therefore simultaneously—of com

This bonanza relates to the appoint
ment of Mr. Hilliard to the Brazilian
mission. They say that hs was ap
pointed aa an “o!d Whig and Union
man during the war.” They admit
that he is a man of culture and all that■
and yet tbeee model civil-service re
formers virtually claim that a civil
service-reform administration should
a man because of his past pol
itics. But let that pan.
Instead of being an “old line Whig
and a Union man during the war” they
claim that documentary evidence
proves that he was the confidential

passed April 30, 1861, the two house*-

ed by Mr. Hilliard, who was introduced

Harris, then Governor of Tennessee,

commissioner from the confederate
of America. Hilliard made a
long argument in favor of aecession^nd
d its conclusion, a resolution wa*
adopted authorizing the governor to
appoint three commissioners to act for
the state in arranging the conditions
by which Tennessee should be admit
ted to the confederacy. The commis
sion era met, and a copy of their agree
ment is shown, signed by G. A Henry.
A. W. Totten and Washington Barnes,
for Tennessee, and U. W. Hilliard, for
heconfederate states of America. Thi*

All this is, of course, horrible
