There lias been an awakening of all Americans during the last
few weeks. Our country is in danger and the people know it.
Civil Defense has always been an important factor in case of an
enemy attack. People realize it now more than ever before. To
day, they are interested in Civil Defense and are ready to assist
its members in any way necessary.
Only Sunday the Cuban crisis looked somewhat better. Russia
had agreed to take their missile bases out of Cuba and return their
rockets to Russian soil. The United States agreed to lift the
naval blockade while United Nation's representatives were in
Cuba verifying the dismatling of the missile bases.
Acting Secretary of the United Nations, U Thant and his repre
sentatives returned to America from Cuba on Wednesday night)
U Thant assured Americans that the missile bases would be dis
mantled and completed by Friday. However, with no U. N.
representatives in Cuba to verify this it was believed that our
country was planning to reinstate the naval blockade. If the
missiles are not returned to Russia this would place the United
Slates in the same position it was in all last week. All ships
entering Cuba would again be searched for offensive weapons.
We as Americans are vitally concerned for our people and our
country. However, there is little we can do other than prepare our
children, homes, and community for an emergency attack. We
know not when it might come
High government officials will continue to make the decisions
that will determine the outcome of America. They need the
prayers of all Americans, at home and abroad. With sincere-
prayers from all Americans 1 feel that our country will again
emerge triumphantly.

The Reynolds Woman’s Club

will be the guest speaker for

Howard Locke, a forward
on the basketball team, is a
16 year old men ber of the junior
class. He likes outdoor sports
including fishing, swimming,
and hunting. He is a member
of the 4-H. Howard's future
plans are still undecided.

Circle Meets
The Anthony-Barrow Circle
met on Monday, Oct. 22, at the
home of Mrs. John Mimms
with Mrs. Lawrence Cook as
co-hostess.

at the monthly meeting of the
Mickey Northcutt Circle which
met at the home of Mrs. Wal
ter Evans on Monday night at
7:30.
The program was given on the
meaning of the emblem. This
was in observing the 75th an
niversary of the organization.
Miss GiIson To Be
Glee Club Member
Miss Gloria Jean Gilson,
daughter of Mr. and Mrs. Hugh
Gilson, has been re-elected to
membership in the Wesleyan
College Glee Club. She is Pre
sident and assistant to the
director of the choral organ
ization and is a new member
of the Wesleyannes. Both mem
berships are determined by au
ditions. Dr. Leon J. Villard,
Professor of choral organiza
tions, is director of the Glee
Club and the- Wesleyannes, both
of which are limited in mem
bership.
Miss Gilson, a 1959 graduate
of Butler High School, is a
senior at Wesleyan, majoring in
Church Music. She is Choir
Director at Bass Methodist
Church in Macon; a member of
Sigma Alpha Iota, national
music fraternity; Music Edu
cators NationalC-onference; and
House Council.

Anniversary
Mrs. Lewis Beason was pro-
ram chairman and presented

Missionary Union of the Butler
Baptist Church at the Church
on Monday afternoon.

man (who wore a dress from
her trousseau when she mar
ried in 1912) and Mrs. L. L.
O’Kelley.
Mrs. E. H. Dunn and Mrs.
Luke Adams represented the
women of today working in the
local WMU and Judy Locke was
the woman of tomorrow.
Mrs. Chapman presided over
the business session and Mrs.
Kathleen Anthony led the elos-
ing meditation.

BE IT RESOLVED BY THE
GENERAL ASSEMBLY OF
GEORGIA:
SECTION 1
Articls VIII, Saetion XIII of ths
Constitution of Goorgia is hsrsby
amended by adding thsroto a nnw
paragraph to ba known as Para
graph II to read as follows:
“Paragraph II. Frandom from

“For ratification of amendment
to ths Constitution so as to pre
serve inviolate freedom from com
pulsory association at all levels
of public sducation and to require
the General Asssmbly to provids
funds for an adequate sducation
for ths citisena of Georgia.
“Against ratification of amend
ment to ths Constitution so as to
preserve inviolate freedom from
compulsory association at all levels
of public education and to inquire
the General Asssmbly to provids
funds for an adequate education
for the citisena of Georgia."
Ail parsons desiring to vote in
fevor of adopting tbs proposed
amendment shall vote for ratifica
tion of ths amendment, and all
psrsona desiring to vote against

under certain conditions; to pro
vide for the submission of this
amendment for ratification or re
jection; and for other purposes.
BE IT RESOLVED BY THE
GENERAL ASSEMBLY OF
GEORGIA:
SECTION 1
Articls VII, Section I, Paragraph
I of ths Constitution is hsrsby
amended by adding at ths and
thereof the following:
“The General Assembly is hereby
authorised to provide by law for
the granting of funds to s county
in which is located land belonging
to ths State consisting of at least
20,000 acres from which such coun
ty receives no taxes. Ths General
Asssmbly it authorised to provide
in such law ths procedure for de
termining ths amount of funds and
all other matters relative to any
such grant."
SECTION 2
When the above proposed amend
ment to the Constitution shall have
been agreed to by two-thirds of
the members elected to each of ths
two branches of ths Gsnsral As
ssmbly, and the same has been
entered on their journals with the
“Ayes” and “Nays" taken thsreon,
such proposed amendment shall be
published and submitted a> pro
vided in Article XIII, Section I,
Paragraph I of ths Constitution
of Georgia of 1946, as amended.
The ballot submitting the above
proposed amendment shall have
written or printed thereon the fol
lowing:
"For ratification of amendment
to the Constitution so as to au
thorise the General Assembly to
provide for the payment of grants
to counties under certain condi
tions.
“Against ratification of amend
ment to the Constitution no as to au
thorise the General Assembly to
provide for the payment of grants
to counties under certain condi
tions.”
All persons desiring to vote in
favor of adopting the proposed
amendment shall vote for ratifica
tion of the amendment, and all
psrsona desiring to vote against
the adoption of the proposed
amendment shall vote against rati
fication.
If such amendment shall be rati
fied as provided in said Paragraph
of ths Constitution, it shall become
a part of ths Constitution of this
State. The returns of the election
shall be made in like manner as
returns for elections for members
of the General Assembly, and it
shall bs the duty of the Secretary
of State to ascertain the result and
certify the result to the Governor,
who shall issue his proclamation
thereon.

