The: tax-payers are not as, excited,
however, as - they are’in South. Caroli
na, and ■ the reason is that there has
been no increase in-the- rate' of taxa
tion. -and the valuation of property is
made on oath by the owner liimself,
instead of being fixed by the assessors.
The burdens imposed on the tax-pay
ers are riot, thereforej'at once increas
ed, the money which is said to have
been squandered baving been,

INGS OP A RALLROAD BELONGING. TO
THE STATE. '
This raflroad runs from Atlanta to
Chattanooga. Nobody appears to know
to what amount the State debt has
been increased since the reconstructed
government got control. Nobody can
know but the; Governor, who has been
given-by the Legislature a surprising
latitude Of . discretion in .the matter of
issuing bonds, which he., seems to
print or sell or hypothecate in. quanti
ties to suit his judgment or conveni
ence. The Comptroller-General says
be has no record to show, the number
of new bonds issued, and,the Treasur
er says that his office is.
TOTALLY IN THE DARK.
-About the amount of the debt, and
that the Governor gives him no infor
mation -upon the subject. Govern
or Bullock says that when the financial
operations lie is now conducting are
complete, he thinks the augmentation
of-tiie'debt since he went into office,
mil not exceed two millions, though
why it. should have been increased at
all, is not easy to nriderstand.-
These-financial operations now in
progress are those about which there
is most complaint. The Legislature
Of last year was in session long chough
to;
EMPTY THE TREASURY, ‘ DEVOUR THE
SCHObL-PUNDS,
and contract additional expenses to
Hie amount' of about §200,000 which
there was no money to pay. To raise
money to meet these unpaid bills, the
Governor was authorized to issue
bonds, “to -a sufficient amount,” in
the language of the law. Governor
Bullock, trader this authorization, has
had bonds printed to the amount of
§2,000,000. The Treasurer refused to
sign the coupons, and bis signature
was engraved and printed on them.—^
He threatened a prosecution for forg
ery and. the bonds.thus printed were
returned to him. and replaced- by otb-
ei's, with the name of the Comptroller-
General substituted for that , of the
Treasurer.
The same. Legislature authorized
the issue of seven per cent, gold bonds
sufficient tp redeem .the old debt of the
State as it should fall due; and, under
this act, it is charged that

of bonds have been issued, although
the old bonds now due and redeema
ble amount to only about 8350,000.—
The public have no knowledge Of the
amount of- the obligations that have
been issued, or to* wbat uses the money
realized has been put, and this gives
rise to ritonerous minors of ;the em-
ployment eff the funds-for speculative

in operation in the United- States.
Their cost is put down at §2,4000,000-
000, or just about the amount of the
national debt. As an inyefetriierit, we
think it wiU'be admitted the railroacls

war. Thefe is-in-.Massachusetts a mile
of railroad to every fivemD.es of area. If
the whole country was netted in that
way, we should have • 000,000 miles of
lines.

MISUSE OF THE REVENUES DERIVED FROM
THE STATE RAILROAD.
In 1869 fins road brought to the
State Treasury the sum of 8300,000. Alt-
the beginning of. 1870 the Governor,
who is ex-qffioio President of the road,
appointed his friend, Foster Blodgett,
Superintendent, who, paid §25,000
into the treasury during the first month
of his - management, and §20,000 the
second, but Afterwards ceased to .pay
anything. At the end of the year it was
found that riot only had all the earnings
of the road been sp£nt, bnt .that a
debt of ,§700,000 bad been contracted,
.which the State had to'pay r Fortun.-
ately .for . the tax-payers of Georgia,
this system of railroad , manageihent is
not still agoing on. . The road, was leas
