"A meeting wa* held In London a few

pointed at Ihemeetlng held at Bremen,
Germany, In .'jtine lost, to consider
further means of modifying the selling
contracts of bale cotton, In order to
obtain what the byyers consider a fair
percentage of allowance for tare.
"Th* matter from the spinners'
standpoint Is that years ago. when the
bale of cotton weighed, say, 360 pounds,
It waa approximately the Same site a*
today: requiring the same number of
ties: this amounted to about 6 per cent
Ion the weight of tho bale. Gradually
' the bal* grew, and the allowance for
tare has remained the tame, necessi
tating th* addition. It la claimed, of
extra Jute patches as well as extra
bands which cost, say, 3 cents per
pound to bring up the weight of tare
to the percentage a* allowed by the
old form of contract.
"Several million bales are Involved
and It can be seen that the amount
Involved Is quite a large one. The al-
lowance has been figured at from 31
to 31 cents, the latter being the outside
limit, til over that to bo charged back
to the middlemen.''

Is Georgia’s measure? Does she punish
for vengeance or correction? Does she
shelter the dependent for her own pro
tection or doe* ohe nourish him for the
sake of tho loving charily she feels? To
answer that would be Georgia's great
est shame. We would be despised for

what? Pity7 No, hot pity, but Just
simple sheltering cure. ‘Hod you over
thought of that? No, for If you hai| It
would have been different.
Treatment of Convicts.
What dneii Georgia do fob her coh-
vlcto? Just what vengeance and
finance oay do—nothing more.
But ohe lavishes her charity on the
Insane. Yes, she la very generous and
noble there, for she maintains a mag
nificent, almost Ideal asylum. ICO Jails
and nearly os many poor bouse* where
they can be sent when violent or dan
geroua.
For the blind the does well.
For the orphans she dooo nothing.
For tho epileptic* and feeble-minded
she doe* far leas than nothing, as she
compels them to become dangerous be
fore she deigns to toko note of their
presence. Could anything be worse
than that? Yes, much worse la the
damage to the normal children with
whom these defectives associate. We
are unjust to the defectives and we are
cruel to the normal children In not aep
rating them in school and In play. In
beneflts and li> responsibility. Now
let us dismiss the question of charity
and see If we could as a business ven
ture afford to care for these etcp-chll
dren.
2,000 Feeble Minds.
There ar* In Georgia above a thou
sand epileptic children, mors than that
many feeble-minded ones, idiots and
Imbeciles Included, esy a total of 3,000.
It would cost 33.25 per capita a week to
care properly for them, 3117 a year and
the average child would require six
and one-halt years’ care, a total for
each child average 3735.50.
Well, the Valuation of a healthy male
at 21 In productive capacity t* 3600 a
year with an expectation of at least
thirty year* of productivity. Then
suppose one-tenth of our defectives are
made normally productive, It has taken
3*65.60 to get that result and have
in return thirty years of expectancy at
3000 a year, or a total of 318,000. Yet
that la not th* greatest gain—for we
have protected In the meantime our-
selveo from the deteriorating and de
generating Influence of contact with
the defectlvA. And even more Impor
tant wa have segregated the hopeless
ones to prevent propagation of their
kind.
From tn Insurance standpoint, that Is a
good tnveatment.
