A special to the World from. Washing,
ton says Hint n gi iitlctnen from UincimmU,
■who 1ms for a number of years been prom
inently connected with the railroad sys
tems in Ohio and who is perhaps ns close
to President Robert tlnrrctt, of the fi.iltl-
moro and Ohio road, ns any person not a
member of his official family, has said Ion
representative of the World Hint a new
departure of the llaltimore and Ohio sys
tem might soon be expected. In brief, the
Baltimore and Ohio people are negotiating
for lines leading to the soul hern territory.
Since the Baltimore and Ohio Ins!, control
of the Ohio ami Mississippi, which gave It
an outlet to the Mississippi river ami be
yond, and through the friendly relations
with the Illinois Central, an opportunity
fbr a fair proportion of the tratlie from
the south, an abrupt terminal has been
forced at Cine.innal i. The Ohio and Mis.
adssippi, which is now in the control of the
Erie, makes it a hostile line to t.ho inter
ests of Hip Baltimore and Ohio, with little
interchange of t rattle at competitive poi nts.
Hr. Garrett si eing the necessity of finding
an outlet to the south for the necessary
traffic with which to feed the northern
aystem and make more formidable com
petition with t he Pennsylvania road, which
is closely allied with the Louisville and
Nashville, is at Work, hoping to either ne
gotiate ft traffic agreement with ora pur
chase of the Uinoin lati, New Orleans and
Texas PaciQe. more generally known as
the Cincinnati Southern or Queen and
Crescent. It is a well-known fact among
the close friends of Mr. Garrett that on
his recent trip to Europe he spent several
days in close consultation with
Baron Erlunger and the Lon
don board of directors, who own
that portion of the system from Chatta
nooga to New Orleans ami Marsh ill, Tex.,
and are os well the lessees of the Cincin
nati Southern division, extending from
Chattanooga to Cincinnati. There uro em
braced in the system almost 1200 miles of
road, 330 of which are owned by the city
of Cincinnati a.-.d leased to the syndicate
of English capitalists owning the balance
of the system. It is also true that the
foreign owners are desirous of disposing of
their holdings, as the road managed inde
pendently of either of the east and west
Irttuk lines lias not In the past year
and a half, since its completion into
Texas, paid the expected semi-annual divi
dends. The confeience between Mr. Gar
rett, and the Erlanger syndicate resultedina
proposit ion to sell the bonds of the owned
lines and a transfer of the leas" of the Cin
cinnati Southern division. The matter
was quite thoroughly canvassed during
Mr. Garrett’s two months’ stay in London
and Paris. Hu has laid the matter before
his hoard of directors, and it is understood
the plan has been received with much fa
vor. The principal object inn thus far
urged is the present lease of the Cincin
nati Southern, which, in the opinion of
the Baltimore and Ohio directory, is too
high a ’•ental. If the present, lease can he
abrogated or modified to reduce tile rental
th ire is no doubt but that the proposition
Will be accepted. It was at the same con
ference that Mr. Garrott secured the right
to operate the Baltimore and Ohio express
over the Queen and Crescent system.
■With the acquirement of this system
it will place the Baltimore and
Ohio upon equal footing with the.
Pennsylvania, who are contemplating a
purchase or lease of the East, Tennessee,
Virginia and Gcorgi. system for an inde
pendent entrance to the south ancl south
east. Now that ihe Baltimore and Ohio
have an entrance into Now York the Penn
sylvania people believe it necessary to get
a controlling interest in the East Tennessee
in order to prevent.a traffic agreement hu-
iug made with the Baltimore and Ohio
fro m Bhenandoah Junction or Washington
into Now York, the I' ansylvanla now en
joying this feeder at Harrisburg. Another
meeting of the Baltimore and Ohio di
rectory will 'a; held to further consider the
matter wit hin a few days. It is probable
the negotiations will be terminated by the
1st of January.

'The reduction of Internal revenue nnd
the taking off of revenue stamps from l’ro-
K riotary Medicines, no doubt has largely
i-nefited tho consumers,ns well as relieving
the burden of homo manufacturers. Es
pecially is this the case with Green’s Au
gust Flower and Bosehee’sGerman Syrup,
as the reduction of thirty-six cents per
dozen, has been added to increase tiiu size
of the bottles containing these remedies,
thereby giving one flft ii more medicine in
tho 76 cents size. Tue August Flower for
Dy« pepsin and Liver Complaint, and the
German Syrup for Gough ami Lung trou
bles, have perhaps, the, largest sale of any
medicines in the world. Tho advantage of
