WASHINGTON.
Washington, May 22.1873.
Tho following proclamation excited surprise in all
circles. Senator West, equally with others, vras sur
prised:
A PROCLAMATION.
Whereas, Under the pretense that William P. Kel
logg, the present executive of Louisiana, and the of
ficers associated with him in the State administration
ware not duly elected, certain turbulent and disorderly
perrons have combined together with force and arms
to resist the law* and constituted authorities of said
State, and whereas, it has been duly certified by the
proper local authorities, and judicially determined
by the Inferior and Supreme Court of said State^
that said officers are entitled to hold their offices,
respectively, and execute and discharge tho functions
thereof; and, whereas. Congress at Its late session,
upon a due consideration of the subject, tacitly recog
nized the said Executive and his associates, then, as
•, in office, by refusing io take action with respect
thereto; and, whereas, it is provided in the Constitu
tion of the United States that the United States shall
protect every State in tills Union, on application of the
Legislature or the Executive, when the Legislature
cannot be oonvened against domestic violence; and,
whereas, it is provided in the lews of the United 8tstes
that in all cases of insurrection in any State, or ob
struction to the laws thereof, it shall be lawful
President of the United States, on
application of the Legislature of such State or of the
Executive when the Legislature cannot be convened to
col! forth the militia of any other State or States or to
employ such parts of the land and naval forces as shall
be judged necessary fox the purpose of suppressing
ich insurrection or causing the lavra to be duly exe
cuted ; and whereas, the Legislature ia not now in ses
sion and cannot be convened in time to meet the pres-
goncy and the Executive of said State, under
section 4, article 4 of the Constitution of the United
States, and the laws passed in pursuance thereof, has
made application to me for such part ef the military
force of the United SCktes aa may be necessary and
adequate to protect said State and the citizens thereof
against domestic violence, and to enforce the due
execution of the law; and
Whereas, it ia required that wherever it may be
loessary, ia the judgment of the President, to use
the military force for the purpose aforesaid, he shall
forthwith, by proclamation, command such insur'
to disperse and retire peaceably to their res*
pective homes within a limited time.
New, therefore, 1, U. S. Grant, President of the
United States, do hereby make a proclamation and
command said turbulent and disorderly persons to
disperse and retire peaceably to their respective
abodes within twenty days from this date, and there
after to submit themselves to the laws and constituted
authorities of said State, and I invoke the aid and co
operation of all good citizens thereof to uphold law
and preserve the public peace.
In witness whereof I have hereunto set my band,
and caused the seal of the United States to be affixed.
Done at the city of Washington, this 22d day of May,
in the year of our Lord 1873, and of the independ
ence of the United States the ninety-seventh.
By the President.
J. C. Bancroft Davis,
Acting Secretary of State.
U. 8. Grant.
It is listed in Republican circles that some time ago
Kellogg applied for United States assistance, hut was
persuaded to withdraw it, aa the National Executive
regarded it of no effect. It is probable that the Presi
dent, who was absent at the time, never saw the re
quest, as the denial of a previous dispatch that such
application had been made came from the President.
The proclamation of to-day is stated to be prompted
by Carpenter's pressure upon Kellogg to renew the
application, and the personal representation from
Carpenter to the President, by telegraph, of the dan
gerous condition of affairs in Louisiana: hence the
renewed application from Kellogg and the present
proclamation.
NEW YORK.
George Francis Train.
New York, May 22, 1873.
The Supreme Court has refused to interfere in the
Train case. An examination can take place any time
before his confinement in the insane asylnm at Utica,
New York.
The Counsel of Taintsr, the defaulting Cashier of
the A dan tic Back, to-day moved to quaah the indict
ment against the prisoner,* on the grounds that the
exact amount of the alleged embezzlement was not
stated, and that the exact denominations of the bills
withdrawn from the bank were not given. Decision
reversed.
WYOMING.
Troops Ordered to Remain.
Fort Sanders, Msy 22, 1873.
Two companies of the Fourteenth Infantry, on their
way to the Modoc war, have been ordered to remain
here.
