesterday, and begged hie keeper to make up his bed. While the keeper was doing so, Campbell knocked hitnMown, locked him inside the well and escaped. , LOUISIANA IN WANHIMiTOlf. [ A SUPERVISOR CHUCKLES OVER BALLOT STUFFING. Washington, November 30.— General Fields is here for the purpose, it is said, of lobbying a joint resolution through Congress, legitimising the Kellogg rale in Louisiana. Major Shelly is here ostensibly in the interest of the levees. Election Supervisor Bonn, of Desoto Parish, is hero, northward bound. He is registered at tho taverns as N. Folson Bean, alia* Folsom. He claims a majori ty for tho Republican Legislature, and chuckles over the ballot stuffing exploits in various parts of the State. The objeot seems to be the review of the last election by order of Congress, leaving that under which Kellogg holds sway the one in fact. Insurance at Chicago. Chicago, November 30.—The commit tee of the National Board of Fire Under writers, who have jost visited Chioago to inspect the improvements made there with a view to safety against fires, are busily engaged in preparing their report, which was to be submitted to the Execu tive Committee yesterday. The resident manager of tha Imperial Insurance Oompahy of London, who is a member of the visiting committee, said ho thought that tho result of their obser. vations would be favorable to a renewal of business relations with Chicago, but it might be that the Executive Committee would decline to make any reoommenda- tiou further than to submit the matter to the several companies and leave to the judgment of their officers the propriety of re-establishing agencies there. THK WEATHER. Washington, Nov. 30.—Probabilities.— For the South Atlantic and Gulf States, Tennessee snd the Ohio valley, clear or partly cloudy weather will prevail, with southeast to southwest winds, slowly ris ing temperature, and slight ohangaa in pressure. TANT DEBATE — BISMARCK SPEAKS PLAINLY—THK BMP IKK BEFORE PROVINCES. Berlin, November 30.— In tha Reich* stag to*day, the Alsace-Lorraine loan bill was taken up, and gave rise to a moat in teresting debate. The Deputy from Al sace and Lorraine took occasion in the course of the disoaesion to declare that they were opposed to the high endow ment of the University of Strasburg, and to other dueal grants to the provinces, because they were made in tha iuteresta of the Empire and not of tha provinces themselves. Prince Bismarek replied as follows: The question before us concerns Imperial intarests. It is not a question of Alsaoe and Lorraina. Tha university is for im perial purposes. Iu a wall fought war, in which we defended onr existence, we conquered the provinces for the Empire. It was not for Alsaoe and Lorraine our soldiers shed their blood. We take our stand upon the imperial interests, for which—and not for the soke of their own ecolesioatioal interests—we annexed these provinces. We have other grounds for action than those of the people whose past leads to Paris, and whose present leads to Rome. My own views respecting the creation of an Alsace and Lorraine Parliament, which, at first, were too san guine, have been modified since I be came acquainted with the attitude of the Deputies from those provinces, tinch a Parliament would lead to oontinual agi tation, and perhaps might endanger the peace of the empire. We shall be obliged to take more serious steps in regard to school matters there. We are not to permit the existence of elements which strive to hin der education. My action is to be guided by imperial interests. I shall mot be frightened from my oonrse by reproaches, threats or persuasion before an advanca is possible. We must be oonvinced of tho existence of a trustworthy element. We may expect a better discernment in the rising generation, and must, there fore, see that good sohools are provided for Alsace and Lorraine. At the conclusion of the debate the loan bill was referred to a committee. The bill to carry into effect the provis ions of the Berne postal convention passed its third reading. NORTH CAROLINA. THK BOND BILL—BALKIOH ITEMS. Relkoh, December l.—In the State Senate to-day Mr. Jenkins, of Cleveland, introduced a bill for the adjustment of tho public debt of the State, which bill provides for the issuing of new bonds, payable at the expiration of thirty years, and bearing six per cent, interest, to be exchanged for the old bonds in the follow ing manner: The Treasury shall exchange the new bonds at the rate of twenty-five cents on the dollar for bonds issued since the war, but under acts of the Legislature adopted be fore the war; shall pay 1G$ cents on the dollar for bonds issued during the war for internal improvements; shall pay 12} cents on the dollar for bonds issaed for funding the interest on the pablio debt of the State under act of the Legislature of 1867-G8; shall pay 10 cents on the dollar for bonds issued since the war under the ordinanoe of the Convention, and the several acts of the Legislature, not to in- elndo the special tax bonds. The bill was referred. Thc'_ Federal Court met in this city to day, Judge Brooks presiding. The M E. Conference, South, of this State meets in this city to-morrow, Bishop Marviu, of Missouri, to preside. Cheap Transportation Convention. Richmond, Va., Deo. 1.—The American Cheap Transportation Convention met here at 10 o’clock this morning. Presi dent Josiah Quincy, of Massachusetts, being in the chair. Hoc. A. M. Keiley, Mayor of Rich mond, made an eloquent address of wel- come, which was very happily responded to by the President. A committee on credentials was appointed, and the Con vention recessed till 3 p. m. About seventy-five delegates are pre sent and more expected to arrive. The Convention reassembled at 3 'clock. John F. Henry, of New York, presented the report of the Committee on Creden tials, showing that about one hundred delegates were present. Z. D. Thusber, of New York, read an able report on transportation, in which he aketohed the history of railroads, dis cussed their relations to the people, show ed the evils of their construotioa and management, and pointed out remedies in general railroad laws oud the oontrol of through lines by the General Govern ment. # He disoussed the relative merits of ea nals and trans-continental railroads, and argued iu favor of the latter. The report was referred to a committee of one from each State represented, to be appointed by the various delegations. A similar committee on resolutions was also ordered. Recess till 8 p. m. THE PHILADELPHIA FEED. the past week that it was judged best to set thorn at rest by au explioit and author itative contradiction. No sale of the Press has been made, nor is any contem plated. New Obleanh, December 1.—The nine teenth annual conclave of the Graud En campment of Knighta Templar of the United Htates, begun in this oity to-day. The proceedings were opened by a large prooession and an addraaa of weloome. Delivery tof M. W. Miobael E. Girard, Grand Master of Masons in Louisiana, and a fitting response on behalf of the Grand Encampment by V. E. Sir James H. Hopkins, its Deputy Grand Com- wander. Ihe triennial oonclave then formally opened. Every State subordinate is fulty represented. Grand Master M. E. Sir, John O. A. Fellows, of Louisiana, deliv ered his official massage, covering his transactions for the past three years—a lengthy document of great interest to the order. Recess was then taken until to-morrow. Henry C1«wh Sc Co., having failed to answer in bankrupt proceedings, were adjudicated bankrupts, on the peti tion of Arthur Cooper, trustee of their London firm, and fifteen creditors iu this country, who state that they represent one quarter of the number and a third in amount of tho creditors.
