Modification
The Burke County Board of Elec
tions does hereby provide notice, as
required in O.C.G.A. §§ 21 -2-262(a)
and 21 -2-262(c), of a consolidation
involving precincts 016-Blakeney
and 014-North Waynesboro. In
order to simplify voting and save on
resources, the consolidation of pre
cincts 016-Blakeney and 014-North
Waynesboro is necessary. In order
to account for the consolidation
of precincts 016-Blakeney and
014-North Waynesboro, the bound
ary for 014-North Waynesboro will
be modified to fully incorporate
the boundary of the consolidated
precinct 016-Blakeney. Precinct
boundary maps are currently on
file in the Board of Elections Office,
602 N. Liberty St., Waynesboro,
GA 30830, and any affected or
interested citizens are encouraged
and invited to view the maps at that
office. The available maps will depict
the current precinct boundaries as
well as the proposed boundaries.
This change in the above-mentioned
boundaries will be considered and
may become final on August 24,

modifications must file his or her
objections with the Director prior

VICES
The City of Waynesboro (City) is
seeking an engineering firm to
provide design services and con
struction management for its sewer
improvement project funded by the
FY 2023 Congressional^ Directed
Spending (CDS)/Community Project
Funding (CPF). These funds will
be distributed and administered
through the U.S. Environmental
Protection Agency (EPA) and will be
referred to as CDS/CPF projects as
“Community Grants” projects.
Responding firms should be techni
cally qualified and licensed to pro
vide design and inspection services
for local, state and federally funded
projects. Procedures for selection
of an individual/firm will be in ac
cordance with the RFQ package and
local procurement requirements, as
well as the requirements of Procure
ment Standards in Title 2 C.F.R.
§§ 200.317 - 200.327, Uniform
Administrative Requirements, Cost
Principles, and Audit Requirements
for Federal Awards, and applicable
subparts and within the grant man
agements system administered by
the EPA.
The City reserves the right, in its
sole discretion, to reject all submis
sions, reissue a subsequent RFQ,
terminate, restructure, or amend
this procurement process at any
time. The City reserves the right to
request additional information from
any respondent submitting under
this RFQ if it deems such informa
tion necessary to further evaluate
the respondent’s qualifications or
for clarification. The City reserves
the right to interview any respon
dent submitting under this RFQ.
The City reserves the right to waive
informalities and minor irregularities
in submittals and reserves the sole
right to determine what constitutes
informalities or minor irregularities.
Respondents shall be responsible
for all costs associated with respon
dent’s submittal.
All qualifications will be evaluated in
terms of quality of RFQ packet and
responses, project approach, timing,
experience, public funding experi
ence, quality of work, and capacity
of performance. Past performances
on local government construction
projects will be assessed in terms
of timeliness, completing work within
budget, and quality of work. In the
event the City elects to negotiate a
contract with a selected respondent,
they reserve the right to negotiate
such terms and conditions of the
contract, including, but not limited
to scope, role, price, and staffing
which may be in the best interests

OPERATING PERMIT
To All Interested Parties:
The Georgia Environmental Protec
tion Division announces its intent to
issue a Title V Air Quality Operating
Permit to Allen B. Wilson Combus
tion Turbine Plant. The facility is lo
cated at 8803 River Road, Waynes
boro, Georgia. The primary purpose
of this permit is to identify and con
solidate existing State and Federal
air requirements applicable to Allen
B. Wilson Combustion Turbine Plant
and to provide practical methods
for determining compliance with
these requirements. The Georgia
Environmental Protection Division
(EPD) is preparing Title V Operat
ing Permits in accordance with Title
V of the Clean Air Act. This permit
will be enforceable by the Georgia
EPD, the U.S. Environmental Protec
tion Agency, and other persons as
otherwise authorized by law.
The facility produces electricity for
sale.
The draft permit and all information
used to develop the draft permit
are available for review. This in
cludes the application and all other
relevant materials available to the
permitting authority. This informa
tion is available for review at the
office of the Air Protection Branch,
