The new bill oocaaeee near to doing nothing aa poeei- ble under the forms of legislation. It professes to enact ia subatanoe that the eurreapy shall neither be more abundant nor leas abundant than it ia at present. To be suae, It withdraws only eight mil lions of greenbacks for every ten millions of new bank notea put in oiroulation, and in that view ia a measure of Inflation ; bot its authors claim that if the banka are compelled to keep a reserve of twenty K r oent., the issue of ten millions of nk notes will really add only eight mil lions to the curreuey in aatual use, so that the biU will work neither contraction or expansion. Conceding this view for the preaent, not wishing to encumber the argument with minor considerations, let ua trace the operation of the bill to its goal results, supposing it to be aneoaae- ful, and see whether it be not a measure of inflation. Banking ia to be perpetnel- ly free, but this withdrawal of greenbacks ia to eeaae when their amount ia reduced to three hundred millions. When that limit ia reached all the new bank notes issued will be ao much nicer inflation. The bill ia a perfect barrier against commotion in all the earlier stages of its operation, and opens the door to un bounded inflation aa soon as the pm- scribed limit is reached in the reduotion of the greenbacks. It may be said that the necessity of redemption will operate as a check. All nonsense. Bo long aa the banka are permitted to redeem in greenbacks, and tbs greenbacks are ao abundant aa this bill proposes to leave them, redemption will be no check. Tbs flnanoisl history of the oountry proves that this paper ourrenoy may be enor- mouaiy.expanded even when redeemable in ooin. Ibis haa often happened at times when there waa no immediate danger of large exportations of gold. But the green backs cannot be exported; and with three hundred millions of a redeeming medium aeoarsiy ia the oountry the banks will have no faar of being unable to procure aa large an amount of them aa they may need. The only eheck upon this tendency offered by the bill is a mem soarecrow. The repeal of the Legal Tender act, to take effect at ao distant a date as 1871), is a measure of mock resumption. In the intervening four yearn there will be four aaaaal sessions of Congress, and at any one of them the repealing act may be itself repealed, and will be repealed in ibadtaaesto public clamor if the ourrenoy should piove to bo considerably expanded in 1878. This danger oan be averted only by such measures ef immediate and oon slant operation aa will steadily approxi- mate the currency to the apeoie standard and bring it aeourely to par before the Legal Tender aot goes out of force. The proposed bill has no suoh tendency, and is therefore a abam measure .of redemp lion. It deserves to rank no higher than as a dexterous political dodge for giving a deceptive appearance of unity to the Re publican party on this great question. Isstsratlsa or Use Tea sued Casts Tax. Special to Iks Olnoinaatl Commercial.] A careful canvasa of the Finance Com. mittee of both Houses show that the pea- aage of the bill restoring the tax upon tea and coffee ia very probable, and that con sequently, there is little prospect of any increase in the tax on whiskey. It is ex- pectcd that the restoration of the tea and coffee tax will provide for all neces sary additional revenue without changing the whiskey tax. It ia the desire of both Finanoe Committees not to change the whiskey tax if siflloient revenue oan be obtained by other means.
