Tm: Cotton Tax.—Mr. Kelley, of I'enn- .ylvflnla, Inn led off, In Congress, in 111* advocacy of the repeal of tlic cotton tax, The telegraph of yesterdaymorning Inform, cd us that he brought in a hill providing for the repeal of this tax, and also the re funding of the tax paid on the pretent crop, In making tlila move, Judge Kelley but responds to the popular sentiment of the country. Tho measure should, and doubt less will, carry, with some slight modifi cations, without serious opposition. Tax Bums and IiirxacnMxaT.—Our Washington dispatches this evening are not without a degree of interest. Money is the power which has given the Impeach ment measure a new feature. The com mlttec meets again this evening, and uu der the manipulations of the “ Bulls ” o Wall street, who can dlvino tho result t There are throe breakers just ahead of us, cither of which, if not avoided In time, may causo no ordinary trouble. First, tho attempt to suapend tho President from the functions of his olllcc during trial. Sec ond, tho attempt to reorganize, by Con gressional enactments, tho State Govern ments of Kentucky and Maryland. And third, the attempt to count the electoral votes, In the South, at the next Presiden tial election, before tho Southern States shall have been admitted to the Union. In the last case, however, it Is hoped and be lieved that tho States mentioned will be admitted and recognized in time to justify the South In taking part In the Presiden tial contest. And it Is hoped that the good sense of Cougrels will be prompt to fore stall any mad scheme 111 either of the other directions. IS EMIGRATION DESIRABE. All reasonable men In Georgia me agreed that while emigration to tho State, Is of all things next to reconstruction, tho most desirable. Even the Doinorcrntlc press concur in the advocacy of some measures whereby immigrants may be Induced to settle in the State. If our people really desire Immigration, it is In their power to secure It. Two things only arc necessary. The first Is the restoration of the State to the Union upon the basis of justice and political equality. This done, let our largo land owners em ploy an efllelent agent In New York, and other points where European emigrants usually disembark, and through 1dm make it widely and generally known that they will sell stated portions of their lands at low rates, and give three, live, or ten years lor payment. This would at once attract populu I , and the reserved lands would so Increase In value, that owners would be richer than they now arc with the whole of their lands; tlndrtaxcs would he less oppres sive, and the country generally would be made thrifty and prosperous. This will be done in time; our people may continue sullen and inactive; may yield to dcspoudency, and delay of action, but it will not be many years before the necessities of the times will raise up a suf ficient number of resolute and enterprising men to set the ball in motion; and then, but not a day sooner, will the era of South ern prosperity begin. Heeling; of Union Hen. At a meeting of Union men anti the friends of reconstruction In this city, on Friday last, the following Preamble and Resolutions were unanimously adopted: Whereas, the Union men of Georgia have the most abiding and implicit confi dence in Hon. Salmon P. Chase, of Ohio, as the great champion and exponent of the true principles of the Republican party, and wish to seo him transferred from the blithest position in the .Judiciary Depart ment, that of Chief Justisc of tho Supreme Court, to the highest in the Executive De partment, that of President of these Limed States, believing that in all stations and under all circumstances he will ever he found to be the true friend, the earnest ad vocate. and the firm defender of the liber ties and the rights of all, therefore, 1. Jtesolred, That we, a portion of the citizens of Atlanta, friends and supporters of the Republican Party, do now proceed to organize ourselves into an association to be called the “Chase Union Republican Club,’’ with a view to concert of action with other Republican Clubs to be formed throughout the State. 2. Unsolved, That while wo hold our selves ready to support either of the illus trious statesmen now spoken of in connec tion with the nomination by our party for the Presidency, we can but express our most cordial preference for Chief Justice Chase, who has not only proved himself a Jurist unsurpassed in America, hut who at the most critical period of the war, proved himself a financier with but few equals in the history of the world. 3. Ilf solved, That we most cordially Invite all the friends of the Lnlon Repub lican Party throughout the State to co-c erate with us in the organization of UuL <, and In the support of the above named dis tinguished statesman. 4? Resolved. That a committee of three he appointed to wait upon Col. Henry P. Farrow, of this city, and Inform him of the organization of this club, and that In con sideration of his uniform opposition to the principles and spirit of secession, and more especially in consideration of the bold and self-sacrificing spirit and determination with which he has so ably sustained and defended the United States Government, from the surrender to the present time, and with which lie has labored for the Recon struction of tills Htute upon tltu principles of the Republican )»urty, it Is our unani mous wisli that he consent to become the President of this club. far Dan Trewhlt, of Hamilton county, Tennessee, Is a candidate for Chancellor In that Judicial District. telegraphic intelligence. Washington, Nov. 24.—The Impeach ment Committee was in session at a lata hour last night. It meets again to-morrow morning, and will make a report during the day. There will be three reports. The documents are voluminous. Heavy trans actions have been made la gold, which the report is expected to Influence, and the most feverish anxiety exists. Rumors aro abundant, but the Committee seem to have headed off the news hunters. Among other wild statements It is said the Bulls of New York have raised and Invested one hundred and fifty thousand dollars in se curing one vote in the Committee for im peachment. The probabilities arc that there have been no recent changes, and that the Committee stands four for Im peachment, three for a vote of censure, and two for quashing the matter. Later.— 1 The Impression that the Commit tee will stand five for impeachment gains ground. It is said high Official circles have Intimations to this effect. Richmond, Nov. 21.—As Judge Chase will not arrive until to-morrow afternoon, the Davis trial will not commence until 2 O’clock In tho day. Judge Chose will de liver tho charge to the Grand Jury. It is not known whether he will remain or not. The counsel for Mr. Davis say they ore en tirely ready to go on, and the Government officials give no Intimation of any post ponement ou their part. A letter was received to-day from Gen. Robert E. Lee, who has been summoned as a witness for the Government, saying that he will he in Richmond to-morrow. Messrs. O’Connor and Shea, counsel for the defense, arrived to-day, and Messrs. Brady, of New York, and ltcid, of Phila delphia, will come when the trial has com menced. Messrs. Evarts and Dana, coun sel for the prosecution, also arrived to-day. Mr. Davis attended St. Paul’s Church tills morning. Washington, Nov. 25.—The impcachers expect to make their strong point against the President from circumstances con nected with transferring rolling stock to Southern railroads. Barron Von Haven, Belgian Secretary of Legation, was recently married to a pro- testant lady by dispensation from Arch bishop Spaulding. The ceremonies were afterward performed under protestant forms by order of the Archbishop. Re grets were publicly expressed lest It should pass Into a precedent, and the announcment made that according to church laws, any of the faithful who pre sume to get married out of the church by the very uct incur excommunication. Washington. Nov. 25—Noon.—Tho gal leries arc crowded and the Impeachment Committee is still in session on the election of Galladay from Kentucky, who was elected to succeed illse. Referred to Com mittee on Elections. Pending the report he was excluded by a vote of 105 to 38. The Committee entered the House at holf past twelve. During the morning hour half a dozen bills were rcjxjrted and referred for the re peal of the cotton and other taxes. A bill was introduced regarding the navigation of the rivers flowing into the Gulf of Mexico. The Chair announced the Committees, and half past one the Com mittee on Impeachment were delayed, but there seems no doubt Churchill has joined the Impeachment party, giving them live votes—a majority.