TENNESSEE.
Correction.
Memphis, May 22, 1873.
It was Morgan and not Butler that was killed on the
boat yesterday. He was an entire stranger to Cannon.
Cannon threatened to kill the clerk of the boat. As
he was moving down the cabin Cannon said to Mor
gan: “You are a d—d fraud, Morgan." "You are a
cussed liar,” replied Morgan, when Cannon put a pis
tol to Morgan's head, killed him, and escaped.
PENNSYLVANIA.
Sailed.
Philadelphia, May 22,1873.
The new steamship Pennsylvania saild on her first
trip to Liverpool, swarming with fifty-six cabin and
sixty-four steerage passengers and a full cargo. A
salute of fifty guns was fired from the wharf to com
memorate the event.
Shamakin, May 22, 1873.
While laying the corner stone of the Catholic
Church, the platform fell with one hundred people.
Three were killed dead; fifteen seriously, and thirty-
five more or less hurt. Bishops Wood and O'Hara,
and twenty assisting clergymen went down, and es
caped slightly injured.
A Colored Congressman.
St. Lonia Bejmblican, May 15.
Hoo. John B. Lynch, the colored Repre
sentative from Mississippi, is among the dele-
gates to the Congressional convention, and
leaves this morning for home, thereby fore
going the anticipated pleasure of the Texas
excursion. Mr. L is a qniet, yonng looking
man, apparently of more than ordinary intel
ligence. He has managed to make his visit
on the present occasion a not unpleasant one.
He states that since he left home he has met
with the almost courtesy, escaping that su
perciliousness and disrespect complained of
in former years by Fred. Douglass and other
prominent members of the race to which he
belongs. By preference he has taken his
meals at his room. The proprietors of the
South, rn. at which hotel be was assigned,
treated him with the same courtesy that was
extended to his white colleagues, and the
choice of eating at the pnblic table or in pri
vate was extended to him.
Mr. Lynch says that the utmost state of
good feeling exists in his part of the State
between the colored and white population,
and, os an evidence of the prevailing senti
ment, he states with pride that his old master
voted for him for Congress.
Fairview’a flying Ship*
F.om the Han Francisco Boliatio, May 3.
The carious invention in the form of a
flying ship, heretofore described in the Bulle
tin, is about completed at the City Gardens,
and is attracting much attention. The inven
tor, Mr. Foimew, has devoted Borne years
to its perfection, and appears to be entirely
confluent of having solved the problem of
aerial navigation. HU ship will have
the buoyancy of 130,000 leet hydrogen
gas which will be equal to carry a burden
of almost three tons. The ascension, there-
fore, is entirely assured, and the operating of
the ship in mid air is the only question in the
minds of others than Mr. Fairview. It is
expected that the preparations will be per
fect Ux a trial trip to-morrow afternoon. In
the event of success, the captain of the air
frigate will be urged to apply at once for the
commission of bis craft in the regular navy.
Re might then be sent to cruise about over
the lava beds, and let drop an oecasic nal con
of nitroglycerine among toe rocks.
Curt Correspondence-
Lord Berkeley, wishing to apprise the Duke
of Dorset of bU changed condition, wrote:
“Dear Donei: I have just been married, and
am the happiest dog alive.—Berkeley.” His
interesting news being acknowledged with :
“Dear Berkely : Every dog has his day. —
Dorset ”
Mr. Kendall, sometime Uncle Sam’s Post
muster-General, wanting information as to the
source of a river, sent the following cote a
village postmaster:
"Sir: ThU department desires to know how
far the Tombigbee river runs up ? Respect
fully yours, etc.” By return mail came: “Sir
down. Very respectfully, yours, do.” Ken
dall, not appreciating hia subordinate’s hu
mor, wrote again: “Sir: Your appointment
as postmaster is revoked; you will turn over
the funds, etc., pertaining to your office to
your successor. ” Not at all disturbed by his
summary dismissal, the postmaster rejdied:
“Sir: The revenues for this office for the quar
ter ending September 30, have been ninety-
five cents; its expenditures, same period, for
tallow candles and twine, $1 05. 1 trust my
successor is instructed to adjust the balance. ”
His superior officer was probably as much
disgusted with hit precise correspondent as
the American editor who, writing to a Con
necticut brother: “Send full particulars of
the flood”—meaning an inundation nt that
place—received for reply: “You will find
them in Genesis." A good specimen of Yan
kee brevity is the order received by a com
missariat officer named Brown from a Colonel
Boyd, which could scarcely have been
couched in fewer words th*n: “Brown-
beef—Boyd,” the Colonel receiving his sup
plies with a note running: “Boyd—beef—
Brown."
