I'n- UMiaJ I'untion was taken to kee]i the caucus mid its proceedings private, and the Uscta! meeting place was abandoned for the judi ciary committee room. If Mr. Edmunds hoped by getting the senators into his committee room to 1>C more sueecsstul in whipping them into line fir the Northern Pacific forfe iture bill he wax disappointed, '.flic four senators who voteef hot to t,utile the Van Wyek amendment declined to tm Instructed to vote ngalm I the amend ment, and so tile caucus cnncludod not to try to instruct them. There was more or less wrangling over the question, tmt il was finally laid aside. It was decided to i< t Mr, Van AVyek’s bill to permit local taxation of lands granted to railroads follow the bauk- niptcy liill, and the Nebraska senator will take rule that tlie- agi'ci ment is not forgot ten. This was about the only thing rtst- tled in tho caucus. No effort appears to have been made to scoun• a hearing for t he Platt open session resolution, and the friends of the measure outside, of the sen- ntu aru rapidly reaching t lie conclusion that the number of senators who really wish to do away with the star chamber proceedings is less than the se nators t hem selves owe to have it appear. Mr. lllalr bad notliing to say to-day, and the caucus adjourned without) any serious controver sies. Janies (\ Matthews, whose nomination for recorder of deeds of the Jlistriet id’ Co lumbia tins been tiling up in the senate dis trict committee ftir a long time, came to Washington this morning to give the com mittee a clianue to question him in person concerning the charges which have been itlecl against him. tic was accompanied by a number of friends, colored and white, who were anxious: to satisfy the committee t hat lie was a fit man to be confirmed for the place Mr. Cleveland proposes to have him fill. They Wad been subprenaed by the committee to dome and tell whether' they knew Matthews had threatened to have colored men employed nt the cflpitol in Albany discharged unless they voted the democratic ticket, that being t he special offense charged against Matthews. All these witneNffts were heard by two mem bers of the committee- Mr. In galls and Mr. Harris who sat as a sqb-eoinmittee with closed doors. Each witness was received alone, and after each had answered t lie questions put to him, Matthews Wns admitted. He defiled em phatically flmt he had ever engaged in the sort of political work charged against him, and presented the evidence of Pnstor Htov- evhlenee of enson, of the African Methodist Episcopal church of Albany, the Ifev. Mr. fid-rick, of New York, ftud other gentleman, that be was not that sort bf a politician. Matthews learned with pleasure, nut without surprise, that a colored man named Cyok Was the only witness who had anything to say of his own knowledge against him. Cook as serted that while a onpitol employe to wns told by Matthews that if he voted Die republican ticket Matthews would have him discharged. He voted the'ticket and afterward he was discharged. The wit ness did not- care to hwiur that Matthews hint him dismissed, but lie thought that, was the case. This Was the strongest ut i- denee against tile nomihei. Mr. Ilewett is aiso to app ar before tile committee and Mr. Alielt rook, of New York, telegraphed to-duj that an important petition agumm the passage m the bill would rcaeli Washington Die latter part oi this week. Senator Dale mul t'un- gi'essiniHi Millikan, of Maine, were present to-day din ing the hearing and questioncil Messrs. tilaeklbrd md Henjamiii very closely almut their knowledge of the habits of muekurel. it is expteted the hearing will be resumed on Friday. Win a the bill to lorluit a portion of I lie lauds granted to the Northern Pucilie rail road was taken up in the.senate to-day Mr. Dolph, wlio stands us its author, tried to answer the speech made by Van Wyek on Friday. Ho talked long and earnestly, but as his most prominent assertion was that the bill was against the interests ol' the Northern Puerile it hardly made tlu: im pression the senator desired. Tim belie! that the bill is just what the railroad com pany wants is too strong to he overcome by uny speech the Oregon senator has .vet made. Mr. Dolph showed that la wns still smarting front the .