priations Bill; to fix limitations on
appropriations; to provids for the
submission of this smendmsnt for
ratification or rejection; and for
other purposes.
BE IT RESOLVED BY THE
GENERAL ASSEMBLY OF
GEORGIA:
SECTION 1
Articls VII, Saetion IX of ths
Constitution, as amended, is hsrsby
amended by striking Paragraphs I
and II of Section IX in thsir en
tirety, and inserting in lieu thsraof
new Paragraphs I and II to read
as follows:
“Paragraph I. Preparation, sub
mission and enactments of General
Appropriations Bill.
(a) The Governor shall submit
to the General Assembly, within
five days after its convening in
January. 1968. and every two years
thereafter, a budget message and
a budget report, accompanied by a
draft of a General Appropriations
Bill, in such form and manner as
may be prescribed by statute, which
shall provide for the appropriation
of the funds necessary to operate
all the various departments and
agencies, and to meet the current
expenses of the Slate for each of
the next two ensuing fiscal years.
(b) The General Assembly shall
biennially appropriate the fund*
Pec*A»ary to operate all the various
departments and agencies, and
ntvek the current expenses of the
State for each of the next two
fiscal years. The fiscal year of
the State shall commence on the
first day of July of each year and
terminate on the thirtieth of June
following.
(c) The General Assembly shall
by general law provide for the reg
ulation and management of the fi
nance and fiscal administration of
the State.
“Paragraph II. General Ap
propriation Act.
(a) Each General Appropriation
Act, now of force or hereafter
adopted, with such amendments an
are adopted from time to time,
shall continue in force and effect
for the next two ennuing fiscal
years after adoption and it shall
then expire except for the manda
tory appropriations required by
thin Constitution and those re
quired to meet contractual obliga
tions authorised by this Constitu
tion and the continued appropria
tion of Federal grants.
(b) The General Assembly shall
not appropriate funds for any
given fiscal year which, in aggre
gate, exceed a sum equal to the
amount of unappropriated surplus
expected to have accrued in the
State Treasury at the beginning
of the fiscal year, together with an
amount not greater than the total
Treasury receipts from existing
revenue sources anticipated to be
collected in the fiscal year, less re
funds, ss estimated in the Budget
Report and amendments thereto.
Supplementary appropriations, if
any, shall be made in the manner
provided in Article VII, Section IX,
Paragraph III of this Constitution,
but in no event shall a supplemen
tary appropriations Act continue
in force and effect beyond the ex
piration of the General Appropria
tions Act in affect when such sup
plementary appropriations Act was
adopted and approved.
(c) All appropriated funds, ex
cept for the mandatory appropria
tions required by this Constitution,
remaining unexpended and not con
tractually obligated at the expira
tion of such General Appropria
tions Act, shall lapse.
(d) All Federal funds received
by the State of Georgia are hereby
continually appropriated in the
exact amounts and for the pur
poses authorised and directed by
the Federal Government in making
the grant
(e) The State, State institu
tions, departments and agencies of
the State are hereby prohibited
from entering into any contract
with any public agency, public cor
poration or authority pursuant tc
the provisions of Article VII, Sec
tion VI. Paragraph I (a), which
such contract constitutes security
for bonds or other obligations is
sued by any such public agency,
public corporation or authority and
the appropriation or expenditure
of any funds for the payment of
obligations under any such con
tract, is likewise prohibited at any
time when the aggregate annua) .
payments under all such contracts, ,
including the contract or contracts
proposed to be entered into, exceed
16% of the total revenue receipts,
less refunds, of the State Treasury
In the fiscal year immediately pre
ceding the making and entering
into of any such contract; pro
vided, however, this provision shall
not affact contracts validly entered
into prior to its adoption or which
conform to this provision at the
time the same are hereafter exe
cuted. The execution of any such
contract is further prohibited until
the General Assembly has specif
ically providsd funds in an Appro
priations Act for the payment of
at laast ona year’s rental under
such contract.
SECTION 2
When ths above proposed amend
ment to the Constitution shall have

amendment shall vote for ratifica
tion of the amendment, and all
persons desiring to vote against
the adoption of the proposed
amendment shall vote against rati
fication.
If such amendment shall be rati
fied as provided in said Paragraph
of the Constitution, it shall become
a part of the Constitution of thia
State. The returns of the election
shall be made in like manner as
returns for elections for members
of the General Assembly, and it
shall be the duty of the Secre9ary
of State to ascertain the result and
certify the result to the Governor,
