The Liverpool packet ship Independence,
('apt. Nvk, anchored off the bar last night and
this morning; we have received our papers by
her, which are to the evening of the SBth from
London and Liverpool.
The letter we give below, from our London
correspondent, embraced the principal items of in
telligence, but as it is dated cn the tilth, (the reg
| ular day of sailing of the Independence was the
25th,) and as we have papers four days later, it is
nccessaiy we should make some slight addition
to its contents. Thai the bills of the U. S. Dank
on Messrs. Hotlin_ uer & Co. had been accepted
I y Messrs. Rothschild’s, as is stated by our cor
respondent, there cannot boa doubt. The fact
wai officially published in the Moniteur. and
transmitted to Lyons. Bordeaux and Marseilles,
but it appears notwithstanding that on the 26th
September. Mr. Jauiion, as Agent of the Dank
of the United States, was compelled to make an
application to the Dank of England for a loan,
which was granted him under the guarantee of
Messrs. Daring, Morrison, Denison and Hul'n, to
the amount of £lO 1,001) sterling, payable in
Consols. The claims which this sum is to meet
is entirely independent ot the Paris allair and is
stated to be for the payment of post notes and
Bills of Exchange.
To the latest hour the accounts of the weath
er are decidedly unfavorable to the crops of grain,
mid a suspension of specie payments by ibe
Bank of England of course becomes more pro
bable.
There is no very important feature in the news
from the Continent, unless it be the apprehended
csarcity of grain in France.

Hon. Joseph M. White, of Florida, died at the
former place, on the 19lh ult.

Prom the date of our last report until Wednesday,
the re was a good demand for Upland, and prices in
consequence of the small quantity on sale, improv

most ceased, and the advance is now lost. The
sales comprise 1015 bales as follows: lat 10; 92 nt
11; IS at Ur; 16 at 11J; 112 at 12; 70 at 12i; 85

25 at 12$; 37 at 13. A few lots of white and
stained Sea Island have changed bands, the former
at 34 a 35c, and the latter at 6 a Sc.
Rice —The demand throughout the week has
been moderate. The sales amount to only 450
casks from a 3s; principally at the latter price.

There is no change for the better in the aspect
of affairs since our previous report, the causes
which operated to retard business then, still ex
erts a disastrous influence over the business of this
week.

has continued its retrograde movement for some

Cotton —To day wo have had a pretty fair de
mand forfotton, and the sales of all kinds amount
to about 4001' hags. The week’s sales amount to
26.000 hags, the chief consisting of American de
scriptions, the common qualities of which have de
clined I d per lb Brazil sorts have been pretty
saleable,and have generally gone at $j per lb. and
* aranliam occasionally at $6 per lb advance. In
Egyptian, East India, &c., there is no alteration in
price.
Exporters have taken 2690 American 50 Surat,
and speculators 550 American and 300 Surat.
The import of the week amounts to 6,120 hags.

STOCK OF COTTON.
In our remarks on the state and and prospects of :
the cotton trade, in onr paper of Saturday last, we |
estimated the consumption of the raw material, !
during the first 6 months of the present year, at
18.000 bags per week. The estimate was founded
upon the diminished sales in the Liverpool mar
kets which had decreased from an average of 22,-
125 bags per week toone of 14,533. From further I
inquiry on the subject, however, we arc inclined <
to think that the consumption of that period I
amounted to about 20,000 bags per week, the dif
fetenre being supplied from the stocks of spinners
and dealers, which were consequently much redu
ced. Estimating the consumption of the whole
year at the same rate, we have the following re
sults :
Total supp'y exports to the 14th Sept. 1,387,597
Consumption. 37 weeks,of 29,000 per w. 740,000
Stock 14lh September, 647.597
This, at the same rate of consumption, would 1
yield a supply for more than 32 weeks; hut at the |
rate of last year’s consumption for 27 weeks, and 1
not 29 as stated last week. This correction of onr 1
estimate, which we make for the sake of accuracy, ;
can scarcely he said lo affect our argument, which
was, that the supply of toe new crop, in addition 1
to the stock on hand, wid render a fall of prices 1
inevitable. 1