‘fleets of his debate with Mr. Van Wyek last week by refusing to allow Die Nebraska senator to interrupt him with a question, although lie willingly extended Dial courtesy to Mr. George. Thu latter followed Mr. Dolph with an earnest argument against tlit- J'olpli bill, hut tlie Oregon senator had talked so long that by Die time Mr. George had got nicely into his argument the morn ing Lout had expired and the bill went over until to-morrow. The discussion has brought out some stubborn facts about the Northern Pacific road and its lands, and there is reason to believe that the V.ui Wyek ameudmetu will receive more votes t han were east against t he motion to lay il upon the table. So much has been'said about railroad in fluence in tbc somite and the house since the land forfeiture and taxation bills have been under discussion that Senator Beck bn-, concluded that something ought to lie done. His idea of whilt ought to be done took shape in a bill which lie introduced to day making it unlawful for any senator or representative to net while such as the attorney or agent for any road which lias received a land grant from congress or for any officer of such road. Mr Beck fixes the penalty for being retained by any rail road company at ?5b00 fine or imprison ment lor one year or both. As he did not think any committee could give the senate uny new light on t lie subject, Mr. licek asked to have the bill laid upon the table until lie was ready to make a speech upon the subject. If the bill should become a law, which would be a genuine surprise, it might trouble sunn of tbe senators who now find time while voting on railroad Puls to step into the supremo court and argue railroad cases, for which tiieir fees amount to a good deal more than their sal aries as senators. 1 he house judiciary committee to-dav tun her considered the Edmunds Utah bill, and now hope to finish it at their next IlK'i'T 1 TiHU-,,. ...... ... n Kepumtoali. Tin stsobiUiJu ol tbe Cumberland Pres byterian gem ml assembly at Betlalia against tuK.ccn is so conservative in its tone that it doos not come under the same heading as tlie counterblasts of which so many have been issued against Die wood from King .James’ time downwards, its eiJuoti however, to admit tlie propriety of oiossiiig Die uso ol tobacco in any form as a vice, and to deny il to ministers under tlm assembly's jurisdiction and us far us its authority goes. To abandon tobacco is thus made a matter ol'conscience to many men of blameless and self-denying lives who have found it u solace. They are culled upon to lay aside one more human weakness, because it is an offense to tile strong, and. no doubt, most of them will overcome thenisoii es uud obey tiro will of Die majority. lf.it is duHiraliio that ministers of the gospel should do their work among men as a superior order of beings, there can be no question of tlie propriety of any action which tends to make them superior to human weaknesses in this or any other shape; nor can there he an.v question either if the use of tobacco is a vice and a sin— evi n as a small vice and a very little sin. Ministers of tlie gospel, being human, are expected to sin, but not to sin willfully and habitually. If, on the contrary, the use of tobacco is neither a vice nor it sin; if it is only the gratification of a nerve-craving— natural to all who are born with nerves, and not hurtful except tlLrough abuse, the action of the assembly can only be construed as a step towards making its ministers super human. It can never succeed in this, though it may make them ascetios, and thereby divest them of the influence they have among men on the basis of common weakness and common sympathy iu it. But it is very certain that if tobacco is a vice, a sin—even a habit that does more harm titan good, or gives offense to the weak-—whatever comforts or consolations it supplies in tho mutabilities of human life are not for ministers. They must add another sell-denial to the many their call ing forcas upon them. But is it any one or ali of these things? Of this there have been, since it was known, two opposing opinions. Charles Lamb wrote for the majority who know what it is by experience: Koi thy snlco, U haeco, I p 1 Would do unytliinft hut die. While the opposing extreme has been embalmed in verses not less celebrated or imperishable: ] would not 'iso tobacco, said Little Edward deed, i would nut use tobacco, for Tis a JiiiHty weed. Extremists are alwn.ys ready to demy that l here is tiny guldcu mean between tiieir opinions, but if one is possible here it will be found with those u ho hold the use of tobaceoa mutter of taste, and tobacco ifc- s.qlf for .those u ho hayo the tojuporaaiient V.'liicI) gives them a tasb for il, a luxury to be used as tiieir temporal eiryumstances and physical conditions allow.
