appropriations, amounting to far more than tho

an institution, when properly conducted, ami

more disposed to make it a Clark College than a
Troup one. It would he equally objectionable
to him in tmo case as in the other; and he would
prevent either ease, by making both parlies
equal, whereby cither party might neutralize
the party efforts of the other. This could bo
done only by the , l.m proposed, to which he
could see no reasonable objections; and ho was
sorry to sec it assailed more flirt)’ the channels
of prejudice than reason.—lU did not think the
appropriation ofsß,ooo too much. The wants
of the College wore grout. Reside the injury il
had sustained by fire, it had two professorships
vacant,which Us character & Welfare suggested
should be filled. The present salaries of the
professors were small—too small to secure to
the institution the highest talents and abilities.
It should be borne in mind, 100, that the loan of
SIO,OOO, contemplated in tho succeeding sec
tion, v\ Inch was wanted to meet present emer
gencies, was to bo repaid out of this appropria
tion, no part of which would be drawn till flic
whole of that spin vyns retained. And us flic
appropriation was intended only to meet tho ac
tual wants of lire College, should any part of it
not bo wanted, it will, doubtless, not ho drawn.
