Charleston, S. C. says:
In view of the action of the re
publican party in Alabama and
North Carolina upon the negro
question, and the holding of re
publican conventions in the con-
grBesional districts in this state,
Captain John G. Capers, United
States district attorney and repub
lican national committeemen for
South Carolina, was asked what
was the position of the republi
can party in this state upon the
negro queBtio n. He said:
“The organization and opera
tion of political paities upon pure
ly racial classification is, to my
mind, wholly inconsistent with
the spirit of our government, re
quiring, as our government does,
well defined duties arid responsi
bilities from all of its citizens.
In the exercise of citizenship,
when the negro asserts a right,
and demonstrates that it rests up
on intelligence aud character,
rather than upon race prejudice
or fancied and unearned distinc
tion, hiB rights should be reBpeot-
od as au American citizen regard
less of his color.
“In politics the negro trouble
in the south cQmes, in a large
measure, from the advice he re
ceives from his northern colored
brother, Who ruin the effect of a
protest against a white man’s
party in the south by a practical
demand for a black man’s party.
There is no good reason why the
republican party in the south
should be all white, and there is
every reason why it should not be
all black.”
