misaioners of the Freedman’s Barings and
Trust Company, having prepared their re
port, it will be presented to Congress to
morrow. It will show that on tha lnt of
July last, tho trustees of th* oompany se
lected John A. J. Oroawell, Robert Parris,
Robert H. F. Leopold as OQmmiaaionara,
with the approval of tha Seorstary of the
Treasurer, for tbe purpose of closing up
its affaire. They had a full oonfaranoa
with tbe Secretary of the Treasury, th*
Fret Comptroller of tho Treas
ury, and Comptroller of the Ourrenoy
as to the several provision, of the acta of ■ d-(r-l
Congress of June 20th, 1874, and thair "try dmerlptlon or work dmirul by
duties and authority in the premisM, cod
to determine the plan of operations.
With a few exception^ erery dollar re-
oeired by them has been depoeited in the
United States Treaaury, end wheterer ex
penditures have been defrayed have been
paid by oheck upon the same. Thus all
their oash transaction* pass through one
and the tame account.
The withdrawal of the ataitable funds
on band at the several branches wm at
tended with much delay and difficulty. In
moat of the cases, where proceedings bad
been commenced before the appointment
and qualification of the eommiasio!»n t
and bad progressed efficiently to operate

to an Adjustment- by the payment of the

In some cases they had to resort to the
purchase of the company’s property,
whioh had been seised and offered for

The proceedings instituted after their
appointment have been nearly ell settled.
They here also been compelled to re
plevy property seized, and furnish bonds
to abide the ultimate decision. They
quote the difficulties in Tennessee owiog
to e decision of Chancellor Cooper.
The cash and cash i'ems on hand at
the several branches, as colled for by the
books of the oompany at the elose of
business Jnly 11th last, amounted to
#140,181.44. Of this amount the
sum of #31,088 85 had been received up
to November 30th. The difference #17,-
442 00 is found to consist mainly of tem
porary loans, due bills and shorts carried
in the cash of eome of the branohee. A
portion of this amount tho eommiaeiomeM
fear will prove a total loee.
The Commissioners refer to the defec
tive system of book keeping and to the
