AunuBt 31.—A dispatch was re ceived at the city hall this afternoon fro u the mayor of Belle Plains, ;iowa. which states that mi artesian well four inches i, diameter burst when the depth of ISO r,., ■ had been reached in boring;, and instantly a volume of water was forced into the air to ft distance of several hundred feet. This gradually increased in size and volume un til a stream of water fully sixteen inches in diameter was formed, and the upward fore . of this stream is equal to the power o' powder or dynamite. The water in huge volumes, is spouting high in the air, and tiie supply seems inexhaustible. Two gigantic rivers have been formed by thi* water burst, which are running through the town at the rate of twelve miles an hour, and carrying everything before them. Houses and lives are threatened by this peculiar freak of nature, and the citizens of the town are appalled at their impend ing danger, which at uresent they are powerless to overcome. Finding it im possible to divert this damaging flood, an attempt was made to insert sixteen-inch holler-iron tubes into the well, but these were instantly blown out and forced high in the air. Finding this plan useless, the terriJiod people then attempted to (Hi up the huge aperture through which this terrible river was spouting its deluge. Fif teen carloads of stone were emptied into the well, bqf, these were instantly blown out and forced upward as though propelled by the force oi a bursting magazine of giant powder. Bags of sand were then hastily constructed and cast into the well, but these, too, were hurled into the air by he tremendous force of the spouting wa- er. The Northwestern railroad was thon •called upon for assistance, and instantly sent a large gang of men to the rescue. The bridge gang of the oountv was called upon, but up to this evening no abatement In the flow of water was perceptible, and the rushing rivers formed by it were washing t he channel it had made deeper and wider, while the basin formed by this immense volume of water was spreading over the lowlands in the vicinity. The mayor of Belle Plains, in his last extremity, telegraphed to Chicago for the best engineers that could be secured to come immediately to the spot and use their skill and energy in attempting to stop this perilous condition of affairs. City Engineer Artingskill, to whom the matter was referred, at once started out to find an engineer who would supply the demand, and succeeded in inducing Engineer Morgan to undertake the mission. Messrs Artingskill and Morgan are, however, both of the opinion that but little can be done, if anything, to stop the flow of water, but that it may be possible to direct the rivers into less dangerous directions and confine them to their present channels. Mr. Mor gan left for Belle Plains to-night, and if more assistance is necessary, Mr. Artings- kil) will send all that is needed. This is regarded as one of the most phenomenal freaks of nature which has yet been known, and the threatened danger to the people and property of Belle Plains de mands instant and energetic efforts to stop the ruinous deluge of water. There is plenty of ground for the protest of the Australian authorities that although the French promises to leave the New Hebrides aloue were all very fine, no cor responding action has been taken at all. The Republique Francaise of last night does not hesitate to claim the islands defin itively and to pooh-pooh all diplomatic in terference. The following is a translation of its editorial article: It is only one company of marines that a modest cruiser has landed out there. It is over a few poor huts that the tricolor is floating. But nevertheless we have not learned of this landing without real pleas ure. It is settled at last, or we hope so at any rate, this eternal question of the New Hebrides. That annex of New Caledonia is at last ours, we may hope, in spite of the claws of England and her superannuated pretension. . If, diplomatically speaking, we are not yet the definitive possessors of that group of islands—the New Hebrides—on which we have just planted our flag, they are at least ours by the right of first occupation. Diplomacy will come next. Protocols will follow. Official notes will be exchanged, but our little soldiers of the infantry and of the marine are already there, and they will not be driven away by diplomatic notes or by protocols or by formulas. This time it is not MM. le- Anglais who have fired first. We have got well ahead of them. It is time to show' our neighbor that we also are a colonial power, that we also have some rights on the sea, and that when need calls we can make them respected. We have vessels and marines for that purpose, and above all we have the will, which has too long been lacking. It was formerly an article of faith that all which was not continent—everything which, according to the old geographical formula, was sur rounded bv water on all sides—belonged more or less to England. There is a well- known anecdote of that ambassador of Great Britain to the Venetian republic who was floating one day in a gondola on the lagoons. He dipped his hand into the water, and then lifted it to his lips. “Ha, ha!” he exclaimed. “It is salt. This is ours.” The story is very English, and the pride of it is English, too. But the New’ Hebrides will be French. With regal'd to these words of the Re- n ue Francaise, there is only this to d, that if they are translated into deeds by the French republic, a casus belli, as clear as anv in modern history, will at once be established. This is perfectly well recognized on both sides to the dispute, and Lord Iddesleigh will continue the vig ilantly defensive measures that Lord Rose bery began. The prime minister ol Vic toria complained yesterday that the French had not yet evacuated the islands; he will, no doubt, be assured by Lord Iddesleigh that so long as the French remains, so long also will English men-of-war remain.
