left. The poor are needy; all on onr hands. There Is

To Hia Excellency, U. 8. Grant, President:
Dear Sir—I beg leave to tender my resignation of
the office of Governor of the District of Columbia, to
take effect on Saturday next, the 13th instant. I am
urged to this action by the fact that the combined de
mands of my private business and my public duties
have been ao exacting that I am no longer able
to meet either of those demands as thoroughly
as I cculd wish. Yet it has been my sincere purpose
so to administer the government oi the District sa beat
to promote the welfare of the people of all classes and
to advance the National Capital to (hat position which
it ought to occupy aa the seat of the National Govern
ment. Thia effort has been ably seconded by the
other officers of the District Government, and espe
cially by the Vice President of the Board of Public
Works, and my other associates of the Board,
whose energy, courage and comprehensive
judgment have achieved such brilliant
result*. 1 have also to thank you Mr. President for
the nnvarying confidence you have reposed in me, and
for the substantial encouragement and support you
have given to me and my associates in the manage
ment of the affairs of the District. With sentiments
of great regard and sincere respect, your obedient

To this letter the President replied aa follows:
Long Branch, N. Y., Sept 13, 1873.
Dear Sir—Your letter of resignation of the office of
Governor of the Territory of the District of Colum
bia is received, and it it with regret that I accept it,
you being the first Governor of the District of Colum
bia since the present form of civil administration has
been applied to it. I am aware of the labor you have
been called on to perform in organizing and systema
tizing new forms and modes of administration, and
also how zealously and ably you have performed theie
duties under yonr administration of the affairs
of the Territorial Government of the District of
Columbia, assisted as you bave been by able and ener
getic subordinates, the National Capital has advanced
towards what it should be. with a rapidity that aston
ishes and pleases every one who lies been away from
it for a few years and returns. If your successors in
office give the satisfaction you have, the property
owners of tho District of Columbia, the j ecple at
large and all who have an interest in tne National Cap
ital will have reason to congratulate themselves on the
cew form of government given to them.

cancy in the Board of Public Works, occasioned by
the appointment of Mr. Shepherd to the Governorship.
It is expected that Mr. Henry A. Willard will be elect
ed Vice-President of the Board in the place of Mr
Shepherd.

Members of the firm of Kenyon A Co. decline to
make any farther explanation than that they are pay
ing all their amall bills. The statement that Dan
Drew la in Europe is incorrect, he being at present in
hia residence in this city, where he is confined by
a alight illness. Specie shipment to Europe for the
week $510,000.

Only thirty-aix hundred shares were sold out under
the rule to-day for tka aecountfof Kenyscn, Cox k Co.
Tne cause of their fsilore has been large advances to
Canada Southern Railroad, some of which is now be
ginning to fall due. Xenyson, Cox, Daniel Drew and
others, bave loaned their paper to assist in completing
the road, trusting to further the negotiation of bonds
in London. Last Mondsy advices were received from
London stating that it was impossible at present to
negotiate bonds, and at a consultation held of parties
in the interest of the Canada Southern, some were
willing to contribute tbeir quota, others wtra
absent from the city ; consequently, no unity of action
could be had, and Kenyon, Cox k Co finally resolved
to suspend. The parties connected with the Canada
Southern R R are among some of the richest and moa 1
influential railroad men of the country, including Jno
F Tracey. Milton Cartwright, Sidney Dillon, Wm L
Scott and others. These names are a guarantee
against permanent embarrassment. The general im
pression is that this affair can only be temporary. In
regard to the immediate effect in Wall street, many
supposed the suspension of the firm would cause
Urge amounts of stock to be precipitated on tho mar
ket. and acting on this theory, there was a rnah to
sell.
There were 578 deaths the past week—a decrease of
G7 from the previous week.
Counterfeits of last issue of 50 cent stamps are said
to be in circulation. The counterfeits are said to be
•o skilfully executed as to almost defy detection by
experts.
John A Parker, ex-Preaident of the Great Western
Insurance Company, saya Kenyon Cox said this after
noon that the Canada Southern Railway owes
$2,250,000 and haa $3,250,000, of first mortgage
bonds of its own, and connecting
roads as late as Monday favorable advices were re
ceived by cable in regard to placing bonds abroad.
The difficulty had occurred very suddenly and occa
sioned as much surprise to Drew as to any one.
Cox denied the rumor that Drew permitted
the suspension of the firm for some
ulterior object. He said that Drew had thus far acted
honorably, and would, could he have foreseen the
complications three weeks ago,have prevented the sus
pension by converting some of his assets into cash
Cox said that notec of the Canada Southern Railroad to
the amount of one million five hundred thousand do),

mature within thirty days, beginnlrg to-day. Although
these could not be met immediately, he bel eved that
every creditor would obtain one hundred cents on the
dollar. The project would eventually be successful,
and holders of bonds should not sacrifice them.
The Evening Post says there is no doubt of Drew’s
ability to pay in full every dollar he owes and still
have a fortune left.
At the session of the Senate Committee on Transpor
tation to-day, Mr. Haya, General Manager of the Bine
Line Freight Company, made a supplementary state
ment. explaining the difference between the line cars
and the local cars, and the general system ci manage-
ment of the Blue Line ears, mod the reason why ele
vator* are built out west instead of New fork. Mr
Worceeter. of the New York Central Railroad, spoke
on the same subject. It is supposed that the commit
tee will conclude this evening.

cie decrease $1,324,700; legal feeders decrease >1 -
062,700; deposits decrease $5,455.200; circulation in
crease $27,200.
