The second well project was
contracted with Greene’s Water
Well, LLC out of Gray, Geor
gia. According to a company
spokesperson, Keysville owes
about $119,000 on the project.
The spokesperson said dig
ging of the well is complete;
however the final processes
that make it operational are on
hold pending payment of what
is owed.
Mayor Linda Wilkes told the
True Citizen Thursday, October
12 that payment arrangements
have been made with the com
pany and the city is not in
default. However, the Greene’s
Water Well spokesperson said
the same day, no one, including
Turnipseed Engineering, has
contacted them regarding the
city’s inability to pay. In fact,
the spokesperson commented
the company was only made
aware of Keysville’s lack of
finances when they read about
it in The True Citizen. The
spokesperson said the date of
completion included in the
contract has already passed.
Additionally, after an Oc
tober 4 article in The True
Citizen shed light on Keysville
election process mishaps, the
City Council reached out to At
torney Doug Kidd for advice.
However, after he advised the
city to immediately advertise
qualifying dates from October
11-13 for Kathy Couch’s and
Sharon Neely’s seats, Mayor
Wilkes reached out to the
Secretary of State’s office for
clarification. It is unclear if
special elections can still be
held this year. It is also unclear
if a special election will also be
held for Councilman Freddie
Harden’s seat. In the meantime,
City Clerk Latora Lewis, who
is certified as the city’s election
supervisor, is out on medical
leave until next month.
Mayor Wilkes said former
Burke County Elections Di
rector Beau Gunn advised the
city to let the “overlooked”
elections ride until Novem
ber 2024. However, Wilkes
said she ultimately leaves
the responsibility of the well
financing and the elections to
City Administrator Sherrell
Russ and Lewis. Some on the
city council believe that is part
of the reason the city runs so
chaotically.
“This is because of unquali
fied people in the City Hall,” a
councilmember anonymously
told The True Citizen. “If we
had a qualified city adminis
trator, these kinds of things
wouldn’t be happening.”
Another council member
agreed.
Further controversy dis
cussed during the monthly
meeting October 10 is the
mayor’s refusal to add Neely
and Councilwoman Maggie
Terrell’s names to the city’s
bank accounts after the city
council approved a resolution
to do so in July. Mayor Wilkes
told The True Citizen Thurs
day, October 12 she wants the
resolution corrected before
she carries out the task. She
said the resolution incorrectly
names Russ as the “interim”
city administrator. Russ and
Wilkes are currently the only
ones authorized to sign checks
and to receive bank statements.
The city council wants access
to statements so they can at
tempt to track where more than
$500,000 of SPLOST IV and
more than $100,000 of Ameri
can Rescue Funds have been
spent since the city is now out
of money to pay for the second
well project.
Barmore and Hammond,
CPA firm, refused to disclose
to The True Citizen whether
they have completed the city’s
2020 through 2022 audits
and referred the inquiry back
to Russ. A phone call to the
Keysville City Hall Thursday,
October 12 at 2:44 p.m. went
unanswered.
RESOLUTION OF
THE CITY OF MIDVILLE
RESOLUTION NO. 2023-1
“SUBMISSION OF REFERENDUM ON AUTHORIZING THE CITY OF MIDVILLE
TO ISSUE LICENSES FOR THE PACKAGE SALE OF DISTILLED SPIRITS”
WHEREAS, the City of Midville (“City”) is authorized to issue licenses for the package sale of
malt beverages and wine. Midville Ordinance § 6-1, et. seq.; and
WHEREAS, the City is currently not authorized to issue licenses for the package sale of distilled
spirits; On-Premises Consumption on Sundays. Midville Ordinance §6-7; and
WHEREAS, O.C.G.A. § 3-4-40, et. seq. governs the procedure to authorize the issuance of li
censes for the package sale of distilled spirits;
WHEREAS, pursuant to O.C.G.A. § 3-4-41(a) a municipal corporation can become authorized
to issue licenses for the package sale of distilled subject to a referendum election to approving the
same initiated by the municipal corporation by ordinance or resolution; and
WHEREAS, the City desires to obtain authorization to issue licenses for the package sale of
distilled spirits;; and
WHEREAS, the City adopts this Resolution to initiate a referendum election on the issue of au
thorizing the City to issue licenses for the package sale of distilled spirits; and
IT IS THEREFORE HEREBY RESOLVED by the City of Midville that:
1. Title. This Resolution shall be known as the “RESOLUTION NO. 2023-1 SUBMISSION OF
REFERENDUM ON AUTHORIZING THE CITY OF MIDVILLE TO ISSUE LICENSES FOR
THE PACKAGE SALE OF DISTILLED SPIRITS.”
2. Referendum.
a. Issue Presented. The City hereby authorizes the issue of whether the City shall have the au
thority to issue licenses for the package sale of distilled spirits. Such issue shall be printed on the
ballot in accordance with Exhibit A to this Referendum, attached hereto and incorporated herein
by reference and O.C.G.A. § 3-4-42.
b. Submission to Election Superintendent. Upon approval of this Referendum, the City shall
deliver a properly executed copy of this Referendum to the election superintendent for the call
and holding of an election in accordance with O.C.G.A. § 3-4-41.
3. Ordinance or Resolution. The City is specifically authorized to pass any resolution or or
dinance necessary to authorize or regulate the issuance of a licenses for the package sale of
distilled spirits so long as such ordinance or resolution is consistent with any applicable State or
Federal law and the City has complied with any and all conditions precedents necessary for the
implementation of the ordinance or resolution.
4. Effective Date. The Resolution No. 2023-1 Submission of Referendum on Authorizing the
City of Midville to Issue Licenses for the Package Sale of Distilled Spirits shall be the date of
approval by the City Council of Midville.
5. Expiration. The Resolution No. 2023-1 Submission of Referendum on Authorizing the City of
Midville to Issue Licenses for the Package Sale of Distilled Spirits shall remain in effect until it is
repealed, replaced, superseded by ordinance or by any order of a court of competent jurisdiction.

The ballot shall have written or printed thereon:
“( ) YES Shall the issuance of licenses for the package sale of distilled
