WAHHiNdTON, October 19.—In Washing ton you .seldom hoc ii soiled or torn bill. Min'li of the money put into circulation here in by government employes, who are paid at tlie treasury with new money. Then those who do not draw money from the treasury for salaries can go there and exchange old bills for new ones. One of the first things that the Washington citi zens observe on getting a considerable dis tance from tin seat of government, is that the paper money is much more dilapidated in its character than at home. This pecu liarity increases as he gets away from Washington. Few peonle who see these new silver cer tificates realize the amount of labor that has been expended upon them ortho num ber of hands that every one lias passed through before they are ready to pass into the hands of the people. To say that they are handled a hundred limes a piece in their printing would probably not be an exaggeration. The notes, and in fact ail the valuable sheets of paper, are counted thirty-five or forty times at different stages of the work before they are allowed to leave the bnreou, and if there is an error it can bo traced in a very few minutes. Every person who handles a sheet or notes puts a private mark oil it. After the notes are completed they are sent to the treasury building in Iron wagons closely guarded. When they are received by the treasury officials they are again counted bufore be ing deposited in tlm great many vaults. Every precaution is taken, and it is rarely that there is an error made in handling the millions of dollars printed in the bu reau. When the bureau is closed for the night all the engraving plates and rolls, and all the Hheets of notes, stamps and se curities nre carefully counted and verified and safely deposited in the vaults before any of the employes are permitted to leave the building. All the specially pre pared fibre paper used in the print ing of notes and bonds comes from the treasury officials. When the paper is received at the burenu, the sheets are carefully counted by ladies em ployed solely for this purpose. If the sheets are found to lie correct a receipt is given for the face value of them after they have been turned into money. They are then given into the hands of the plate printers, who print the notes on a sheet. After the printing the notes are lettered and numbered by machines, and then the seal of the government is stamped on them in red ink. The sheets are then cut and trimmed, the notes are again counted and then they are made up in packages to be sent to the treasury. The work of preparing the plates is an inter esting one. The original plate must he en- f ;raved in very hard steel. The very fine ineB required could only be made in this way. In order to print any considerable number of tho notes from them, however, there must be more than one of these plntcB. Instead of making duplicates of very hard steel, which would require a great amount of time, they make dupli cates by a very interesting process. A jilate of soft steel is placed oil top of the ’ engraved plate, and the two are placed in a powerful press and pressed together with great force. This causes the steel of the soft piece to receive the impression of the engraved plate upon which it rests. Of course this impression is just the re verse of the plate itself, so that, where there is a depression in the original plate there is a raised surface on the other plate exactly corresponding to .t. This second plate is then hardened by a peculiar pro- ceas until it is as hard as the original. Then another piece of soft steel is laid upon this hardened plate, and they are subjected to a great pressure, which causes the raised lines in the hard steel to sink Into the soft steel, and this produces an exact duplicate of the original engraved plate. This is hardened and used for printing the certificates. Even this does not fully satisfy, however, And generally four of these impressions lire made on one large plate of steel, so that four of the cer tificates can bo printed at one impression. It is ridicu lous the talk some people are making about the danger to property in land in the event of his election. The man who educated himself in his spare hour's while working at the com positor’s ease, and as a sailor before the most, with no Oxford or Harvard to aid him, cannot be set down as visionary or a mere theorist. Although 1 differ with him in polities, 1 must say that 1 admire him greully as an upright and able man. No railroad franchise steals or such jobs can be smuggled past him. ‘‘I don’t know that I ean tell you much London news. By the way, I heard nearly every one of the home rule debates, and was present when Gladstone was defeated. It seems to me thut home rule will be granted to Ireland within a short time. Lord Churchill evidently sees that l’arnell and bis solid eighty-five Irish votes, backed up by the Scotch and Welsh members, will be a great stumbling block iu the way of English affairs in parliament until Ireland getS self-goverument. I think that, iu view of this fact, Churchill will form a coalition with Parnell, grauting home rule ut some date in the near future. He will thereby secure a per manent lease of power ' for his party by the alliance with Purnell. That looks like a bold programme, but I think events will soon bear me out. Lord Churchill is a much brainier man than his enemies give him credit for being. As for Parnell’s al legiance to Gladstone that ean not keep him from effecting such a combination with the conservatives.
