pwggMggig KospLap: ■ i be taken possession of till tho Indian title is extinguished. T!■;■ duly proves the utrconstiiu- Honality ot [lie bi:l, and would he sufu ground fur a veto, were it not that it conflict.), altogeth cr, vviili the positive affirmation of right cooUi*. od in his message. Tho genera! impression seems to be, ihatun for all these difficulties, his downfall is almost inevitable. There is hut one thing tint ran save him, ami that is, in ease ofhis ord.,;ing a Axrvev, tho teram,, of not being inter rupted by the General Go\ern'mcn-_ a contin gency, however, tooremote and improbable to be acted on, with a reasonable hope of its oc currence. The Clark party have taken no part in this op position to Mr. Gilmer, but do not consider that he has any claim or their aid, to resist it Nevertheless, many of them oppose the respon sibility endeavored to bo placed on him; nut from any regard for him, but because limy do not approve the policy of placing so much pow er as it involves, in the hands of any individual; and particularly in the hands of one in whose firmness & discretion they do not entertain very much confid - ice. Neither do they cherish any enmity against him. They look upon his unjus tifiable conduct toward- them “ more in sorrow than in anger”—considering that it is carrying with it its own necessary punishment, and that it would be more than cruel to join with tho op position of his enemies, who have already proved themselves :quch more powerful than bis friends. I believe 1 committed an error in the report of I proceedings of the House, on Wednesday the '• Ist instant, by stating that tho amendment offered by Mr. Beall of Twiggs, replied to by Mr. Jen kins, anil then stricken out, provided that the Governor should not order out the Surveyors, till he received information from the President, that the Indian title had been extinguished— j ■whereas the proposed amendment was as f«I-1 .lows : “That nothing in this act contained, shall! be so construed as to authorize the Governor to order the surveyors to proceed with the survey, j until he shall be satisfactorily informed by the , President of the United States, that the public; force of the United States will not be employed I to prevent said survey and occupancy.” The point of Mr. Jenkins's remarks will be better understood as connected with this than die er roneous report, which was occasioned by the difficulty of having it, as read amid some confu sion in the House. An amendment similar to .that reported, was also offered, and rejected. A gentleman who arrived hero a few days I past, from the Cherokee territory, slates that a murder was committed there a short time ago under the following circumstances A while man who lived on or near the territory, had so vt rtd times reported aggressions committed by white men or the Indians, particularly those committed by an infamous association called the Policy Club, and had perhaps appeared us a witness in some Cases. This excited against Mm a spirit of revenge, and as he was travelling thro’tho territory with a wagon, himself lying doW* In the wagon, and a boy driving, die wag on was assailed by two while men, supposed to belong te the Policy Club, who toie off the cover, threw stones in, and ordered him to come out. jjc said he could not stand against both, hut if they would have a fight, ho would come out and fight either of them, if they would assure Jhhn of a fair fight. This they did, hut as lie came out of the wagon they rushed on him with knives and cut him so that his intestines came out, and he afterwards died. Tho hoy who 1 oorfered, as well as some one else who came up at the lime, wore also severely cut. It was paid that the United States Troops who wore at a short distance, when applied to to arrest the imir.icrors, refused to do so. Monday, Dec. C. In the House., a bill from the Senate, to lake the powei of appointing Directors ol Central Dank from tho Governor, and vest it in the Lc ai.-datnre, was road the first time. The bills to revive and amend an act Char, luring the Brunswick Canal Company—to a jneu.l an act entitled an act to regulate evidence Id certain cases —to incorporate the Metho dist Upiscopal Church in Burke County—to a mend the act of 1829, giving the election of Constables to the people ; and raise the fees of Constables in the County of Wayne—to compel Clerk of Superior an 1 Inferior Courts of Emanu el county, to keep h:s office within five miles of the Court House—to incorporate the Trustee.- of the Baptist Church of Bnckhotid in Burke senili ty—to incorporate the Trustees of t lie Augusta Theatre Company—to incorporate the Tiuslocs of the Methodist Episcopal Church, at Decatur, DoKalb county —and to extend to thcTovvnof Darien, the Quarantine laws, as they exist in Sa vannah—were severally read the third tunc and ‘ gassed. Tho bill to incorporate the Mechanic’s Bank of Augusta, was eonsidoied in committee of tho whole, reported to the House without amend ment, and taken up by tile House. Mr. Neal a! Wilkinson, moved to lay it on the table for tho balance of ihe session. Mr. Howard of Duldwin remarked that die mini objectionable point of the Bill mentioned by M . Neal, would be removed by inserting an arnefidinent, making flic private property of tbo Sto tkbot lets liable k» the redemption of the hills ot dm Bank. Mr. Neal still pressed his motion, and Mr. Jenkins Spoke against it; after which it was rejected.— 'The bill was then read. Mr. Howard of Baldwin, offered on amendment making the property of the stockholders liable, which was accepted by tho juover of the bill. Mr. Oliver of Elbert offered an amendment, restricting the Bank from issu ing notes under tho amouitit of Five dollais; which was rejected. Mr. Hudson ofPumarn, opposed Jhe passage ofthe bill, tend Mr. Schley and Mi. Jenkins followed insupportol it, Mr. Bryan of Chatham look the floor in opposition to it.— Mr- Black ftf Richmond said he denied the re port which had gpt abroad, that ho was opposed to the bill, said lie was instructed by his constit uents, &. hoped jt might pass. Mr. Schley said that Mr. Black had stated iu former debale, that he had objections to the bill. Mr. Black denied that ho had said hs had objections, bu' acknowl edged that ho had said “ there were objections La the bill.” Tho final question was then put, Aud the bill pupped, flip Ooago went njta eom nitte-, of the whole, Mr. Muapar in tho Chair, an do- Tax hill for 1631.
