I am sometimes asked where Mr. Blaine
gets the money with which he keeps up
his handsome establishments at Augusta
and Bar Harbor and maintains the expen
ditures of his expensive family. Everybody
knows that when Mr. Blaine came to
Washington he had nothing except his
sala-y, and lie has had no regular business
since ; but Mr. libdne, a born speculator
has improved evelf opportunity since ho
first came to Washington to make money
out of speculative investments. Hu has
always had several irons in the fire one
of which was pretty sure to come to some
thing. Oi course, he always availed
himself of his official position both to get
these irons and to keep them hot. During
the last campaign, when the inquiring
mugwumps asked how Air. Blaine had got
rich, they were told that it was out ot some
vague coal land investment in western
Pennsylvania. It will be remembered that
it did not take long to explode Unit theory.
UP h> Hie last campaign I am inclined to
think that Mr. Bluine had no large regular
income, depending upon separate opera
tions for money, and that none ot these
returned any very considerable sum; but I
am told that Mr. Blaine has had for two
years a very large income from t he “Small
Hopes” silver mine in Colorado. This mine
was bought by R. C. Kerns, the St.
Louis star route contractor, while on a
visit to Colorado several years ago. He
promptly putliis friends—James G. Blaine,
Stephen B. Elkins and Preston B. Plumb—
into the company that he formed to ope
rate it as stockholders. At that tinnf. Mr
Kerns supposed that Mr. Blaine would be
the next president of the United States.
Mr. Blaine is not president of the United
States nor likely to be, but he owns some
thing like a tenth of the “Small Hopes”
mine, and if, ns I am reliably informed, it
is paying $1,000,000 a year, Mr. Blaine will
be able to lay up some money. Of course
Mr. Blaine has $5000 a year from Mr.
Leiter for his house on Dupont circle here,
and also has some returns from his invest
ment with Henry G. Davis in West Vir
ginia.

Well, I’m blamed glad vacation season
is over. Beach be banged ! I lived with
my wife and children in a house about os
big as a dog kennel and nearly as cool and
comfortable as a rolling mill. Cost me
twice as much to live, and had every meal
seasoned with flies and sand. Spent all
my time seeing that my youngsters didn’t
get drowned, while my wife circulated
around with a lot of other tom-fool women
dreBsed like a Fourth of July horrible. Yon
bet I’m glad I’m home. I’ll spend the hot
•weather next year in my cellar, and don’t

There was a rare row at the Royal Vet
erinary school in Berlin the other day.
Prince Bismarck’s favorite mastiff R.vras
was sent there for treatment on the day of
his master’s departure from Kissingen,
and one morning he was mysteriously
missing. The whole police force of the
city were at once set to work to recover
the dog, who, however, was not captured
till late at night. The people with whom
the animal was intrusted are wondering
what Prince Bismarck would have said or
done to them if his pet and companion

Cliff Clay told the boss fish story vester-
day. He says a friend of his caught twenty
perch at a certain place in the river a year
ago, but as they were so small he marked
them and threw them hack in the water.

he caught a number of fish, among them

H E IT ORDAINED, That from and after Oc
tober 1st, 1886. no cattle shall be permitted at
night in any of the streets or parks of the city,
and from October 1 to April 1 shall be permitted
neither day or night, except while being
driven through the same; and any
cattle found so running at large shall be im
pounded by the chief of police, who shall adver
tise and sell the same after giving three davs
notice of time and place thereof, and unless the
owner shall within that time redeem the same
by paying 50 cents for each head of cattle, with
25 cents per day for feeding. When sold the net
proceeds shall be turned over to the city treas
urer for account of owner.
Be it further ordained. That nothing in this
ordinance shall he construed to prevent the
grazing of cattle upon any oft he commons of the
city.
Adopted in Council August 4th, 1886.