Talleyrand acknowledged a pathetic letter
from a lady friend announcing her widow
hood, with a note of two words: “Helas!
Madame.” And when tho easily consoled
dame wrote not very long afterwards solicit
ing his influence on behalf of an officer she
was about to marry, he merely replied: “Ho!
Ho! Madame!" More satisfactory to the re-
cipient was (Lord Eldon’s note to bis friend
Dr. Fisher, of the Charterhouse: "Dear
Fisher: I cannot, to-day, give you the prefer
ment for which you ask. Your sinoere friend
—Eldon. (Turn over)—I gave it you yester
day.” Pleasant Io all parlies concerned was
the correspondence between the Archbishop
of York and the Bishop of Cork:
“Dear Cork: Please ordain Stanhope—
York.”
“Dear York: Stanhope is ordained —
Cork."
When a member of Lord North’s adminis
tration, Fox one night took the liberty of
walking into one loMiy while his chief went
into the other. As he sat on the ministerial
bench the next evening, one of the door
keepers banded him a note. Upon opening
it, the rebellious politician read: “Sir: His
Majesty has thought proper to order a new
Commission of the Treasury, in which I do
not find the name of Charles James Fox,
North.” No more agreeable to the recipient
was Henry Drummond’s answer to a letter
asking him to join the advocates of the Maine
liquor law: “Sir—I think the Maine liquor
law perfectly detestable, and shall do my
best to prevent its being adopted here.
Yours, H. Diummond." As a rule, a
man with a greivauce is too proud of his
wrongs to be laconic, fcut here is an exception
to the rule. • Sir—I was a lieutenant with
Gen. Stanhope when he took Minorca, in
1708, for which he was made a lord. I was a
lieutenant with Gen. Blakeney when he lost
Minorca in 1856, for which he was made a
lord. I am a lieutenant still.” Surely such
an appeal ought to have proved resistless, al
most as resistless as that of the dying dramat
ist: “ Dear Bob—I have not anything to
perpetuate my memory but two helpless girls.
Look upon them sometimes, and tmnk of him
that was, to the last moments of his life,
thine.—G. Farquhar.”— Chambers Journal.
Railroad responsibility is not a legal fiction
in England, at nil events. An official state
ment submitted to the House of Lords shows
that, irom 1867 to 1871, the companies paid
over $8,000,000 (gold) for liberties taken with
the lives or limbs of their patrons, and
$11,742,840 for destroyed or damaged prop
erty. Common carriers over there have a
powerful motive for taking pains to deliver
their lnggage, animate and inanimate, in good
order.
Shenandoah (Virginia) Herald says: “Our
farmers are planting corn between showers.
A large crop will be planted this season. The
wheat continues to improve. The prospects
for a large crop of apples, pears, cherries and
small fruit is flattering. Peaches are gener
ally frozen."
Capt. C. F. Hall was for a long time en
gaged in Cincinnati in the business of seal
engraving.

of Chronic and Acute Rheumatism, Neuralgia, Lum

years of suffering, by tho taking Dr. Fitter’s Vcg-

has for 39 years treated these diseases exclusively with
astonishing results. We believe It our Christian duty,
after deliberation, to conscientiously request sufferers
to use it, especially persons in moderate circumetate
ces, who cannot afford to waste money and time on
worthless mixtures. As clergymen, we seriously feel
the deep responsibility resting on us in publicly in
