C.: Sir:—I have the honor to acknowledge the receipt of the memorial of the Charleston Chamber of Commerce, t.~dreesed to the President of the United States, and re ferred to this Department,which.after reciting the pres ent stringency in the money market, and the difflcalty c: obtaining currency, requested thst the sum of $500, XX) be placed and maintained on deposit with the Assistant Treasurer at Charleston, to be used by a.m in the purchase of New York Exchange from the >an£s. To comply with the request it wonld be nec- eoeary for the Treasury Department to send currency by express to Charleston from time to time, and to -y with it exchange on New York in competition with the private bankers. Should thia particulsr k quest be granted at this time, a hundred other places in the country might, with equal proprie ty, uak for the same relief, and if ail such requests were impartially granted, the department would find :sc-f engaged in an extensive exchange business, fix- . ng and regulating the rate of exchange between differ ent places, and the public money raised by taxation cniy for purposes of carrying on the government, would be employed to a very large amount in u i rtsincss which Congress has not given the Treasury acy authority to engage in with due regard to the proper management of the Treasury Department and within the provisions of the law. Remark* on the financial situation, Indicating that tho outlook is brightening, weie made by Major W. M. Williams and Colonel J. N. Dunn, the latter adding that our cotton buyers are not giving the planters the worth of the staple, nor have they done so in several days. They (Dunn, Ogletree k Co.,) were offering fifteen cents to parties owing them. He knew a ranker who was offering fifteen cents for cotton. John Stephens stated that New York middlings ought to be worth sixteen cents here, snd low mid dlings ought to be worth fifteen cents. W HEREAS, official information has been receiv ed at this Deoartment, that on the 6th day of January, 1866, a murder was committed in the county of Pickens, upon tbe body of Leo Price; aud also npon the body of Henry Ledford, by Joseph Hendrix and George Hendrix, and that said Joseph and Geo Hendrix have fled from Justice. I have thought proper, therefore, to issue this my proclamation, hereby offering a reward of Two Hun. dred and Fifty Dollars for the apprehension anddc livery of tho said Joseph Hendrix snd the said George Hendrix to the 8heriff of said County and State. Aud I do moreover charge and require all officers in this State, Civil and Military, to be vigilant in endeavoring to apprehend tho said Joseph and George Hendrix, in order that they may be brought to trial for the offense with which they stand charged.
