thropy, pure and simple, and It la de

utility. It must also necessarily begin
modestly and be conducted aa economl.

Thare ara several things which are In
dispensable In the beginning and which
must necessarily limit Its eco|ie some
what. At the start tt must lu- restrict,
ad to white people. To bundle both
colored and white would necessitate
more room and attendants than rould
be afforded. Besides this, It would be
better to keep white and black dispen
saries entirely separated, for they could
probably scarcely be mixed even In .the
same building. There Is, however, am
ple material among our white popula
tion to keep two dispensaries busy. Two
rooms, then, Would be the least that
would suffice, even In the beginning.
One large room for a waiting room and
a smaller one ak cun.ultatlon and ex
amining room. These rooms would be
very plainly furnished, of course. Be
sides the physician In charge, a compe
tent trained nurse should be at th*
disposal of the dispensary. To keep
these rooms In good condition and
proparly equipped will necessitate a
moderate expenditure for scrubbing
and proper disinfection each day, aa

The relation of such a dispensary to

important. It must have support and
recognition front both. If it can be
ehown that such an Institution Is as
necessary as we think. It should re
ceive some support from the city. It
should co-operate with the board of
health. The ordinance* regulating spit,
ting on sidewalks and In street cars
and public buildings should be enforced
and have a fine attached. Physicians
should be required to report all cases
of consumption to tpe health authori
ties. and such cases should be treated.
Bad ones are placarded In some cities—
notably In Washington. If not placard
ed they should be taken to the hospital
or subjected to hygienic Inspection at
any rate, and the'neighbors protected.

and the violation of which la a penal
offense—would be Illegitimate. Ill ad
vised. and pernicious In Its Influence

utes prohibiting the employment or
children are enacted, and ought not to
be Issued on the grounds of being
agalnat public policy and the welfare
of children. Insurance of such a na
