T+ Thie — Tfl ft Shall We Sesame ? STRIKING SUGGESTION* AS TO A CURRENT QUESTION*. To the Editor of the Courier-Journal. “Is this the opportunity for resumption of specie payment ? * In every counting room and hamlet this is the question of the hour. Like death, it “knocks at the palace as at the cottage door.” With a view of awakening an interest in the subject, I, with much diffidence, beg leave to submit a few observations in the hope that others wili refute them, if wrong, and lay be fore your readers their own better sugges tions. Just now the downward tendency of the gold premium has evoked many plans for im mediate or future resumption. Some advance the theories of such financiers as Sherman, McCulloch,* Bout well, Ac., and lately Presi dent Grant lias promulgated his,* viz : the substitution of silver coin for small change; he yet glories in the power of greenbacks, thereby reflecting on bis friends, the national banks. The subject is a grave one. It is unfortu nately surrounded with geographical difficul ties, and by the evils of centralization. Men will not hesitate to suspend, but are notoriously slow to resume payment. On the first suggestion to resume, Ihe usual reply is, resumption could not continue three days; every one would at once exchange paper money into coin; and, as they are in the proportion of ono to seven, it becomes only a question of days to end the question. It is popular, also, the Ex-Presiient Thiers on French Crisis. Mr. Thiera’ lust manifesto takes the shape of a letter ,to the Mayor of Nancy, and pro fesses to be a reply to an invitation to attend a meeting in the old capital of Lorraine to “celebrate the evacuation of the territory." M. Tbiers’ letter, which is dated Ouchy, Sep tember 29, 1873, rnns thns: Monsieur Le Maiee—You have strongly nrged me, on behalf of the patriotic popula tions of the eastern provinces, to go and visit them, and join them in rejoicing over the liberation of the territory. 1 should hare liked nothing better, bat I do not think it would be proper for me to do so just now, and, as I am going back to Patis with out paying yon a visit, I think it right to tell yon the reason why. Hon know, better than any one, how wholly nnexpected was the re-1 ception given me at Belfort; how ntterly nn-1 conscious 1 was of anything of the kind beiDg I contemplated. And yet what have not people said on the subject ? Yon were set down as 1 Radicals; I was represented as an agitator. Would it be seemly to afford a fresh pretext for these calumnies by deliberately going ; down to receive the testimony of good will you would be good enough to award me ? j ftKo doubt there are calumnies which a man ought to despise; no donbt in a country trained 1 np in the ways of liberty, agitation shonld be quite allowable at a time when, without con- 1 suiting France, there me people who pretend to decide her destinies. Again, it is said that, leaving out the ques tion of Government resumption, the inflated and artificial condition of the New York and New England States (their savings banks’ in terests alone) would raise a barrier against it, and, seeing the centralizing grip on the finances, commerce and agriculture of the rest of the Union possessed by those Slates, force them on the Chamber, we urged it to take them into consideration. And now, without any mandate, without any authority, the Assembly being away, there are a dozen or so of people who coolly nego tiate about the future of France, and would have us sanction, with hardly any discussion, and, above all, without any appeal to the country, which is chiefly interested in the mat- ii strikes one that just there the crucial point i ter, decisions which so vitally concern it. is encountered, and the discussion, if profits-! I prefer to put the question, “Is this the time for a State, or is this the lime for Ken tucky, to resume?” With some confidence I assert that this is the favorable time, and more, to throw off tbe grinding, demoralizing influences of irredeemable paper money. In view of the fact of the existence of $750,000,000 irredeemable circulation, of which we say, “It is repugnant to reaaon to affirm that in its action it can go beyond the limits of its own essence or nature, or that it can transcend its own species so as to produce of its own efficiencies an object not only of an essential different species, but which is intrin sically superior to it,” (Hill’s Phil.,) in which Kentucky has no profit, in view of the loss and hardship to which she is liable through the dishonor of the central financial power; in view of the value of her exportable pro ducts, say tobacco and meat, which are of as high value now in gold as in 1860, is it not worth while making an effort to obtain the right of adopting specie |ag currency if she can and bo wills? How, it will be asked, can this be done ? By obtaining from Congress the same privileges as California now enjoys: 1. To allow tbe Legislature, whenever it sees proper, to declare that nothing bnt gold aDd silver shall be a legal tender. 2. To reduce the tax on State to the same rate charged on national bank circula tion. 3. To make ample provision to protect ex isting contracts. The value of the exportable products of those States that have not availed ol the national system is more in gold than all the coin reqnred in the days of purest coin pay ment Louisiana, always noted for prndent bank ing, could in the present cotton crop lift her self np to a specie standard. Let ns suppose that several Southern and Western States exercised their latent powers of specie payment, they would quickly crowd New York and New England into the meas ure, and soon all would aid the Government to do tbe same. Beiore that point was reach ed, much of the baneful centralization would be swept away, and a general purification would have done its work. Politically, too, it wontd have a beneficial effect This plan would not operate as a contrac tion of the currency of the country; on the contrary, itwonld to the extent of tbe substi tution of coin (say $15,000,000 for Kentucky) increase the currency elsewhere. Let us, as a State, have the privilege of a trial. Kentucky, political, and religious liberties, her social status, her principles which, proclaimed in 1789, have become the guiding principles ol the word. Finally, we shall have to defend her flag, which she is known by throughout tbe world- under whose folds her soldiers, victorious or vanquished, haTe covered themselves with glory; but which, dearasit is to our hearts, would not be sufficient if all those things of which it is tbe emblem aro snatched away from us—for these cherished liberties and privileges we require in their integrity, their symbol would not compensate us for their ab sence; and the tricolor flag, if it were to shelter a counter-revolution, would be the most hate ful, the most revolting of lies. AU these things I repeal, we shall have shortly to defend, not by means which can be easily misrepresented, bnt by the operation of cold, dispassionate reason. The forbearance we do not feel called upon to extend to these who culminate ns is incum bent nponni, inconsequence of the grave sit- nation of the country, which requires oar con duct to be equally firm and moderate. I shall visit you, therefore, not now, but j later. When the crisis we are now going i through shall be over, we Bball all be able to ; rejoice together over the liberation of the ter- j ritory.
