HOW Mft. MANNING WAS CUftEO. Tli« Physician l> Attendance Tells the Story of Ills Treatment! New York World. . Dr. Edwin T. Osbaldistone returned from Washington yesterday and eoniirnis the reported improvement in Secretary Manning’s health. He said that the re ports had not been exaggerated, and that Secretary Manning has so far recovered that it is considered unnecessary to have a physician in constant attendance. Secre tary Manning has suffered, for the past six mouths, from lesion of the brain, a rup ture of tlie minute blood vessels at the bnse of the brain. No fusion of blood to the brain occurred, or the attack would have necessarily been fatal. It was at first feared that he was stricken with paralysis. The whole trouble with Mr. Manning seems to have been lack of exercise and a general running down of his system. “Secretary Manning sent for me,” said the doctor yesterday to the reporter, “on .Secretary Whitney’s advice. I have treated Secretary Whitney and Senator Paine for the last seven years, and they both advised Secretary Manning to try my massage treatment. Secretary Whitney, who is a g reat chum of Secretary Manning, told me e was afraid he was getting worse, and thought I might be able to help him. As soon as he arrived from Washington, the 10th of this month, I went to the Fifth Avenue Hotel, where he was staying. AVhen I saw him he was in a low condition. His walk was very unsteady, his sight dim, and he suffered almost continuously from pains in his face and the back of his head. These pains, I found, were merely neu ralgia, but the sight of his left eye was much impaired, and he had almost lost the use of his right hand, which was almost purple in hue aud hung listlessly at his side. I immediately put him under my mas sage treatment and tie soon began to get well. While several Kingston men were con versing the other night regarding the in telligence of animals one man suid that he owned a mule once that, when plowing, recognized the sound of the dinner horn. It could distinguish a particular horn from all the other horns in the neighborhood. Whenever it heard that horn it would im mediately raise its voice and commence to bray. Another man said that once up-j.i a time he owned a horse on a farm, and the horse, too, became well acquainted with the sound of the dinner horn, and in plow ing corn or doing any other work of that kind the driver would be forced to stop, unhitch and take the horse to dinner, for the animal would refuse to plow any longer. No matter how well the horse worked, making a bee line across the fields in running the plow, its course would be for the gate the moment it iieard the horn. “Now, didn’t that horse think, and didn’t he reason with himself, ‘That means dinner?' ” A MOST I.IKEKAI, OFF flit. A Vigilulice Committor Formeil Who Threaten the Saloon-Keepers of New Ueilloril, Ohio, with Extinction. Cleveland, Ohio, October 23.—The people of Bedford, near this city, have organized a vigilance committee to drive out the liquor sellers. July 3d a number of Cleveland militiamen got drunk in Bed ford and had a free fight in the streets, and about a month later the citizens voted ou the local option clause of the Dow law, the prohibitionists winning. A law nmi order society was formed and the saloon keepers given twenty days to leave. Thev remained, however, and sold liquor with great secrecy. A vigilance committee has been formed with instructions to secure evidence against the saloou-keerpers, nearly all of whom have turned their places into alleged pool- rooms. The vigilance committee lias se cured the election of F. Marble as assistant marshal. It is said he draws extra pay us the representative of the vigilauts. F. M. Ball, who keeps a pool-room, has been arrested for selling liquors, and will be tried next Tuesday.
