JOKING AT THE FOOT OF LINCOLN’S STATUE.
The city begius to wear a busy look. The
hotels are all in fine order. They hare been
repainted and cleansed, and all things placed
^weadiness to receive the vast throng which
assembles here when Congress is in session.
The officers in the various departments, who
have been spending their summer vacation at
the different watering places, are returning,
one by one, and it was rumored on the streets
to-day that Gen. Grant had returned, but the
New York Herald states that he not only had
not come back, but would not do so before
the first of October. Assistant Secretary, F.
A. Sawyer, of the Treasury Bureau, has re
turned, and your correspondent called on
him this morning and found him hard at
work. I thiok it is fortunate lor Southern
claimants that Senator Sawyer has been ap
pointed to fill this position. Although a
Northern man by birth, he has
lived in Charleston for many years.
Before the war he was at the 'head
of the Normal School in Charleston!
and was always regarded as a man of brains
and cnlture, as well as a gentleman pi integ

Carpet-bagger. He went South long before
the war to fill a very honoiable ami lucrative
situation, and
ENJOYED FULLY THE CONFIDENCE OF THE PEOPLE
among whom he lived. His coarse in Con
gress was characterized by such straightfor
ward integrity that he tailed to realize the
hopes of tLe mongrel legislature of Sooth
Carolina, and they refused to send him back.
After the promotion of Mr. Richardson to be
Secretary of the Treasury, in place of Mr.
Boutwell elected to the Senate, Mr. Sawyer
was appointed to fill his place. Here I feel
assured he will discharge his duties with that
taithfal impartiality and ability which his
past repntatioh for integrity and executive
capacity would justify.
Vice-President Wilson, who has recently
had a severe stroke of paralysis, left Boston
ou Saturday for a two weeks’ visit to Cape
Cod, with Gov. Claflin. He is said to

as to render it probable that he
will be in his seat on the reassembling of
Congress. Senator Windom, the Chairman
of the Senate Select Committee on transpor
tation, is expected here on Monday on bis
way to New York, to attend a meeting of his
committee postponed from September 4th to
the 10th. I notice in the papers to-day a re
puted interview with General Grant on the
subject of the recent editorial in the New
Y'wk Herald on Cxesarism, in which the

in dealing with the question. He states that
he accepted the first nomination unwillingly,
preferring his position as Commander in-
Chief; that he desired the second nomination
because be thought it was due to him to be
indorsed by the part}’, as it was through his
efforts to serve them that he had endured
such an amount of abuse. When one of his
lriends quietly suggested that he might put
an end to all this discussion by coming out
over bis own signature and declaring that
under no circumstances could ho be induced
to run a third time, “Grant, with a mischiev
ous leer of the eje, said it would be “in bad
taste lor hiln to decline what might never
l>e offered to him. Remember poor Colfax. He
declared such a strong purpose and desire to
retire to private life that bis p irty felt that it
would be cruel to place any obstacles in the

that those who took Grant lor a fool were, in
great error; neither, said he, is he a groat ge
nius. •* but Iih has as intrepid a heart as ever
filled the bieast of any man on earth. If be

This is a fight in which the South can look
cl with great composure. We have lost our
liberties, and we care not how soon the Em
pire comes. With my present feelings I am
inclined to think he could raise a pretty good
army in the South to help him keep the place.
The South is heartily sick of one law for Bos
ton and another for Charleston,and any change
that would equalize the burdens would not be
unacceptable. Morton has caved under the
back pay pressure, and has recently draw n his
money and paid it over to the United States.
1 shall begin to think old Ben Butler is the
most respectable one among them. He openly
defends bis action, and tays he

would not insult a church by offering to make
them the receiver of stolen goods.
Walking through the rotunda of the Capi
tol, we paused in front of Lincoln’s statue.
The old man wears a very sad look, and holds
a scroll in his right hand. Two New England
preachers standing to our left, inquired of a
gentleman near them, who was evidently
some deeply wronged Southern man: “Mis
ter, can you tell us what that is Mr. Lin
coln is bolding in bis hand. We guessed it
to be the emancipation proclamation.” “No,
sir,” the gentleman addressed re
plied, “it is not tbe emancipation
proclamation; that, sir, is a

by an alley or street, and on tbe southeast by city lot
No. 04, being a part of land lot No. 78, in the 14th
district of originally Henry, no Fulton county, Geor
gia. Levied on as the property of Willis t'. West-
morelond, by virtue of and to satisfy a mortgage fi. fa.
issued from Fulton Superior Court, in favor of N. R.
Fowler, Trcisnrer Fifiton Loin acd Building Associa
tion, vs. Willis F. Westmoreland. Property pointed

M. Felix Regamy, who has just arrived in
New York, is now the master of an almost
unique art. His specialty may be thus de
scribed : A large sheet or whitened canvas i£
placed upon an easel. The artist, neatly
dressed, makes his appearance on the stage,
'—and, ascending a short flight of steps, writer
in bold characters the name of the person
whose portrait be is about to make. He then
interposes his body between the audience and
his work and thus conceals his ooerations.
With only two crayons, a black and a red, he
fulfills his task. Iu a miuute aud a half he
steps aside and reveals a comically exagger
ated picture of whoever his subject may
chance to be. The facial lines arc all perfect,
and position and many minor details arc care
fully observed. The remarkable thing about
these sketches is, that apart from their rapid
ity, they possess intrinsic merit, and would
be capital if they took half an boar instead of
half a minute to accomplish on some easier
tca!e.

the west half of fraction F, of land lot No 52 of 14th
district of original Henry, now Fulton county, bound
ed north by Decatur street; 50 feet west by city lot
136, and fraction K, and south by the right-of-way of
Georgia Railroad 50 feot, and east by the other half of
said lot, and fraction F, containing 6-8 of an acre, more
or less. Levied on ss the property of Dennis O'Sulli
van, by virtue of and to satisfy a mortgago fi. fa. issu
ing from Fulton Superior Court, in favor of N R Fow-
lew, trustee, Fulton Loan and Building Association
vs. Dennis O’Sullivan. Property pointed out in fi. fa.
August 4,1873.

A sad case of death from starvation is re
ported by the London papers. On August
Uth Dr. Hardwicke held an inquest in Camden
Town on the body of Honry Ryac, aged thirty
two. It appeared that the deceased had beer
editor of a French newspaper. The journal
being suppressed by the authorities, he catne
over to England and endeavored to gain a
livelihood by translating manuscript. He
underwent great privations, and finally was
taken to St Xancras workhouse in an almost
exhausted state. Though promptly attended
to, he gradually sank and died. The post
mortem examination showed that death had
been occasioned by exhaustion aud consump
tion. Verdict accordingly.

and now occupied by Dr. Pinson as a drug store, aud
