DAILY ENQUIRER • SUN; COLUMBUS, GEORGIA, TUESDAY MORNING, NOVEMBER 23, 1886. ARTHUR AT CHICAGO. Bon. Wultor Kvhii«. rx-Commlwiloiii'r of Intonml KrfrRNr. on IliN Lull* Chief—HI* Belief That Hnri He Been \<imln»led lie Would lie * Mylna Prenlilenl To-iluy. Courier-Journal. Hon. Walter Evans, commissioner of In ternal reiei uc under President Arthur, and the lender of his forces in the Chicago convention which nominated Mr. Klaine, was seen in a social sort, of wav by a Courier-Journal man yesterday. He paid a high tribute to the character of the ex- president. and when questioned as to the contest for hit nomination in 1884, said: “it is a vi ry common but a very great error to suppose that President Arthur used his otllee, its powers, or its patronage, to promote his nomination in 1884. 1 was in position to know something of the real facts of the matter, and can sa.v positively that the charge was unfounded.’’ “Did ho desire the nomination?” “That lie desired the nomination at the hands of his party 1 have no doubt what ever, no more than T have that, all things considered, he deserved it. Hut, il I could correctlv gauge his feelings, it was that lie Would Immensely prefer to receive it. in recognition of otiicia! merit than secure it. by 'working’ for it after the manner of the more politician, lie had earnestly, and, indeed, qui 1 e successfully, endeavored to subdue faction in his own party, and was doubtless naturally mortified to find that he had thereby sacrificed himself person ally rather than woll'thc applause of the OTgnimation In? bad no long served.’ “Did he not make friends by It?” “Whatever the mishap to himself, it is certainly true that, while his coarse ns president hud put. his party, in t in: main, in good trim for the coming fight, he had thereby made few new friends and had lost many old amt valued ones, and it. is equally certain Unit the so-called independents de feated him at Chicago, ns they afterward defeated Hl.iine at the polls, and yet they could allege no cause tor deteating Arthur except that they laid misjudged him before he became president.” “Was it, in the books to nominate, linn, Mr. Evans ?" “Had Arthur used the unexceptionable means at the president’s command he could easily have been nominated at Chicago, but 1 hose nearest him knew he would not do it. Indeed, the private com plaint of his friends at the time was that he could not be induced to do anything at. all. The arts of the politician were for gotten by the president. The most he would do was to listen to what his friends suggesti il and leave them uncertain whether to take any interest ill the mat ter or not.” “Yet Mr. Arthur was counted a leader among politicians.” “Yes, and looking back upon that time now in the light of t he last year and a half, I am satisfied, too, t hateven then the seeds of his mortal disease had already been deeply sown and had sapped the founda tions of his energy and activity. Other wise I can not account for a certain listless- ness and inertia which prevented a livelier interest in such a momentous matter, even though he would take no active part in se curing n result. I have no doubt there were causes of the absence of any fully organized plan for his nomination at that time. Such efforts in this direction as we re made at. all were sporadic ami local and wiihout any head. In fact, many of his most active opponents were persons whom ho had appointed to offices or re tained in them. Doubtless ho folt, and felt keenly, the pangs such thingH were likely to produce, but lie left all such persons perfect freedom of action, and not one of them was disturbed for it. He was, indeed, the least revengeful of m n on his own account, as well as on ac count of his friends, ana lost by this in more ways than one; but all of it, worked for the good of a party unwilling at the time to acknowledge it. No man was ever more the victim of his own justice to bis own party.” “But suppose ho had been nominated. Was lie not saved a defeat?” "Had he been nominated I believe he would surely have won. Probably few doubt that now. There would have beeu little disposition to defeat him. Indeed, the opposition to his election would have been formal only even by the democratic party. If party machinery appeared to comdemn his add ministration, which was clean and upright, I believe the peo ple did not agree with that view. His ap parent loss oi' popularity was wholly with out just cause, and was necessarily tempo rary. It, was brought about by interested and artful agencies, and had no foundation in the moral sense of the public which soon reasserted itself and lias since done him more justice. If some one of the am bitious politicians who aided the work of defeating him, moved by a clearer percep tion of the moral status of Arthu.’s claim to the nomination, had secured it with his own name for second place on the ticket, that one politician, whoever be might have been, would in ail human probability be the president of the United States to day.” Hnhiriii.