Cotton —The gloom which wc noticed as hanging
1 over the market last week is not yet dhpersed;
consequent I .;’ the effects then produced continue in 1
operation. American descriptions are still heavy
of sale, the lower qualities being to he had at a far- 1
ther decline of-$d per lb, while Surnts g.i off rea
dily at the full prices of last week, an I Brazils at
an advance of-$d to $ 1 per II). No change in
Egyptians, hut wiling sellers at the current rates.
Speculators have taken 559 bales of American,and
301) Surat. Exporters have taken 2600 hales of
American, and 60 Surat. The market is very Hat
to day, the sales arc only about 2500 hags of all
kinds. The imports this week is 7.419 hags, and
the sales are 25,980, viz:—6o Sea Island 21da24d; '
50 stained do. 9 a 14; 6170 Upland, 7 a 7s; 10820 1

Havre, Kept. 22.
Our importations ol cotten since this day sen’-
night. amounted to 1256 bales, and our sales to
2990 bales, leaving us with a stock of 78,000 hales,
of which 70,000 arc from the United States. On
the whole though, the article, as already stated, re
mained very calm; prices did rot undcrgo,any ma
terial alteration, inferior to ordinary an I good ordi
nary Louisiana realizing 90 to 116: Mobile 109 f;
ordinary to good ordinaly Georgia C. S. 9;) to 110 f;
do do St. Domingo 95 to 103 f; good ordinary Gar

London, Sept. 23.
Cotton —At a public sale of 570 bales Surat, pri
ces ruled jpd to $d below the valuations; inferior
selling at 6$ up to 5} per lh for good fair. The
depression arises from the large public sales that
are declared.

probably the likeliest lot that has ever been seen

sonable terms They consist of servants of every

boys, and a large number of field hands of both

SEALED Proposals for the Grading and Mason
ry of the Fifth and Tennessee Divisions of the
Western and Atlantic Rail Road extending from
Cross Plains to Ross’ Landing, and embracing a dis
tance of about forty miles, will be received at the
Ullicc of the Board of Commissioners in Marietta,
Cobb county, Georgia, between the oth and 12tb of
December next.
No proposals will lie acceptable for the execution
of work, at rates exceeding an average of those
heietoforc a'lowed lor similar work, on those por
tions of the road heretofore subjected to contracts.
Payments will be made for work done on month
ly estimates as usual, either in current money or
six percent State stock, at the option of the Board
of Commissioners.

a certain Negro man by the name of Rill, or Wil
liam as lie is sometimes called, at Society Mill,
Alabama, or safely lodged in any safe jail in Geor
gia or South Carolina, so that I can gut him. Said
negro is about 35 years of age, 5 feet 8 or 9 inches
high, quite black, spare made, quick in his move
ments, answers readily and quickly when spoken
to, speaks broken in bis dialect, has some signs of
the small pox. 1 know of no other marks, as 1 have
owned him but a short time previous to bis elope
ment. lie is fond of music, and is remarkab'c for
his expertness in keeping time with it hy means of
two small paddles or sticks, which lie uses in one
hand between his lingers.
The above named negro loft me in Baldwin coun
county, Ga., in July, 1937, ami has been seen since
in the lower part of Jones county, and is probably
now lurking about Macon, Augusta, or Charleston,
S. C. where he was raised,

his determination to use his efforts to promote their
interest, and that of all others who may favor him
with their custom. He will attend strictly to the
business of a Commission Merchant; he will par

will not buy cotton for speculation directly or in

The Agents of the Georgia Railroad will re
ceive and forward at each deposit, Cotton and all
other articles, free of charge. It would be advi
sable for the planter who sends his cotton to the
Railroad, to have his name marked on the bales,
: and to whom consigned, amt also take a receipt from
the Agent.
All Cotton consigned to Thomas Dawson, will be
taken from the Railroad deposit at Augusta, to his
Fire I’roof Warehouse, without any charge for
drayage. Also, goods consigned to him, and or
dered sent by the Railroad, will bo received and.
forwarded at twenty-five cents a package.
All orders for Ragging, Groceries, sac., will be
forwarded at the lowest market prices ; having no
groceries of his own, he will make the best andi
